"eyewitness news" reporter january jan carabeo joins us from conshohocken with conditions there. good morning. >> erika, good morning. the roads are definitely slick, and so are untreated sidewalks, coming to you live from conshohocken this morning, where you can see the cars are moving pretty well, but everyone's taking it easy and that's the best bet. if you look at untreated sidewalk here in con show hoping, you can see what i'm talking about. this, my friends is a sheet of ice a lot of the roads are wet, you never know when some of the wet spots actually turn into ice. so be very careful. coming to you live from the corner of front and fayette street in conshohocken this morning. where we see many penndot crews come through here, putting down that salt look at the video all night, ought among long been out since midnight, whole fleet out, some 182 state trucks, as well as number every contractors have been called in as well. because of last week's storms, told there isn't a need to

it is messy out there. we've got snow across southern new york state mainly sleet and freezing rain up through the poconos, and then far north and west suburbs now in philadelphia and surrounding suburbs this is mainly just plane rain. but, as january mentioned that's what you want to keep in mind. the untreated areas, your front stems, they may not look icy. they may just look wet. you come outside, start to walk down the stems to go to work or take the kids to school and you slip. it is very, very dangerous out there. driveways as well, if you can put the salt down that will be an ice slick. main roads had cars traveling on them all morning should be a-okay. no problems there. the worse of it again now to the north and west. see in the city again, warming up enough that this is mainly rain most of the ice threat over in philadelphia, but again, if you didn't treat your front steps and you haven't walk on them yet or treated them yet there will still be some icy spots this morning. in the poconos that wintery mix could continue all day long freezing rain, that's the spot with the biggest concern with icing tent to quarter inch of ice possible today, lehigh valley still seeing freezing rain, some sleet mixing in, changing over to all rain in the city we've already start that change over just to plane rain, and it is mainly all rain in new jersey, and delaware, as well through the rest of today. that will could even impact your afternoon commute. busy day not only here in the weather center but also in the traffic department where we find jessica. >> and here i am, thanks, kate. i know, really fun that i just as dangerous to walk outside your front door and trip off your step than it is to go out on height way. 8: 04, right on 95 around girard. disable vehicle here over in the right-hand lane. right hand shoulder blocking

that, as cars here head northbound, you can see some slow going right beyond that. and some slippery roadways, you can see headlights actually shining out on the pavement there so you know those roadways are wet. elsewhere out on the blue route right around baltimore pike slow going right really both directions, southbound lanes not doing too hot. disable vehicle over here in the right hand shoulder of the northbound lanes problems for septa as well, for the cynwyd regional rail line, they have having switcher problems, so shuttle bussing service between cynwyd and overbrook now currently airport arrival delays up to an hour and 22 minute, so make sure to call your align see if you're expect booed that's correct a lofter accidents really starting to pop up. one here norristown lafayette street at pearl street. and another crash out in cheltenham, east waverly back to you. >> thank you jessica. updating breaking news right now, been following this all morning long, crews and in south philadelphia will spends the day fixing a broken water main, that sent water spilling into the streets the point breeze. >> justin finch at the scene at 19th and federal where some residents are still without water service after several hours it has been now, justin, good morning. >> good morning yes it has been hours and hopefully now help will be on the way. the plan was to shut that pipe off overnight then come back when there was daylight. now crews will have to also contends with freezing rain coming down out here, as well, but they'll do whatever it takes, they say to restore water service this morning. >> bubble up from below, gallons upon gallons of water the steady flow soaked the corner of south 19th and

