jackie bentsen is in leesburg to tell bus how this is still unfolding. >> reporter: it is a very tense situation. great concern for the safety of a couple described as an elderly couple that police here believe that are being held hostage by an armed gunman at this point. this is when it started. about 11:30 this morning, leesburg police responded to an armed robbery at the jewelry store. the suspects fled that scene on foot and went to a home in the 200 block of royal street where he took the keys to a jeep grand cherokee and the family at that home was not harmed but we understand that they did have a very frightening encounter with this suspect. now, the grand cherokee was abandoned and the suspect took off on foot, police believe. at which point he barricaded himself in a residence on valley view avenue. what we can tell you right now is that hostage negotiators from the leesburg police department, possibly from virginia state police, also, are in -- attempting to be in contact with this suspect. we don't know if they have spoken and with the couple

inside the home. between don't know if they have been able to verify what their condition is at this point. but there is a very, very great concern that the spokesperson for leesburg police told us that shots were fired at various points during the pursuit from the initial robbery. so right now they are trying to establish contact and resolve this safely with the safety of everyone involved. back to you. >> jackie bensen, thank you. new developments in the arrest of marion barry. news4 exclusively obtained the copy of the u.s. park police arrest record. it is the first official disclosure of what happened last saturday night when barry was taken into custody. once again, tom sherwood joins us with our report. tom? >> theeport says that barry was stopped for a traffic violation. then a woman came running up and complaining barry was stalking her. the park police report says that an officer traveling in anacostia park along the nsacostia river early on the night of july fourth, stopped at 1999 bmw driving in an erratic

manner on the wrong side of the road. the officer approached the car but was interrupted by a woman who came rushing towards him another vehicle. the woman shouted in a higher in fr vus tone that barry was harassing her. and had been continuing threatening he was going to use his powers of influence to have her ex-husband arrested. the woman shouting complaints was donna bright hawpe in the pink dress in this video who had been romantically linked with barry for in many months. but now estranged in part of her continuing relationship with her ex-husband and how barry was treating him and her. the officer says that the woman played tapes of basy'rr angry y' ha t thehasndts aortep woman had expressed several times that barry's behavior wawa in fact, threatening and you wanted and that she wanted to be left alone. but barry ignored her request. there's nothing in the police report that shows barry tried to explain his relationship with the woman. or that he was asked to explain her fright. barry was arrested and

handcuffed and takennto custody. after several days of review, the u.s. attorney's office dropped charges against barry and saying that there was not enough evidence to try him for stalking. the report shows that it all started with barry driving on the wrong side of the road. but he was never charged with a traffic violation. wendy, back to you. >> tom sherwood, thanks, tom. c. council chairman vincent gray announced late this afternoon the council is launching an inquiry into the contract wi contract. >> reporter: council chairman gray said that the city is launching an inquiry because of concerns over cncil member marion barry's personal services contract with watts brighthaup. he says he welcomes the probe. this happened just about an hour ago when the announcement was made saying he plans to introduce a resolution on

tuesday calling for the independent review of barry's contra contract. formal federal prosecutor bob bennett was there, too. he will lead the inquiry looking at barry's $15,000 contract to conduct public surveys on emerging young leaders in ward 8 minutes after the announcement which took place after a closed door meeting of council member. barry said he welcomed the probe and says he will cooperate fully and went all -- when all is said and done this will be resolved. again, council chairman gray says he will introduce a resolution on tuesday and that calls for this independent probe. wendy, back to you. >> michael flynn, thank you, michael. the controversial checkpoint runs by d.c. police in the trinidad neighborhood have now been ruled unconstitutional. the d.c. police instituted the checkpoints last summer and after a round of deadly shootings. a group called the partnership for civil justice sued the city. they said the checkpoints violated the rights of law

