beating a mentally challenged man in delaware. tonight we learned new castle county police made two arrests. good evening, i'm sarah bloomquist. >> i'm walter perez. the big story on "action news" tonight is violent attack on a mentally challenged man and apparently it's not the first time he's been targeted. >> kenneth moton is live outside the new castle county police department headquarters in mink what dale tonight and you spoke with the victims mother and investigators. >> sarah and walter the phones were ringing off the hooks in newcastle county police and "action news" when that video surfaced. it's hard to look at. tonight we learned those two young boys have been charged with merchandises, arrested and released to their parents custody. the disgusting nature and outrage has it spread spreading like wildfire. it shows a mentally challenged newark man being beaten by several teenagers. >> what went through your mind,