federal street. about 12:45 this morning the water department says, there appears to have been a break in the 12-inch underground pipe near that intersection. to make repairs the city says its crews had to shut off water flow to the area, an effort that likely helps stem flooding into nearby homes and businesses. the water department estimates the pipe break and water shut off affect at least 30 resident. and working in favor for crews this morning, is above freezing, so far that is great for those pipes it, helps them better assess the problem and fix it, if the rain were freezing or temperatures cooler, that could create a big problem out here as well. we are live in south philadelphia, justin finch "eyewitness news" on the "cw philly". >> justin, thank you. >> meanwhile, philadelphia police need your help to find a missing delaware mother. take a look here, police say 35 year old keisha hamilton heist been missing since friday night, with her four year old daughter and four month old son. investigators found that the children were safe with their father cortez hamilton in indianna over the weekend. he is now in custody awaiting extradition back to delaware on three warrants. anyone who may have seen keisha is asked to call police. >> elsewhere in bucks county search continues this morning for missing teacher. "eyewitness news" is at vigil for christopher tully last night in warwick. tully disappeared last tuesday, walking near the off ramp of 76 west toward sit line avenue. married father of three has been teaching at the middle bucks institute of technology since 20026789 tully's brother-in-law addressed him

directly. >> if you her this chris just contact somebody, let them know you are okay. again, the outpouring chris you don't even realize how many people out here care and are concerned for your well-being. >> tully suffers from bipolar disorder and we're toll he does not have his medicine. >> developing right now, major break through in the investigation into what brought down air airasia flight 8501, divers locate both black boxes overnight they retrieved flight data recorder and officials say they've found the voice data recorder but, it is lodged under heavy wreckage in the java sea. don champion reports. >> crews recovered more parts from the airasia flight 8501 plane that crashed more than two weeks ago. overnight, divers retrieved the flight data recorder and located the cockpit voice recorder underwater. the instruments will detail how fast the plane was going before it crashed and also reveal the final conversations between the plane's captain and co-pilot. >> divers face blinding conditions underwater as they search for part of the plane. >> the most challenging part is dealing with the heavy underwater current and strong waves, set this search leader, flight 8501 crashed on december 28th, killing all 162 people on board the plane dropped off radar, four minute after pilots were denied permission to change altitude. the pilot reported stormy weather in the area, at the time, and no distress signal was ever sent. crews yet to find the main section of the plane. don champion, "eyewitness news" on the "cw philly".

>> by stands err catches this incident on camera. boy dangling before he falls from 20 feet. ski lift at liberty mountain resort in fairfield. the boy suffered a leg injury, but we understand he will be okay. it is still not clear as of yet, what led to that boy's fall, the accident is being looked into. >> also, a five year old boy is recovering after falling from 30 feet from a ski lift in montgomery county. happened saturday at spring mountain adventures in swenksville. owner tells us the boy was wearing a helmet when the accident happened, saturday night. more on the traffic and weather together. here's katie. >> thank you and i've been hearing from a loft folks on twitter and facebook, most saying the roads have been okay as far as they've seen out there but a lot of people saying that they slipped when they were walking on sidewalks, slip going down their front steps. that is what i would be more concern about at this hour untreated surfaces the roads you've had salt down all night, cars going through all morning, ann roads should be a a-okay through moles of the area, if you didn't put salt down last night didn't put brine down last night it will look wet. say oh, it is just raining

outside, looks wet, no big dealment walk down the front steps, it happened to me last year even in the parking lot. it happened in my driveway last year it, happens to everyone, just be very, very safe. grab on, make sure you have some stables out there you know try to walk on the treated roads if you consideration walk on something that's been salted. you don't want to try to walk on untreated surfaces here this morning. see how the rain is moving in in philadelphia. starting to change over to mainly just plane rain, but look at where the pink shade something. up in our north and west suburbs, the area i'm more concerned about at the moment. as you head newspaper portions every upper bucks montgomery county, lehigh valley. still certainly icy spots in the city specially untreated surfaces if you are walking in the city, walking on any of the untreated sidewalks problems out there. as far as the roads are concerned, more dangerous as you head up to the north and west where temperatures are still hovering below freezing at this hour around allentown be help -- bethlehem easton, pottstown, those areas could still have slick spots not only on the ground and on untreated areas but also even on the roads and that could lead to hazardous travel. still 31 in reading if it is raining there, that rain can be freezing on contact, same story for you even in delaware temperatures cooled enough i would be concerned about freezing rain in spots here. in philadelphia, it is 34, 36 down the shore so that is generally warm enough that this is mainly going to be rain and specially as you head toward the coast through the rest of the day icy mix still though to the north and west specially changing over it plane rain, from south to north, through the course of the afternoon, 38 degrees will be the high today. then tonight down to 29, with

