devep over the next couple of hours. i'll take you hour by hour. see you back here in a minute. >> thank you, doug. follow the weather on the nbc washington app, and can you stay connected with storam 4 even if you lose power. >> well, a desperate plea from d.c. leaders after a deadly we end. >> seven people have been shot to death since thursday, and that includes 11-year-old karon brown. a suspect was arrested this weekend in that case and made his first court appearance today. >> news 4's mark segraves is outside the courthouse with the latest on that case and the message from the mayor this evening. mark? >> reporter: that's right. you know, he just appeared before a judge an hour ago and was ordered held without bond despite his insistence that he only fired into that car in self-defense and had no idea that the 11-year-old boy was in the back seat. but thathuncident on tday all led up to what turned out to be an extremely violent weekend.

four days of violence, four days nfire. >> nobody want to live in a neighborhood where they are scared of hearing gunfire or they can't send their child and 11-year-old to the mcdonald's, okay. that's not how we should be living. that's not normal into since thursd, seven people have been murdered in the district including 11-year-old karonb rown. saturday police charged 29-year-old tony mc clam who told police he was trying to settle a dispute between neiborhood kids and his girlfriend's children and the victim and that he had had the gun because his brother had recently been murdered. chief peter newsham says he can't recall a more violent four days. >> in recentemory idon't. this is particularly disturbing to have this many homicides over the c urse of theweekend. >> reporter: today newsham and mayor muriel bowser pleaded with

residents to turn over anybody they know who has an illegal gun, even if it means sending a loved one to jail. >> it'se better to b arrested for having a gun than for murdering a child. call us. >> reporter: newsham took aim at d.c.'s gun laws and prosecutors today pointing out that most suscts arrested for murder had previously been arrested for gun possession. >> the consequences for illegal firearm possession in our city are not changing behavior. >>ndreporter: newsham a bowser pointed to the public's help in arresting the suspect in the lling of 11-year-old karon br own. >> it shouldn't take the death of an -year-old for people to come forward. >> reporter: according to court documents, the suspect admitted to police that he fired his gun tto the car, but he said it was self-defense andhat he didn't know the boy wasnside of the car. now what we have also learned from those charging documents today is the gun that police believe was used in the vilg of

to more comfortable air. i mean, it was excruciatingly hot. >> if we see such intense heat it takes something big to break the heat and that's what we've got out there. take a look. storm team 4 radar tracking those storms that now have come through our area and are all the way up towards philadelphia. philadelphia under severe tharnderstorm warnings and p of northeastern maryland, but no warnings around our area. areas in pink under a svere understorm watch in effect until 10:00. not a whole lot going on now. now this storm came through, and, boy, did it produce damage from winchester over to virginia and right on through loudounun co, jefferson county, montgomery county and carroll county and right on through. this is the biggest one that affect the the most people. the thunderstorm wind damaged trees and power lines down across i-270, right around the weigh station in clarksburg. just looked at the traffic there. it's a mess continuing, and it will be a nasty rush going out towards 270 towards frederick

tonight and watch out up there. live up around frederick county, give them a little extra time. seeing rain in that area and no strong storms. you can hear a rumble of thunder or two. thewi r view showing that we're waiting on though. there's actually a little bit of a spin out here towards charleston. i'm waiting for this area to uctually start to enhance and increase in the nmbers of showers and thunderstorms to develop, and t flash flood watch goes untilrr early tomo morning and tomorrow morning could be kind of a mess to get to work. >> absolutely. >> waiting for a cold front toth move ugh the area, and until the front is through we can't say we're over with a threat from moderate to heavy rainfall, and round one of thunderstorms is over, and if you're driving home, you already know heading through clarksburg. it's a nightmare as it is as the lanes get smaller there. i feel your fain fromderick county. anyway, here's what to expect. round one is already off to the

cntmunity fire departme. a bill to fund the september 11t victims' compensation fund is expected to pass in the senate tomorrow, but not without some controversy. the fund compensates victims that were injured and the families who loved loved ones in the 9/11 attacks. republican senator rand paul blocked it last week saying the lawmakers need to focus on the nation's debt and that any new spending should be offset by cutting something else. well, today new york cy firefighters blasted paul's decision. >>f he was so fiscally responsible, he would have announce it had before then instead of keeping it secret until the moments before senatoa gillib brought the bill up for the unanimous consent. >> congress did replenish that fund in 2011 and in 2015, butmo ey has been cut by nearly 70%. it's now depleted. without authorization, it lex pier next year. once the bill passes, president trump is expected to sign it
