"action news" tonight it's a vij "action news" reporter sharee williams is live at the scene of a very emotional gathering tonight, sharee. >> reporter: jim, it was a touching display of unity as we heard. directly from the families who were affected by this horrible event. and this memorial, it started at 6:00. some five hours ago, and as you can see behind me, people are still here. they're still gathering and reflecting on the lives lost. >> we should not have lost three young people. we can change the kulingt tour of philadelphia. from one that has violence in it to one is that the non-violent. >> reporter: standing together, a grieving community held hands, prayed and even cried together. hundreds attended a vij toil remember the victims of friday's scar jacking and hit-and-run that killed three young

delaware sits open the jushry committee and believes the system is flawed. >> we have long wait times for motions, hearings, resolutions in america it's not right. >> kunz blames cuts in federal funding for the delays he says are system wide. it's important to point out 65% of jms in eastern district of pennsylvania has three or fewer cases outstanding for three years or more. courts own delay reduction says cases should be heard within one year of being filed and says chief judge should reassign case if judge falls behind on his or her work. that deposit happen help in suxt rrick's case. when we contacted the chief judge she failed to return our multiple calls. >> when you look at places like common please courts and municipal court the case backlog is so immense that judges cannot handle, attorney can not handle them. they have the same problem in frol sglort apaerpd f parentally they do. >> thank you, wenldy.