that rain, ending as brief mix of snow and sleet. then it is cloudy and breezy overnight down to 29 degrees. now, of course we've been checking out the roads in person with the cbs-3 mobile weather lab meteorologist carol ericson joins us live with what she is seeing in allentown. this is the kind of hill you don't normally see unless you are in manayunk. this is allentown south 12th street. look at this i was also very interested in the fact that everybody on this street, and we've seen a number every them, walk in the street. and obviously the reason is because the streets are at salted, the sidewalks are not. and you could not get up that hill if you tried to do it on the sidewalk. so everybody in this area with all of these hills and they know that they come by here with the salt trucks, seen some of them out here, and they'll do the streets that's the place to be versus the sidewalk. of course it makes it more difficult with drivers and that sort of thing so everybody has to pay oh, wow pay particular attention we haven't been down, okay, the 45 agree angle, and i'm just really hoping that this was salted as we go down this hill in allentown because this is about steep hill. my photographer and driver this morning says yes slipping a little bit. we come to up this yield sign. where ever you are mobile weather lab temperature right now, is 33 degrees, you know what? depending on elevation, you can find it at 32, you can you can find ground frozen for so long so cold, so take it east

which any kind of road condition if it is wet i think, with temperatures so close to the freezing mark, you might as well safely assume that it is frozen. we haven't turned sideways or seen anything else do that sort of thing just seen people either not paying any attention to the road conditions, but just going on like it was 75 and sunny or people on foot paying far more attention to what is going on on the roads because they're on surface that is often are not treated at all. so that is the story out here in allentown this morning, i'm glad we got down that 45 degrees slope. jessica, i'm sure you were also thrilled that mike and i are safe in the mobile weather lab. >> definitely thrilled. you took actually like were you going down a little sled hill there though. does look interesting out there. most important thing that i would like to stress, don't judge a book by its cover. >> you heard carol say roads very slippery. we've had incidents accidents, all morning pretty much to prove t blue route right around the baltimore pike pretty much look the same in both directions, northbound lanes here, southbound slow going there a as well. over the vine street expressway, you can see everything moving along just little bit here, east and westbound lanes and more specifically we know the ben franklin bridge is completely stacked up from the jersey side headed westbound all the way into the city. this is a light that everybody comes to off of the bridge completely stacked up there as well. so headed over into philadelphia. from new jersey this morning you will sit in a little bit of traffic. icy conditions out in trap.

of the solution already on the roads, that were treated, from last storm. so that's a little bit of good news. little ahead of the game. but still, there are many slick spot, out here this morning. if you come back here live, you can see that there is that sheen over the road, and if you see wet you might as well treat it as ice because there are a loft slick spots out here and because that far a lot of school delays as well. reporting live from conshohocken cbs-3 "eyewitness news". >> more on your forecast now send it over to the weather center kate, good morning. >> good morning, i've been hearing the same specially from people on twitter and facebook saying the roads have been okay. but it is the sidewalks, the front steps as people are walking to the bus stops or perhaps on the train platforms, anything that hasn't been treated if you're out there walking on it, it looks wet. it will be icy. just assume everything is icy play it safe out there this morning, just better safe than sorry. take a look at storm scan3 see mainly rain in philadelphia, south jersey, delaware, you can see that, go back one frame, on some scan three see the snipe of snow over new york state there is the stripe of ice, north of new york city, northern new jersey northeastern pennsylvania, those are the areas that are going to be dealing with the worse of the icing here mainly north of our region, carbon, monroe county could still see significant ceasing through the course of today, see that change over to plane rain in the north and west suburbs within the next few hours mainly just rain here in philadelphia, but again any untreated surfaces still icy even in central new jersey, still, icy spots. you can see 11:00 a.m. still going to be seeing that steady rain across the region, still with some icing mixed in,

