>> ♪ >> brace yourself for another blast of winter. storm scan3 shows a massive system headed in our direction. good evening everyone, i'm natasha brown. thanks so much for joining us. we do our eye on the storm tonight. and this one looks like it is the real deal. philadelphia public and archdiocesan schools will close at noon tomorrow. you can see more school closings on the bottom of your screen throughout our newscast. let's check in with meteorologist kathy orr in tonight for the very latest on this storm. kathy. >> thanks, natasha. right now we're watching part one of the system. this is the clipper that's moving through that will reinforce the cold zaire and set the stage for our coastal storm or major east coast snowstorm. you can see this swirl this comma shape in the precipitation over kentucky. that's the clipper. that area of low pressure that will be moving to our south off shore and redevelop as a nor'easter. right now we're seeing light snow spreading into the delaware valley its patchy right now through montgomery county and also bucks county through northeast philadelphia and northern parts of burlington county but it will be filling in during the overnight. this part of the system is not really a big deal. but this is what we expect for your morning commute. light snow will be falling. there will be a coating to an inches already on the ground so it will be sticking to untreated surfaces and grass. the higher accumulations to their north and the west of the city. icy spots for the morning commute and it could slow down travel because it's slightly snowing. overnight temperatures will be in the 30's falling to about

31 30 degrees across the region. during the early morning hours we're in the 20's and we see the snow beginning to stick and then occasional snow showers during the morning period. after 2 o'clock, there may be a lull in the precipitation and then we see that second part of the storm, the coastal development really begin to develop off the coast and push that moisture back toward the shore and also south jersey by about 6, 7 o'clock in the evening. for part one we are just looking at a very light event for the clipper. periods light snow during the day monday, 1 to 3 inches of accumulation about an inch, maybe two in the city a little more to the north and west and then a possibility of a lull in the precip. may not stop but just a lull between 2:00 and 6:00 before the second part of the storm the big storm actually develops. for more on that we're going to send it outside to the sky deck with our cbs3 meteorologist justin drabick. we have been looking at this all evening and justin, it is amazing, this encompass the eastern seaboard. this is a huge storm affecting nearly 30 million people. >> reporter: that's right, kathy, pretty incredible storm. this storm isn't coming from the south so typically we don't see clippers blow up like this so this is why it makes it a tricky forecast. light snow outside here on the sky deck right now but really tomorrow night that's when things really start to get intense so let's talk about the watches and warnings that go into effect tomorrow afternoon. the areas in pink including philadelphia that's a winter storm into effect noon advertisement areas to the west, lehigh valley, poconos still under a watch 'cause still there is one question how far westward does the heavy snow get. that will be determined by the

exact track. check this out. ocean monmouth county that's a blizzard warning that will go in effect at noon monday seeing gusts of winds up to around 50 miles per hour during the height of the storm so monday night, tuesday that's the area of concern time frame. storm intensifies off the coast. it's going to bring heavy snow. snowfall rates of over 1 inch per hour especially across eastern new jersey so we're talking about an additional 6 to 12-inches or more across much of the region later monday night into tuesday and this is what makes the forecast a little tough. this is the spread of the model forecast. you can see generally a couple of them in the four to 6-inch range, euro model showing 15-inches the rpm at less than 2.5. we have to weigh this and try to get a good idea. of course more snow another clipper in the forecast. that's coming up in a few minutes. >> justin thank you. you can down loads the cbsphilly went app. get live radar also track the snowstorm as it moves right through the area. find it on google play, also itunes. the plows and salt trucks will be out in full force over the next few days or so. "eyewitness news" reporter matt rivers is live at 30th street station in philadelphia tonight with more on what commuters can expect for the start of the work week. matt. >> reporter: natasha, the highways outside of 30th street station right now moving along just fine but as you could probably guess come tomorrow morning and tuesday morning, commuters will likely find much less friendly roadways. as the philadelphia area heads to work monday morning they'll be joined other roadways by hundreds of penndot plow and salt trucks, over four of them to be exact

