World Cat will find libraries near your home; if you're outside of the USA, they might have a PDF download, but you'll still probably need a digital library card to access the book.
Book was removed from Internet Archive for some reason. It is available to buy from Amazon and other online dealers.

If you really need the book, your best bet is to get the "Print Disability" option enabled on your Archive.org account, then you'll (hopefully) be able to download it.
To do that, go here: https://archive.org/details/printdisabled , click the "ABOUT" tab, then click the second link under step 1.
Then on the form, you can choose the option that says:
"Eligible for academic reading accommodations"
