"eyewitness news" in upper darby where parents and children alike keeping as warm as possible as they make their way around tonight. the good news is there is some relief on the way. the bad news is it won't last long. good evening, i'm chris may. >> i'm jessica dean. all across the region it is the same story tonight. staying bundled up is key in this frigid weather. "eyewitness news" in washington township where even a trip to the grocery store

calls for the coats and the scarves. meteorologist kathy orr joining us now. kathy, is there a slight warmup around the corner? >> a slight. >> a littlely. >> a slight. a little but hey we'll take anything at this point. at least there's hope. temperatures are going in the right direction tonight. that's more good news. right now in philadelphia 17, 17 wilmington, 14 degrees in allentown. the poconos, it is eight but this will be the coldest we get overnight because temperatures will begin to rise. the reason why. we have a southerly wind. follow those arrows. winds at about 10 to 15 miles an hour but out of the south. it's a warm wind for us. it's all ahead of a clipper system. some southerly winds won't help though the wind chill. we're still talking about wind chills in the single numbers. in the poconos it feels like it's nine below. but as the temperatures warm overnight those feel-like readings will go up as well. here's a look at what it will feel like tomorrow morning when you step out about 7:00 a.m., 8:00 a.m. ranges between five p below and five above. in the city in the took place and our suburbs as well n south jersey and even delaware between 15 and 20. these are quite cold but nothing like we saw this morning. so, a slight improvement. now coming up we're going to talk about in the wake of that clipper you can see some snow showers and some colder air moving back in for the weekend. so who has the best chance of seeing this come tomorrow morning? we'll talk more about that a little bit later in the broadcast. for now jess, we'll send it back to you. >> oh, kathy thank you. for more on how to stay safe during this bitter blast we put together a survival guide on our web site cbs com.

>> fire breaks out at a restaurant in the peddler's village shopping center in bucks county. take a look at chopper three at the scene over earl's bucks county on street road in lahaska. the fire reportedly started in the kitchen there. these are some photos from police of the fire. now, they do tell us no one was injured here and the cause of the fire is under investigation. we do know the kitchen was heavily damaged. we also talked with the representative from peddler's village who told us the shopping center will evaluate the damage tomorrow and try to figure out exactly when that restaurant can reopen. well a judge in montgomery county orders a woman accused of torching her neighbor's home to stand trial on arson charges. this is donna krupp. she's being held on a million dollars bail tonight. police allege she set home to the -- set fire to the home of police detective ernie morris in lower pottsgrove township last month while he and his family were on vacation. krupp and morris live on commons drive. court documents allow that she was angry following the arrest of her son. krupp's attorney maintains she is innocent. >> a philadelphia police officer is out of the hospital tonight after investigators say a suspect ran over his leg during a traffic stop. police say dominique fallon was behind the wheel of a car that struck the officer at 32nd and susquehanna in strawberry mansion today. officer joseph cutler approached his car after it was determined the license plate and registration didn't match. he was arrested near the scene this afternoon. newly released video from the deadly shooting of a cleveland boy by police is sparking some anger tonight.

in this video from november 22nd 12-year-old tamir rice was fatally shot by an officer who thought his toy gun was real. in the newly released video as the boy lies bleeding on the ground rice's 14-year-old sister arrives at the scene. the two officers repeatedly tackle her to the ground. she was handcuffed and put into a cruiser. the video also shows the officers did not render medical aid to the boy. rice's family wants those officers to be criminally charged. >> officials say it could take days to locate the body of a worker presumed dead in a silo collapse in bucks county. this happened after riverside cement that's in the riverside industrial complex in bristol township located on north radcliff road. family members say the victim is 48-year-old tony gabrielle. he was working in a trailer near that silo around midnight when it collapsed. police on routine patrol made the discovery hours later. >> hundreds of thousands of pounds of dry concrete rushed down like an avalanche and bury everything. there's so much debris, thousands of pounds of steel thousands of pounds of dry cement over 10-foot high. >> the u.s. department of labor's occupation safety and health administration is investigating. >> well, new at 10 o'clock tonight president obama wants to make a community college education free of charge. >> put simply what i would like to do is to see the first two years of community college free for everybody who is willing to work for it. that's right. free for everybody who is willing to work for it. >> well, the white house released that video on facebook tonight previewing an appearance the president will make in tennessee tomorrow.