will be on area streets and highways by the end of the day on tuesday. it's a major operation all right and an uphill battle at that. >> as our trucks pass, they'll be plowing and salting but if the snowfall that is quickly that will get recovered. >> reporter: crews put brine down throughout the day sunday but if the winter storms monday and tuesday are as bad as predicted expect the worst roads yet this winter. >> i'd say so. >> about that time, right. >> yeah. >> reporter: with the weather also comes school closings something many parents already gearing up for. >> i have four children at home so steel myself emotionally for being home with them. >> reporter: if you have to go out and about like paul who works had a hospital here's some advice. >> you want to drive calm. you don't want to be angry. if everyone else is being angry you let them be angry sale right by you. take your advertisement we have also been hearing from the departments of transportation in both delaware and new jersey. they too are gearing up for this storm in a major way. seems everyone is in agreement that this storm could be a bit of a headache for commuters monday and tuesday. we're live outside of 30th street station matt rivers, "eyewitness news" at at at at 10:00 on the cw philly matt thanks. whether you're outside or enjoying yourself indoors send us your photos. us the hashtag cbs3 snow. we're starting extra early at 4:00 a.m. tomorrow and on tuesday. develop right now the body of a man found in the schuylkill river this

afternoon is believed to be that of missing bucks county teacher christopher tullly that's according to his family. still no official confirmation from police on that as they continue their investigation tonight. tullly was last seen in philadelphia on january 6th. he worked at the middle bucks institute of technology for the last 12 years. now, police have also released the name of the man killed in a police-involved shooting in camden county, new jersey. he's identified as 59-year-old william cam -- campbell. >> reporter:. >> point guns at the cop you're going to get shot. >> reporter: moral of the story from a neighbor. >> when you looking down that barrel it really don't matter. >> reporter: police respond to do a home in the 300 block of new brooklyn road, a rural community in winslow township. investigators say it was in response to a domestic dispute turned violent, a man chasing a woman with a gun. when police arrived shortly after 10:00 they say they confrontd that man who pointed a gun at an officer and they shot and killed him. >> the guy neighbor, pointed a gun at the cops and they shot him. >> reporter: police get a call to this residence. it is there neighbors say a man comes out with a gun chasing a woman chases her all the way from this home, across the street over to before you see that driveway with the large tree. it's there he confronts police points a gun at an officer is that shot and killed. >> i mean, 'cause they're going to shoot you if you point a gun at them. they have to. so, i mean why would he do that? >> reporter: why he did it is under investigation. police recovered a weapon at the scene. they're also trying to determine if the man fired a shot at the officer during the

incident. no one else was hurt. in winslow township, steve patterson, "eyewitness news" on the cw philly. >> a rally in south philadelphia aimed at showing the police department that residents are behind them. the group walked from broad and oregon to city hall today for a memorial service honoring philadelphia police officers killed in the line of duty. they say it's important to city past the uniform and recognize the person inside. >> they are human beings. they do have a heart. they're people. they're mothers fathers sisters, brothers, children of others and, you know, they need to be treat they had way. >> the group sold shirts for $15 with all proceeds benefiting the fraternal order of police survivors fund. gun shots fired off rowan university campus. the shooter was in a car eventually located by police. they took two people in for questioning one of whom is being held on previous warrants. a philadelphia police officer escapes serious injury after an overnight crash on market street. emergency crews got this call just before 2 o'clock this morning here at the 52nd street. the driver of the other car was tested for dui but those results are not in just yet. and today hundreds of people, they came together in delaware seeking answers. now two weeks after the disappearance of a local mother. keisha hamilton was last seen on january 10th. this morning family and friends searched for any signs of her in smyrna, delaware. meanwhile her husband cortez hamilton, was found shortly after she went missing in indiana with their two children. keisha's sister believes he knows something but isn't

responsible for this mess in california today. santa ana winds ripped through the region toppling trees and causing widespread power outages. crews worked throughout the day to restore power as quickly as possible. also now the crisis in ukraine, it wages on and today at least 30 people are killed in the latest round of bloodshed. shocking new dash cam video here captures the moment a rebel rocket attack was launched on this city. without warning shells started landing just a few feet from this car. meanwhile russian officials insist they are not supporting the rebels but western military leaders say the weapons being used suggest otherwise. the people of japan are taking to the streets demanding that their government save journalist kenji goto after a photo indicates his friend and fellow hostage haruna yukawa had been killed. the prime minister believes it to be authentic. president obama and other world leaders have already offered their condolences in the latest message goto reportedly asks for a prisoner he knows change. president barack obama is on day one of a three-day tour of india. their ceremonial tree planting and a press conference was held today touting the new trust between the two countries. they've been discussing a civil nuclear agreement plus climate change and defense. a lot to talk about in weather tonight just because of this, an area of low pressure a clipper that's going to the south is that expected to redevelopment. on storm scan3 it is cranking bringing some snow through ohio. you can even see it heading towards philadelphia but a little bit on the patchy side right now.