"eyewitness news" on the "cw" fill. >> i justin, thank up. let's get the latest on this system with kate. good morning. >> hey, good morning erika everyone, while the system continuing to move in pretty much as predict dollars although changed over to mainly plane rain in the city little bit earlier as of now mainly rain in the sit head north and west, the areas deal with the ice. see the pink shade that narrow strip from north of new york city down no northeastern pennsylvania, northern new jersey, these are the areas that could see the most sick icing today. some heavy snow back across central new york state. but for us here in philadelphia and point specially south and east, it is mainly just rain. but, temperatures are still near freezing in many spots.

so, even though the main roads have been a-okay, we are still seeing icing reports of icing on the sidewalks front stems porches, perhaps even train platform, if anything hasn't been treated do you have watch out for slippery spots just looks wet but it could be slick and you could fall and it is not pretty out there very dangerous walking conditions especially. you can see 11:00 a.m., still dealing with rain, again mainly rain by the that point. 1:00 p.m. the rain intense nice, this afternoon, look at the heavy rain moving through 4:00 p.m. there is storm will impact you going and coming so to speak. your afternoon commute will be impacted by rain, not so much ice, but heavy steady rain that could lead to reduced visibility. so 38 degrees today we still got the icy mix mainly north and west right now peer of rain this afternoon 38 degrees will be our daytime high. tomorrow's windy colder, high no better than freezing, few flurries on wednesday, but then here's the good news, only good news so far my forecast, by the weekend actually get to the 40's, which is actually above average for this time of the year. this is the coldest part of the year. so talking four's, sunshine, you can't beat that for mid-january. good morning jess. >> morning kate. i don't have any good news either really unfair. 8:33 headed outside to the schuylkill expressway right around the conshohocken curve. you can see everything kind of moving along just little bit. but you can see some brake lights, slow going as well. also tow truck right here, over in the right hand shoulder on the eastbound lanes headed toward the center city center city area. over on the roosevelt boulevard, see reduced visible. southbound lanes headed toward the schuylkill where you will see most of the volume and

back up. mass transit back to normal. having some problems with septa earlier this morning but septa back to normal. no problems for new jersey transit or dart all running on time. we do have some delays at the philadelphia international airport, about hour and 22 minute, then departure delays for little over an hour and a half from philly into leguardia. so you just opportunity call your align and sigh if iron -- see if you're affected, ridge pike and joshua roll, another crash, with tractor-trailer version us traffic light erika, ukee, back over to you in holmesburg. >> jess, thank you. developing right now divers find one of the black boxes from the downed air airasia flight 8501, contains the flight data record. now this is a major break through in trying to figure out why that plane crashed into the java sea last month. recovery teams are still work to go recover the cockpit voice recorder. meanwhile the tail of the plane is back on drive land now. the red metal chunk was brought to the surface from a depth of about 100 feet using balloons. parts of wing and debris from the engine have also been located roughly 2 miles away from where that tail was found. erika? >> one day after the french took to the streets, the government held a crisis meeting as officials try to figure out why and how the known militants were able to launch their deadly assault. susan macinnis in washington with the latest on a paris attack, and also, how the us is responding to terror concerns. >> french soldiers stood guard outside this jewish school in paris today. this morning, the country's president deployed an extra 10,000 troops and police, to protect sensitive areas