tennessee is in its first year of implementing a statewide scholarship program which aims to make community college free for those who meet certain requirements. no other details including the cost of the plan are available right now but they are expected to be rolled out during the state of the union address at the end of the month. well, new developments tonight surrounding pennsylvania's attorney general kathleen kane. tonight we're hearing from her attorney after a report that she could find herself on the other side of the law. "eyewitness news" reporter todd quinones is following the latest developments now live in the sat center. todd. >> yeah, and chris the question tonight is did the state's top law enforcement official break the law? the philadelphia inquirer reports a grand jury is recommending pennsylvania attorney general kathleen kane face criminal charges. that grand jury investigating allegations kane leaked secret information from a 2009 grand jury case to the philadelphia daily news. when contacted the attorney general's office referred us to her personal attorney lanny davis. he release add statement which says in part i cannot confirm the posted report in the philadelphia inquirer of any present. issued by the grand jury regarding attorney general kathleen kane. if such is the case then it is my understanding that it is up to the montgomery county district attorney to make a judgment as to whether to proceed against the attorney general ." >> this is more or less an historic event. >> reporter: former prosecutor george perry says montgomery county district attorney risa vetri furman would review the grand jury recommendation a decision on whether or not to pursue charges could take weeks. when contacted furman had no

comment. covering to the inquirer report the grand jury recommended charges of perjury and contempt of court. >> which indicates to me that when she appeared before the grand jury and testified the grand jury determined that she had not told the truth so that's a very, very troubling charge if true. >> reporter: in a statement kane's attorney davis went ton say the attorney general has done nothing wrong or illegal and to my knowledge there is no credible evidence that she has. she told the truth to the grand jury at all times. i hope the district attorney will reach the same conclusion. and kane's attorney also questions if the leak to the inquirer about the alleged grand jury decision is a violation of the state grand jury secrecy act. reporting live in the sat center, todd quinones for "eyewitness news" at 10:00 on the cw philly. >> todd thank you. new developments in the paris terror attack that killed 12 people at a newspaper office. the lights of the eiffel tower were turned off for five minutes in a tribute to the victims. at noon today in paris there was also a moment of silence observed throughout the city. heavily armed search teams converged on villages in northeast france after two men resembling the suspects robbed a gas station. tonight marks the four year anniversary since the shooting in tucson that severely wounded former arizona congresswoman gaby giffords. a moment of silence was held on the floor of the house of representatives in washington to remember the victims of that attack. president obama met with giffords and her husband mark kelly while he was in phoenix to speak on housing. giffords has become a public advocate for gun control.

>> christina taylor green. >> christina taylor green the granddaughter of former phillies manager dallas green was among the six people who were killed in that attack. today residents in tucson marked the anniversary with a bell ringing ceremony. giffords was meeting with constituents at a shopping center when a gunman opened fire. >> well, friends and family tonight are remembering shane montgomery. "eyewitness news" at saint john the baptist church in manayunk where a viewing was held for montgomery. the 21-year-old's body was found in the schuylkill river. he was last seen early thanksgiving morning after leaving a bar there in manayunk. friends say they are supporting shane's family. >> we pray for your family, for comfort and for condolence and for healing and you'll be in our prayers for many years to come because no parent should ever have to bury their child. >> well, another viewing for the west chester university student will be held tomorrow morning. it will be followed by a funeral mass. >> a wild ride for a family in michigan. coming up next on "eyewitness news," hear the frantic 911 calls as they're pulled by a tractor-trailer for 16 miles. kathy. >> we have a brief break from this arctic blast but it's not going to last that long. we'll talk about that coming up with the seven-day. >> also ahead could these pants be crime fighters? we'll tell you how jeans might just keep thieves at bay. >> and a trim down version of a popular super store could be coming to downtown philadelphia. we'll tell you about target's ring

ring! progresso! it's ok that your soup tastes like my homemade. it's our slow simmered vegetables and tender white meat chicken. apology accepted. i'm watching you soup people. make it progresso or make it yourself. and try progresso chili. slow-simmered, homemade taste. >> tonight we're hearing the 911 call from a family's terrifying ride. their minivan was dragged for 16 miles by a tractor-trailer. >> we ran into the back of a semi truck and he's not stopping and our car is underneath of it. >> do you guys see an ambulance at all do you know. >> i don't know. >> okay. >> right now. i just want to get off the back of this thing. >> the drama unfolded in northern michigan. the truck driver had no idea the van hit his truck during a snowstorm and then got wedged under the bumper. it took almost a half hour for police to arrive and pull over that semi. >> 16 miles of complete and utter helplessness. we had no control of anything. it was just pure instinct and reaction at that point, the terror and out of control. >> there's no way you can prepare for any of that. >> the van's horn and lights broke in the crash so they couldn't use them to alert the truck driver. amazingly no one was seriously

