refers to his barring the woman's ex-husband from barry's offices and at the wilson building. >> marion barry. barring any new developments tonight, this case goes to court tomorrow morning. craig, back to you? >> tom sherwood, thank you, sir. in charles county, maryland, a 19-month-old baby drowned in a tol last night. there seems to have been confusion about who was watchin child. it happened in the 4300 block of middletown road. eun yang has more. >> reporter: the sheriff's office says the baby was left in the care of the teenage cousin. but the teen went out not realizing that the baby was sleeping in the house. it was a simple misunderstanding that had devastating consequences. a mother left her 19-month-old

son sleeping at home in the care of his 15-year-old cousin. it was 8:30 p.m. and had to run errands. the problem was that the teenager didn't know he was supposed to be watching the toddler and he left, too. when she got home, they were both gone. >> when the mother found out that the child was not with the teenager, she panicked and started searching immediately for the child. >> reporter: at first she thought her son was missing and called police. but minutes later she found him. >> when she realized the baby gate was down she thought something was us is patient us and began searching for the child and when she went the in the backyard she found him in the pool. >> reporter: the baby was unconscious and was taken to a nearby hospital. he did not make i. 19-month-old jason burk jr. drowned in his family's pool. police say that it was an accident. and because police say that appears to be an accident no charges will be filed in this case at this time. craig, back to you. >> eun, thank you. president barack obama is in italy for a summit of the g-8 leaders and discussing a variety of issues fromth the economyo t

passed. >> reporter: and as the president travels overseas, he's being forced to defend his economic response here at home. >> so what you have is no longer the complete freefall that we had back in january or february. >> reporter: and he insists the stimulus plan will work but will take some time. brian mooar, news4. >> other world leaders said it was too early to start rolling back their own stimulus measures. outrage over a new security report. that report details a number of dangerous breaches in federal buildings across this country. the government accountability office and undercover investigators to buildings in four major cities. including right here in the district. those investigators were able to smuggle in bomb-making materials and actually assemble bombs in one of the buildings. one security guard was caught using government computers to manage an adult website. another guard failed to dett a box full of semi automatic handguns. >> in this post-9/11 world that

we are now living in, i cannot fathom how security breaches of this magnitude were allowed to occur. >> reporter: the director of the federal protective service which is in charge of security in those buildings was at today's congressional hearing on the report and he said he's ordered increased inspections and outlined steps to improve performance. we have breaking news now in the case of marion barry. here is tom sherwood. >> reporter: i just got upstairs to see a note here from the united states attorney's office. it says in the statement that they will not place charge against marion barry tomorrow in court. it says the review of the evidence, careful an apal sis of the factors, will not pursue the stalking matter against marion barry. this case is over. >> all right. okay. and there you have it. thank you. the powerful cyber attack that overwhelmed computers at u.s. and south korean agencies

police say they have a better idea what happened when a form nfl star steve mcnair was kid. mcnair was asleep on the sofa when shot by his girlfriend, kazemi. kazemi was distraught about mounting financial problems and her belief that mcnair, who was married, was now seeing a second young woman. according to police, kazemi shot mcnair four times. >> kazemi then positioned herself next to mcnair on the sofa and shot herself once in the right temple. >> the shooting happened in a condominium mcnair rented with friends. police labelled the death a homicide but waited for further tests and interviews before they concluded the case was a murder-suicide. one y after the public memorial honoring michael jackson, questions remain tonight about what led to the singer's death. the legal fight over his

of the jackson estate. producers are considering making a movie for more than 100 hours of video from jackson's final rehearsals here at the staples center. los angeles, jay gray, news4. more than 31 million people here in the united states watched jackson's memorial service on tv yesterday. americans purchased $16 billion worth of bottled water last year. today congress put the ad industry on a microscope. members of a house subcommittee received separate reports from government investigators and environmental working groups. working group is a nonprofit research and advocacy organization. both reports concluded that consumers know less about the water they buy in the bottles than what comes out of their tap. and they say filtered tap water may be safer. researchers say bottled water should be labeled with the same information disclosed by the municipal water agency. >> consumers have a right to know where their bottled water comes from and how or if it is treated in the pollutants it contains. >> all packaged food and beverages, including bottled

that's like heading up into canada. well, it is canadian air in on us. that makes it nice. the temperatures go around the east. they love to beet something of the sunny warm weather we have up in new england. boston, still 62. buffalo, 69. you got friends in chicago. 63 degrees in july and in chicago, while the heat is on, and there have been record set lubbock, texas, 103 degrees. not only that it is hot and humid look at how far south the dew points in the 70s are. that's really where the humidity is. overall we still have generally dry pattern. up to our north, still have been leftover spin. remember yesterday. lot of vient weather with hail and wind gusts and damaging winds through new england. today it is plain old cool rain showers and you can sort of see that circulation. moderate rain showers and move once again into worcester. look at northern maine. down east, maine. boy, it is a cold day in down east maine. taunton, massachusetts. so far this -- as had over an