abiding citizens. in october, a federal judge upheld the checkpoint but today an appellate court ruled the residents' constitutional rights were violateded. kathy leer lease ad statement saying the metropolitan police department in consultation with the d.c. attorney general's office and the united states attorney's office made a good faith anal sis what the constitution requires. we all did what was appropriate and what we believe to be lawful and to save lives in the trin did aed neighborhood. and for the greater good of public safety. it is a fresh start for an auto icon. general motors emerged from bankruptcy and is now working to rebuild one of the most famous brands in american business. kristen dahlgren has that report tonight. >> henderson, president and ceo of general motors. >> after 40 days -- >> exciting day for general motors. today marks the beginning of a new company. >> reporter: general motors emerged from bankruptcy. a new company with new owners.

>> frankly, 330 million shareholders being the u.s. citizens. >> reporter: the new gm is more than 60% owned by the u.s. government. and a much smaller version of its former self. leaving massive debt and many contracts behind in bankruptcy. and starting over with plans to shed 13 u.s. plants and 27,000 jobs, and almost 2,000 dealerships. gm is also in the process of sellg saturn, saab, hummer. while the stocks producing pontiac and leaving the company to focus on just four u.s. brands. chevy, buick, and cadillac and gmc. >> you know, i'm excited about getting back in the car business. >> reporter: these are tough times in the car business. in the midst of a sales slump the company has already suffered decades of market share losses. and must now try to win back the american consumer. >> we will work hard to repay the trust and money that so many invested in gm.

>> reporter: difficult tasks, even with a fresh start. kristen dahlgren, news4. the insurance giant aig is set to pay out more employee bonuses. this time the troubled company is seeking the government's blessing. a round much payments ignited thenation's fury four months ago because aig received a federal rescue package worth $180 billion. but the company says that the bonuses were promised to executive last year and that they are necessary to retain top talent. now another round of bonus payments has come due. "the washington post" first reported that aig has been pressing compensation czar kenneth feinberg to approve the payments. feinberg was appointed by president obama last month to oversee the compensation of top executives at seven firms and received large federal bailouts. before president obama left italy today, he met pope benedict x for the first time. mr. obama and the pope met privately at the vatican for

about 25 minutes before they were joined by first lady michelle obama. and the president also hand delivered a letter from senator ted kennedy and roman catholic and was diagnosed with brain cancer last year. and a white house aide says mr. obama asked the pope to pray for senator kennedy. the two leaders also exchanged gifts and the president gave the pope a garr many that was once worn by st. onnewman, fourth bishop of philadelphia. mr. obama received the mosaic of st. peter's square and a medal. the president, as you may imagine, is very popular in ghana. his father was from kenya. his roots are african so they can claim him as a native son there. more than 10,000 people are expected to line street streets of the capital to see the president's motorcade and his visit will include a tour of a former british cape coast. that fort was once used to ship slaves to the americas. this is mr. obama's first trip to africa as president. illinois democratic senator

roland burris announced today he will not seek a full term in 2010. the decision ends his short senate career clouded by questions surrounding his appointment. by the disgraced former governor, rod blagojevich. burris is the only black u.s. senator that he filled president obama's vacated seat. and he says he's bowing out because the expensive run of running a campaign. >> i was called to choose between spending my time raising funds or spending my time raising issues for my state. i believe that the business of the people of state of illinois should always come first. >> did nothing improper to get that seat. former senator bob dole is in the hospital tonight. the former presidential candidate was admitted to walter reed army medical center last week. his office released a statement saying that dome underwent surgery for open sores on his left leg. the former senator will undergo a skin graft monday of his progress continues at its current base. dole says that the medical

arranging for the camp to swim here once a week. nbc 10 obtained the e-mails he sent to lisa wright, camp's director. according to those e-mails the arrangement began to swarm around to unite when this e-mail was sent. in part he wrote -- >> we saw a number on a piece of paper but had no idea what the implications -- we have never done this with the camps before. >> reporter: he wrote the board accepted the camp and he wrote i'm pleased to tell you that our board has approved your programming for bringing your creative steps community into the club. the one concern registered wa the adults-to-child ratio being one to ten. since talking about the kids being around our pretty big pool. wright spanneded. thank you, thank you, thank you. and the csi staff will be

