I would ask Internet Archive about streaming, if it is your collection. That way, people can't file-share, but they can still listen to the audio. Grateful Dead does this with their live shows, as does Pacifica Radio with their backlog of interviews, on Archive.

It’s not my collection. I just want to listen to some obviously non-commercial recordings locked that is the only recording of a work and otherwise nowhere to be found. Other obscure classical music explorers will benefit from the unlock too.

Most likely, the artists / descendants / source publishers are still alive and will sue Archive if they share files.

These are streaming:
I picked recordings purportedly with publication date from 1936 - 63, 1963 being the cutoff date for most works whose copyright was not renewed in 1964. Unfortunately the uploader must think publication date is equal to birth year. That may work outside of the US, but not here.

I share your frustrations with the sample only changes. I enjoy spoken word and audio records for example, and 9 out of 10 are 30 seconds samples. I was excited to come across Boston Public Library’s 60,000+ record collection. Alas, the majority are samples. What’s the point? It seems IA lawsuits are crippling it. This site is largely useless now for me, except as a catalog to search for the titles on youtube and torrent sites.