we would love to see your pictures, as well, tweet them with the hashtag cbs-3. hey, road crews have been spreading salt all night long, hoping you avoid the impact of this wintery mix. >> yes, seems not so much the roads, the sidewalks that might get you. >> sure. >> "eyewitness news" reporter jan carabeo conshohocken with the latest on the suburb roads, good morning. >> on the untreated surfaces like the sidewalks, but behind me, see on the roads, looking pretty good. no big problems to report this morning. coming to you live from front street, and fayette street where you can see, the traffic is moving smoothly although the cars are moving a bit more slowly this morning. if you take a look at the video, you can see that penndot crews were out all morning long, to make sure the morning commute went as smoothly as possible. the entire fleet is out that's 182 state trucks penndot called in extra contractors, as well, so more than 200 trucks were out here salting pretty much all morning long, came in at midnight, out here ever since, this is what they call a sledding -- spreading solution today. that is they just put the salt down, no brine being used, and that's because a lot of that solution was left over from last week preparation for last week's storms. >> salt residue remaining from friday. we placed salt down, earlier in the week, on tuesday, when the snow hit the region, then we had squawls come in friday morning, in which we put salt down so we thought there was considerable amount of salt on the roadway that did not necessitate the brining operation today.

>> and back out here live on scene, you any see a lot of those salt trucks, still on the road, as you head to work and to school. of course we aren't through it completely just yet still right around freezing here, and could you still encounter some slick spots. but, for now live in conshohocken, jan carabeo "eyewitness news" on the "cw" fill. >> i jan thank you. right now we'll get the latest on the system and check in with kate and our weather watchers. good morning. >> good morning, everyone, let's take a look what some of the weather watchers are reporting this morning and while we're looking at temperatures just slightly getting above freezing now we start off here at 34 degrees, this from phil and love his picture there in front of our logo in philadelphia, 34 degrees, and he's reporting still some rain coming down. phil says fortunately not much ice. he sent us this picture, let's peak what phil has going on right here. looks like chestnut hill if i'm not mistaken, looks like everything is a-okay in this area. roads look wet sidewalks watch out for the sidewalks could still be icy. thank you for that. not too much ice right now in chestnut hill. also got this observation from alley, 34 degrees here, she's in merchantville, new jersey, and she says a dreary morning with a light steady rain, but it is mainly rain in merchantville, new jersey, and she sent us this shot, this beautiful as well. looks good here in merchantville. looks wet but fortunately not that much ice. at least in that part of the region. take a look what we're seeing now on storm scan3 we pull that up for you. see most of this is now rain moving in from the south and it is also bringing some warmer air n as the rain overtakes the region, floater icing begins to diminish. look at the pink here up

across the pocono region, northeastern pennsylvania, northern new jersey into southern new york state north of new york city the area that will have the threat still for significant icing i'm concerned about carbon, monroe counties, winter weather advisory for the pocono region goes in the 12:00 tonight. sleet, freezing rain, even some snow mixing in, as well. but in the city of philadelphia right now mainly rain untreated surfaces sidewalks, front stems, will be icy. but the main roads are faring pretty well. warm air kind of intruded just in time. again that winter weather advisory until 5:00 p.m. in the poconos 1:00 p.m. in the lehigh vale, 10:00 a.m. for philadelphia and all surrounding suburbs, that looks pretty much right on target, it looks like just rain and that rain will be with us through the afternoon. look at wilmington, still below freezing, any rain that falls there temperatures below freezing, 31 in reading 34 degrees right now in allentown, so we're marginal temperatures right about at that point where it could freeze or could fall as plane old rain. >> changing over to rain in the lehigh vale, change over to plane rain has pretty much happened in philadelphia mainly all chilly rain in new jersey and delaware all day long. now, meteorologist carol erickson is in allentown with the cbs-3 mobile weather lab. we'll take a look and see what she is seeing out on the roads, carol? >> we pick up about .5 of an inch of rain over the last couple of hours here in the allentown area. we take a look, south 14th street, and we are crossing the april pro re atly named hill street. we are about to head downhill. one of the things that is so