a deadly turn in spain today. spanish tourist was gored to death by a charging bull. the first time since 1995, a runner has been killed during the festival. officials say that a 27-year-old man from suburban madrid was gored in the neck and lung after a bull fell and became separated from the pack. isolated bulls are more likely to become disoniented and start charging people. today's run was particularly dangerous in addition to the deadly goring, three other people were gored and six more runners suffered lesr injuries. also it looks like they are really provoking that one bull in that video. all of the bulls in today's run are from a ranch that has a reputation for breeding especially fierce bulls. an earthquake rocks southwestern china overnight and showed hundreds of thousands people here into the streets. the quake had a magtude of 6.0. at least eight aftershocks followed it. one person was killed. hundreds more were injured. officials say 18,000 homes were

destroyed. police officers and soldiers were sent to the area with tents and other relief supplies and at least 400,000 people left their homes and slept outside because they were worried aftershocks would cause more damage. that quake zone borders the same province where an even more powerful earthquake left nearly 90,000 people dead or missing last year. officials in the u.s. and south korea say it is too early to know who instigated the cyber attack that overwhelmed websites in both countries. however, today south korea's spy agency briefed lawmakers on circumstantial and technical reasons for believing that north korea could be the culprit. according to someone at the briefing lawmakers were told that the assaults were probably launched by a cyber warfare unit within the north military. and in a separate development some computer experts say that the software appears to contain a destructive feature designed to override all of the data on a victim's hard drive at some point in the future. >> still ahead, we are following breaking news in leesburg where an armed robbery suspect is

degrees. lot of moisture down south. helping to feed pretty heavy and gusty thunderstorms there. the nasa shuttle facility and cape kennedy seeing gusty storm. they have that launch coming up tomorrow. 78 the temperature here. no problem. while it has been so cool in the northeast in new england, look at boston, just at 71 degrees. 74 in new york city. and the heat has been intense and unrelenting in parts of the south like texas and oklahoma. dallas, texas, this is their sixth day this month where the temperature has gotten over 100 degree sxhs had five days last month where the temperatures was over 100. wichita, the 8 degrees. that's not even factoring in all that moisture that is down south. and wrapping the two together, heat indeshgs, what it feels like, it has been intense through this area. the southern plains and the south. and 80 is our current heat index. i think by tomorrow with the temperatures getting into the upper 80s, more moisture across the area because our -- our wind

is going to shift a little bit. more out of the south and southwest. and we are going to see more moisture work thing way. our heat index will be in the low 90s. something we haven't had a lot of this summer. the heat, humidity, we are going to get it tomorrow. we are going to get some of this. these are some of the storms making southeast ward out of the midwest, ahead of a weather front driving through here during the overnight period. so that front now is iowa through areas of northwestern missouri and that's what's going to come through and, in fact, it could be east of our area by sunday morning. but might not be so good for the beaches. showers and storms may linger through sunday. look at chicago. they have been wet today. picking up a third of an inch of rain. leading edge of some of the storms coming through eastern kentucky right now. cincinnati, ohio, too, there's hunting ton and showers and storms passing down to the south. even though there is a slight chance of an isolated shower or storm tomorrow afternoon, most of the rain comes during the evening. mclean, virginia, 76 degrees. your high is 83. and holding at 84 degrees,