reeling just seeing some light snow showers. that is going to change overnight tonight when this system redevelops off the coast. right now we're seeing some light snow, especially through bucks county little patchy snowflakes falling in philadelphia as well and you can see in wilmington seeing a little patch of light snow. but that will be really filling in during the overnight hours. so, that's what we'll be contending with. this is just part one of our system. our eyewitness weather watchers are saying, yes we're looking at some cold temperatures out here but not as cold as it's been. so, we're seeing a little rain mixing in with the snow. right now the temperature is 36 degrees. this is in southampton new jersey as reported by doug all right weather watcher, 36 there so that's comfortable. a little bit cooler as you head towards the north and the west. 37 degrees in the area of whitemarsh. phil is saying in philadelphia 37 degrees, so still seeing some rain mixing in with a few snowflakes and as we take it a little bit farther to the south, let's go to delaware where the temperature is a mild 40 degrees precipitation falling in the form of some sprinkles there. john is saying winds out of the north and east at 3 miles an hour. now, i wanted you to take a look at the temperatures elsewhere in philadelphia we're looking at a temperature of 38 degrees. so, if you would like to be one of these weather watchers you can go to cbsphilly.com/watchers. we are going to need you over the next couple of days. it is very cold in the poconos. the temperature is 21 degrees. in reading it is 33. so, in the poconos cold enough for snow. you'll see just a little bit overnight tonight. this clipper not really a big deal but what's going to happen is by the time we make it to tomorrow morning we'll see the light snow as our

storm system passes to the south. it's going to pull in a little bit of moisture but then this rapidly intensifies and becomes a full blown nor'easter with the wind and the heavy snow and it will blow up, you can see here, by 4:00 a.m. tuesday morning. that's when we could be seeing some snow rates at about an inch an hour especially as you head toward the jersey shore and of course through new jersey itself the storm will continue to move toward the northeast. this is not just a storm fort usually it's a philadelphia storm, it's a huge new york storm, it's a huge boston storm and by tuesday night it's out of here but in boston it's major storm as well. so let's talk a little about what we expect with this. monday night into tuesday morning, that's the time period heavy snow an inch an hour visibility less than a half mile. so very poor travel as far as this time line is concerned. blowing snow with gusts to 35 miles an hour and it will be dangerous to be on the roads. the good news is the heaviest snowfalls while we are sleeping overnight. now, right now we're looking at four to 8-inches as you push toward reading and the lehigh valley and lancaster but through philadelphia, even including our northern and western suburbs through the northern part of new castle county and down toward south jersey, we're talking about eight to 14-inches possible and higher accumulations from trenton toward eastern parts of new jersey and then of course new york really getting the bull's eye about 20 to 24-inches expected there. now, these totals could change depending on a few factors and we have to talk about those as well. we still have some uncertainties with this storm. our models are not coming together with a general consensus. this is going to rapidly develop between virginia and

north carolina. not going have a lot of time to be dumping snow in philadelphia. we have to watch this storm track. a slight track east or west could have a huge impact on the snow totals as always and the storm speed right now it looks like it's slow. if it speeds up somewhat we could have a lesser accumulation. so, we still have new information coming in overnight tonight and we'll have new information coming in for the 11 o'clock news if we have to change totals. light snow developing overnight with that clipper the low 30. during the day tomorrow light snow will be falling really not a big deal. the heaviest comes tomorrow evening and overnight the high temperature 34 but the winds will be kicking up as well and on the exclusive eyewitness weather seven-day forecast tuesday morning snow could linger. if it doesn't linger, then you'll be on the lighter side that of accumulation. then wednesday just cold. thursday 35 degrees. friday 37. 28 by the time we make it into saturday and sunday 30 degrees. of course, friday another clipper. enough with the clippers natasha. >> i agree. >> little tired of the clipper >> me, too. >> but that one would be like an inch or two. >> one day at a time. thank you so much kathy. >> you're welcome. >> lesley i know we're shaking our head. let's move to sports. maybe there's good news there. >> some interesting news. richard sherman is known for speaking his minds. he gave his thoughts on deflate-gate. you'll want to hear this. what a first all-star game fo this is the "name your price" tool. it gives you options based on your budget -- it's a piece of cake. i was told there would be cake. get a free quote at progressive.com.