noticeable around here, the number every people that walk in the middle of the road, and these are not roads, look at the angle on this one. because the streets with a angle like this, are salted, the sidewalks are not. but now that daylight is starting, and it is getting a little bit later in the morning, we've noticed people are out and they're throwing some salt down on some of these sidewalks. we've seen reports checking the latest report for doylestown poconos reading harrisburg and trenton, all of them reporting freezing rain, at their sites. and in wrightstown out in burlington county, some light sleet has been reported. these temperatures are running about 32, 33 degrees, so, you mention that they're marginal. and they are. you could go one way or the other. the other thing that i have ' lots noticed while coming down as just regular rain here in the allentown area, it is falling over sidewalks that are very ice-covered. so you can see, puddle of what looks to be water, underneath that, you're going to be finding a sheet of ice out there. so i think the watch word, your own steps, handrails, could very much and problem. sidewalks are probably a problem. people are walking in the roads, a lot of them, and as the temperatures woman up south to north we should start to see an end to any of. >> this but again tonight these temperatures will be dropping back below the freezing mark, and there goes one of the very welcome salt trucks, and that's going to be causing a re-freeze on anything that hasn't evaporated. so i think while the problem will eventually be ending, and the winter weather advisory ends here in allentown at 1:00 this afternoon i think

there could probably and problem little later on tonight once the temperatures continue to take their plunge downward, once again, you can see them out here, in front of this apartment and they're spreading the salt on the street, making it safe for everyone walking down in this arm it is not an easy morning to be out and becomes and double hard because it is monday morning. seems to be no one's favorite start to the weaker specially with weather like. >> this so we will continue to check this for you. right now we head back into the studio and jessica? >> carol, yes, glad you're nice and safer and you have great driver. because the roadways are slippery. no one likes monday mornings as it is, and we don't like them when they're slippery and a mess and have to leave earlier. we definately know that. over on 95 approaching the betsy ross bridge here in the southbound lanes, you can see pretty big jam up there. northbound lanes moving along just little better. but out in new jersey on the 42 freeway, see little foggy visibility conditions. southbound lanes not too bad. northbound lanes pretty typical, most of the delay and back up. so is northbound into the city possibly or 295 interchange where you will see most that far delay and back up there. and slippery, slippery conditions. now, out in lower merion, accident at riders mill road at headaches ford road. travel times, 295 northbound from route 168 into 38. about 26 minutes there really heavy and on 55 from route 322 into the 42 freeway northbound about 14 minute pretty slow but you can go little slower than. that will we will be okay with it, ukee, back over to you. >> thank you in sports, college football crowns its national champion top.

north, right now that's where we can see significant icing. the rain is starting to diminish the ice threat in the city falling pretty steadily right now warming things up. winter weather advisory see the times it expires since going until 5:00 p.m. in the poconos, 1:00 p.m. for the lehigh vale, 10:00 a.m. is what that -- when that winter weather advisory expires in philadelphia, and the nearby suburbs, so, headed toward the ends of the icing threat in the city but still watch for slick spots. notice even cities like wilmington delaware, below freeing, reading still below freezing, very close in allentown, so with temperatures this close to the freezing mark you got to -- can't rule out again those slick spots. still wintery mix all day in the poconos sleet freezing rain changing over to rain now in the lehigh valley. mainly rain in the sit hire on out, watch for the slippery spots specially walking. see how the roads are faring, headed toward the pennsylvania turnpike with meteorologist carol erickson live in the mobile weather lab. hey, carol? >> people are moving around like it is 75 and sunny even with the rain coming down, temperatures at 32 degrees right now, in upper macungie township. just left allentown and headed to the pennsylvania turnpike. the cars are moving along with no problem. probably due in large part, to the fact that the temperatures have been whoever erring just above and below 32 degrees but the salt truck have been out here, and aided completely. get off on some of the side streets however with the temperatures around the freezing mark, and the streets or the sidewalks have not been treated. you are in for a problem. so we watch the rain continue to come down about as heavy as we've seen it so far this