annapolis, was a very light wind. so let's take a look at your futurecast and as the storms move eastward, again, it will be coming through here tomorrow evening. we are mild and 79 to 72 degrees over the next couple of hours. so slowly dropping into another warm evening for us and it does not feel too bad out there but tomorrow even early i think you will start to notice some of the humidity in the air already. we will start in warm 60 to 66 degrees. and then again, by the afternoon, mid and especially upper 80s, lot of locations tomorrow, mid 80s, anywhere near the water but for the most part, 87 and 88 degrees. the showers for the afternoon west and coming this way by the evening. get a quick third of an inch of rain. your satday and for if weekend, for the most part, it is going to be dry. with rain late saturday and rolling out of here early sunday moing. the high on sunday is 86. it will be less humid and monday there could be another weak disturbance that may come through here and perhaps it could head to the south and of

we continue to follow breaking news from leesburg, virginia. police negotiators talking to the armed man who is holding an older coue hostage. e thenise fo g inldun aat home in the 700 block of valley view avenue southwest. jackie bensen is live at the scene with the latest. >> reporter: the stand-off continues. we understand that negotiators may have been able to make contact with the suspect who is armed with a handgun and we understand that he's holding a couple described as an older couple hostage. and now we are learning more about the jewelry store robbery

that is how this situation began. a woman who was in the jewelry store at the time of the robbery this morning, about 11:30, describes what happened p p. >> suspicious character came in the store. he had a hood on. he looked really odd. and something wasn't right. he didn't have a mask or anything on. so we had security. we automatically start heading towards the door. and i started heading towards the door. and took something away. it looked like he was going for something. and basically ran out of the store. >> reporter: now, a very large area in leesburg described as the southwest portion of the city, blocks and blocks of that area are cdoned off at this point. residents are told to stay in their homes and people being asked to avoid this area. wendy, back to you. >> jackie bensen, thank you.

the countdown clocks are ticking for space shuttle "endeavour." a third launch attempt tomorw night. the previous attempts were scrubbed because of a potentially dangerous hydrogen leak. now the leak appears to be fixed but the weather is a factor. there may be thunderstorms near the kennedy space center during tomorrow's launch. nasa has until tuesday or wednesday to get the "endeavor" into orbit. a risky mid river gasoline transfer is under way in oregon. a barge loaded with 1 million gallons of gas got stuck in the columbia river early yesterday morning. it stranded on large silt

we want to recap the top story that we have been following. breaking news in leesburg, armed man holding an older couple hostage in a home in the 1700 block of southwest. leesburg police tell us it started this morning when the suspect tried to rob a jewelry store on east market street. he then allegedly stole a jeep cherokee which was later found abandoned and sometime after that, someone called police from the home on valley view avenue. that person told police that an armed man had broken into the

house. hostage negotiators are at the scene and aattempted to establish contact with the suspect. residents in nearby homes have been evacuated and a large area of the town of leesbuase remain cordoned off tonight. >> a virginia jail could become the second one in the country to allow incarcerated mothers to stay with their babies. the superintendent of the charlottesville regional jail is proposing a plan that would let new mothers bond with their new babies. even though they are in jail. rit now they are there are three pregnant women at that facility. one is due this month. under the program, the mother and child would stay together. in the medical department. so they could have privacy. >> there should be minimal cost. everything that normally takes place, the -- the expense of having the baby, the care of the baby with -- she would have to go through, the normal process that she normally would have. >> under the program it would be in place by the time the woman has had her baby in september. the jail's board will look at how to adapt current procedures

to work with the new program. >> health care has been a hot topic on capitol hill this week. especially. as lawmakers try to piece together the health care puzzle, the white house isocusing on small businesses. they are trying to make sure the businesses can afford insurance for their employees. tracie potts has that report tonight. >> reporter: more than half the nation's small businesses can't afford to offer health insurance. >> it is too expensive. >> reporter: since convenience store has been around for 30 years but even the owners have to find their own coverage just like their workers. >> if you take anything out of the way they won't even -- hardly make enough to live. >> reporter: premiums for employers sponsored insurance doubled in the last decade going up three times faster than wages. small businesses take 18% more than large firms and that's according to the national federation of independent business. perry picks up the tab for his 12 employees and their famies. that can soon change. his premium jumped 40% in three