inch of rain. 61 degrees. that's south of boston. and look at bar harbor, maine mp 55 degrees. cold as a lobster pulling out of the ocean. still part of the -- heavy rains coming up along the maine coast. they had over six inches of rain at the same time. and fredericksburg, beautiful day down there, too. 87 degrees. there is where the heat is. even that has been suppressed a bit more to the south. there aren't that many areas other be south texas where the terrible, terrible drought continues that has been all that dry -- all that hot and for us, we are going to continue to see a dry pattern in on us. high pressure tomorrow. once again, even though our winds will turn a little bit more into the northeast, it will be for the most part dry. out into the mountains, west virginia, you are going to see a few more in the way of clouds there. and then as we get on into friday, winds begin to turn a little bit more into the south and southeast. and that will provide some hu d

welcome back to "news4 at 6:00." we begin this half hour with breaking news in the district. moments ago, the u.s. attorney made a decision on the charges stemming from marion barry's arrest. >> let's head to tom sherwood in our newsroom with the latest.

>> this is big news after a week of drama. this began saturday night when news4 first reported barry's park police arrest for stalking a woman he knows. in the pink dress there in our video. there has been a lot of drama back and forth for four days about who is doing what to who and when and all that. just in this hour, as we first reported, the top of the 6:00, the u.s. attorney says this case is over. following a review of the evidence, the u.s. attorney's office said in this statement that in a careful annalysis of the relevant factors, the u.s. attorney's office has decided not to pursue stalking charges in this matter. this means that marion barry and his attorney, fred cook, will not be in court tomorrow. this case over. weeks expect to hear a statement from marion barry's spokeswoman but we are told he will not make an appearance. back to you in the studio. >> tom sherwood. thanks, tom. u.s. park police issued this statement.

after the colition and crossing the cabin john bridge into virginia. another motorist who witnessed the accident followed her. >> which then becomes involved in another accident and georgetown pike at the ramp and virginia authorities, state police, then responded to the accident and arrested the driver for driving under the influence. >> reporter: her bloodr:ohlc ao level was between .15 and .20. it is illegal torive at.08 or higher. she had at least one other accident where she failed to stop and backed into a car in march. police stopped her a short distance away where she was cited for a number of charges, including lhevi tng scene and driving on a suspended virginia license and failed to appear in court last month on those charges. police say more charges could be pending against loon in warrenton. >> she has warrant for fleeing the scene of a bodily injury accident. after she's done with her charges in virginia, she will be extradited back to maryland. >> reporter: after a fatality-preholiday weekend maryland state police in

the cell phone at first glance the operator appears to be sleeping. metro says he's actually riding a text message as the train speeds along the tracks. that video that was shot on the cell phone was posted on youtube. >> there is no excuse for it and it is -- it is very disappointing. and especially given the fact that our train operators and really all of our operations personnel and for that matter every person transit agency knows what the rules are. given the fact that this is making the rounds and on videos and in the news, we certainly think this will may -- everybody here to take notice and that you never know who might be watching. >> reporter: >> the video was taken june 5 on the blue line in alexandria. the operator was suspended for a week without pay. metro officials say that no evidence has been found that the operator killed in last month's red line crash had been texting. metro's advising red line

change and we are going to get it this year. >> reporter: but republicans are skeptical they can strike a deal before the august break, they say the plans are just too expensive. >> that means we are going to have to tax virtually everything that moves in america in order to raise had a money. >> reporter: the congressional budget office told congress today democrats have cut below the trillion dollar mark shedding $400 billion in their latest proposal by offering fewer subsidies to poor people and penalizing employers who don't offer insurance. creating a public play and that's still a major sticking point. the cbo says a public plan would only save money if it pays doctors less like medicare and requires them to participate. >> if one brings that then one can pay lower rates. we think still attract wide array of providers. >> reporter: doing that will be tricky. doctors don't want lower payments and requirements to participate and president obama is still trying to win their support. here is the timeline. president obama wants this on his desk in october. lawmakers think they will need

september to reconcile differences. they are off in august. that's why there is a rush to get something to a vote this month. tracie potts, nbc news, washington. house speaker pelosi vowed to pass legislation by the end of july. meanwhile, lawmakers must also decide which tax increases in spending cuts might be necessary to make sure that the plan does not add to the defense sinchlgts coming up, a former olympic figure skater has been arrested and accused of being part of a new jersey drug ring. police say a teenager stole a car and led authorities on a high-speed chase all because he wanted ice cream. >> an uninvited guest in one neighborhood.