hurt. >> well, new at 10 o'clock tonight the food and drug administration green lights a new quick and easy flu test with just a swab from your nose, the doctors' office can now determine if you have the flu in just minutes. some say it's not only faster but more accurate. negative results don't rule out the flu infection however. experts say the test is intended to aid in flu diagnosis and get infected patients on anti viral medications sooner. health officials in california issue a health alert over a measles outbreak that appears to have originated at disneyland. public health officials in california and utah confirmed nine cases yesterday. all of the peak affected were either -- visitors to either disneyland or disney california adventure park in anaheim. there are three more suspected cases in california tonight. health officials believe that an infected person unknowingly spread the disease throughout those parks. well, stopping high tech thieves from stealing your personal information might just be as easy as having on the right pair of pants. >> hm. a software company norton teamed up with designs at san francisco's beta freund make jeans. materials zone into the pocket center city made of metallic alloy woven into the fab bic and protects from digital pickpocketing. >> acts like a cage. intercepts these signals and spreads them out and doesn't allow two way communication. >> jeans will cost you $168. beta brand will start shipping out orders next month. target is going to be small here in the big city. >> for many years landlords have been trying to coax the big box retailer to open a big

box store in center city philadelphia but finding space obviously is quite hard. so now it appears the retailer is going to open as many as four target express stores. target express as you might imagine is smaller than a regular target with the merchandise tailored to city dwellers and students. >> the florida developer who is interested in buying the former revel casino in atlantic city has some big plans for the property. >> we thought this would be a university for geniuses, that was glen straub's original idea but now he says he wants to open a water park. he's also planning a high speed ferry service between the revel location and new york city. it's unclear if that property will include gaming. revel, of course closed on september 2nd after a little more than two years of operation. it never turned a profit. >> hm. >> okay. >> it's a little cold to start thinking and talking about water parks. >> yeah. >> but, you know, anybody would enjoy zipping down a water ride in atlantic city i would think. >> when it's about 70 to 80 degrees warmer. >> about six months from now seven months. >> meteorologist kathy orr is here. we do get a brief break from all this kathy but it's not swimming weather. >> no, it's not that much of a break. it's only four months to orr at the shore. do you think they'll be ready. >> is it that soon. >> i know. first we have to get through winter. feels like it hasn't really started yet when you talk about the snow but it has started when you consider the cold. our eyewitness weather watchers are showing temperatures in the teens everywhere. not as cold as last night but still feeling the chill.

stan in lansdale says winds out of the southwest at 10 miles an hour. it is 13 degrees. he said it's not as windy as last night so 13 feels almost bearable. i would have to agree with that. temperatures in the lower to mid teens. the atmosphere is mixing with that wind and that's why temperatures are fairly uniform from north to south. in berwyn it's 13 as well. pressure is falling. he says cold but no wind a a good night for skiing. i agree. if you would like to be an eyewitness weather watcher you can join the team very easily. be our eyes and ears in the field this winter. go to cbsphilly.com/watchers. it's a cold night in philadelphia with clouds on the increase. we have a clipper coming and ahead of it we have some southwesterly winds. so, temperatures will be warming up from about this point on. so philadelphia right now it's 17 degrees. we'll rise into the lower 20's by tomorrow morning. allentown at 14. the poconos at eight. still a little bit of a wind out there. when you combine it, it does feel colder. you can see the cold air throughout the midwest and also the northeast but even in nashville 27, birmingham in little rock at 29. so the whole eastern half of the nation is still in the deep freeze. on storm scan3 you can see the clouds moving in with those southwesterly winds and some snow showers associated with this as well but these will ride mainly to the north and the west associated with the center of that low the clipper and ahead of that, some milder air. so, southwesterly winds ahead of it will bring us up into the 30's tomorrow with increasing sunshine. a few location lassie some snow showers early and then we'll see this cold front move through putting us back into the deep freeze for saturday. we won't catch another break

until sunday. so, it will be a half and half weekend temperature-wise. here's a look at future weather. overnight tonight the clouds roll in. during the morning hours between 5:00 a.m. and 7:00 a.m. some snow in the poconos possibly into the eastern parts of bucks county. we have to keep an eye on that even trenton, toward new york seeing a few snow showers and then we clear it out by midday. skies will be clearing throughout the afternoon even down the shore so increasing sunshine not quite as harsh as it has been. then we'll watch the jet stream that will be digging back down again bringing colder air for saturday and then by sunday, here we go again. it lifts a little bit farther to the north and it will be a little bit more bearable to be outside by sunday afternoon. overnight the low 16, temperatures rising overnight. during the tomorrow 34. still seeing a wind gusting to about 30 and that will put wind chills in the teens and then the 20's by the afternoon. on the exclusive eyewitness weather seven-day forecast, saturday the deep freeze again. by sunday, 35. monday a chance of rain, snow even some ice. it's all determined by the temperatures. so, please pay attention to the weather over the week 'cause monday we could get a mixed bag. for your tuesday, still a chill but not so bad breezy, 35 for wednesday and then thursday here we go again with that icy mix. be sure to wake up with "eyewitness news" in the morning. katie will track all the weather and any changes. the team starts at 4:30 on our sister station cbs3 and then continues right here on the cw beginning at 7:00. >> all right, well we'll just brace for whatever mix we might get. >> yes. >> kathy, thanks. >> beasley's here now with an important milestone for the fly guys tonight.
