a spokesman from that office confirms that they are assisting in this investigation. live in atlantic city, i'm ted greenberg, nbc 10 news. thank you, ted. there is new information today from the high profile carjacking and crash in north philadelphia that killed a mother and her three young kids. >> a key witness was also a victim in this case spoke about the july crime in court. nbc 10's harry hairston is live in our digital operations center. >> harry, tell us what happened there in court today. >> a judge did find enough evidence to try cornelius crawford on second degree murder. if soconvicted, he faces life i prison without the possibility of parole. some family members say that is just not good enough. like to see happen to the suspect? >> i want him the death penalty for him. that's all i want is the death penalty for him. >> terrence moore's son,

terrence jr. was one of three young children killed along with his mother, keisha williams, this past july in north philadelphia. >> what is it you would like to see when you talk about justice? >> i'd just like to see the family -- the family wants to see justice. i lost four cousins and nobody shouldn't have to go through that. >> here at the intersection of germantown and allegheny is where an suv plowed into a crowd of people selling fruit on the corner, just before that crash, cornelius crawford and 19-year-old jonathan rosa carjacked a real estate agent and raped her in the back of her suv. the real estate agent testified both men assaulted her. but crawford's attorney denies his client was involved in rape. >> it didn't happen the way she said it happened. he didn't sexually assault her, never did sexually assault her. and he doesn't want to be known as that. >> reporter: assistant district attorney responded sharply to that statement.

>> this is not something she wanted to discuss ever, ever, if it was up to her, she never would have said a word about this because it was so traumatizing to her and she knew if she told detectives she would have to tell this story in public. >> reporter: o'malley says the rape victim only spoke up to help police catch the suspects who ran from the scene after the crash. >> the fact that there was a carjacking going on is what gets us to the second degree murder. >> reporter: now, crawford is expected to enter a not guilty plea next month. the other suspect, jonathan rosa, is still awaiting trial. back to you. >> thanks, harry. police say a driver hit the gas instead of the brakes leading to this crash in south philadelphia. skyforce 10 was over the scene late this morning on south broad street. a car hit the police and fire credit union causing part of the brick wall to come crashing down. no one was hurt. now your nbc 10 first alert weather. >> the nbc 10 first alert weather team tracking rain and

cooler temperatures heading our way. so, when can we expect the changes? >> nbc 10 first alert chief meteorologist glenn "hurricane" schwartz is here now with the nbc 10 first alert answer. glenn? >> yes, we're just starting to see some showers develop in parts of the area. there have been just isolated showers earlier in the day. a lot of sunshine in much of the rest of the area, but one place that really got hit hard, brick township, new jersey, had some isolated thunderstorms there and even had some flooding and there was even a waterspout just offshore. but as you can see with the live radar, there's just some isolated showers that have popped up in parts of the area. most of the activity is back to the west. it will start to move in as we go through the night tonight, but it's going to take a little while. again, just some isolated showers for the next two or three hours. then you can see this area of rain with heavier activity in delaware and south jersey coming in later this evening. more on the timing of the rain over the next couple of days,

plus the drop in temperatures with the seven-day in a few minutes. >> thanks, glenn. this just in, rocky the bobcat on the loose again. stafford township police tell us the animal escaped from his owner's home this morning. rocky was spotted running into the woods near matilda drive and newell avenue. fine has been issued a new summons to appear in court, set for december 5th. just last monthç a judge told fein she would lose the bobcat for good if he escaped again. day 39 of the manhunt for suspected cop killer leads to a school district shutdown in the poconos. >> if he's in the area, they should keep the kids home. >> the decision to close schools came early this morning after a possible sighting of eric frein just yesterday. doug shimelle is live in the pennsylvania mountains. >> the fbi trying to verify if that most recent sighting of frein was the real thing.

>> reporter: and that's been a big issue all along. state police have said they've had multiple sightings of people they believed to be eric frein but that's just the problem, these are eyewitness accounts of people who say it looked like him. so to have some sort of hard, video evidence would be helpful. nbc 10 has learned that the fbi wanted to see security videos from pocono east high school near where fugitive eric frein was allegedly seen friday night and again on monday. police also want to confirm if it was frein who purportedly broke into an athletic building on the high school campus and stole bottles of gatorade. not far away, a canine unit took their bloodhounds and disappeared in dense woods behind the swiftwater post office. >> the kids ares loing out. >> reporter: all the while, no classes in the pocono mountain school district today, now that the sightings and the search

zone are uncomfortably close to the high school campus. >> the police haven't caught him, he's obviously that good to hide from the state police for that long. he could in there for all we know and have a disguise on or something. >> reporter: well, of course, there are some parents who were not exactly happy that the pocono mountain school district canceled classes. more on that coming up tonight at 5:00. live in swiftwater, i'm doug shimell, nbc 10 news. now to new information on what police call an inside armed robbery job at a delaware county restaurant. investigators announced today a $5,000 reward is being offered for any information leading to the arrest of the suspects who held up the chickie's & pete's in drexel hill sunday morning. suspects forced several employees inside a walk-in freezer before getting away with more than $16,000 and personal items belonging to the victims. >> they knew what they were doing. i mean, there's no doubt about

that this was a setup job. in my opinion, based on my experience, the way they did it, they went exactly where they were going. >> police are also looking for the person driving this car. it's described as a white or silver suv or mini van. investigators are working right now to enhance this video. a former philadelphia mob boss will be headed back to court friday. a judge ruled joey merlino will have a hearing to decide whether his parole should be revoked. a judge says the hearing can go forward. prosecutors say parole should be revoked because merlino is still involved in organized crime. his lawyers say he's been working a sales job since his release from prison. 20 minutes of nonstop news continues now with the new law in place that could put the brakes on inmates speaking from behind bars. pennsylvania governor tom corbett signed a bill today aimed at preventing people convicted of crimes from causing

their victims mental anguish. under the bill,ç prosecutors o victims would be able to file a lawsuit and seek an injunction when an offender's conduct perpetuates the continuing effect of that crime. the measure was prompted by a controversial commencement address from jamaul. he delivered a prerecorded speech. abu-jamal is serving life in prison for the 1981 death of philadelphia police officer daniel faulkner. today the governor signed the bill on the center city corner where faulkner was shot with his widow by his side. >> this gives the survivors what they need, the strength to stand up and speak out when murderers take their lives. we need this so desperately. the murderer who murdered by husband so many years ago needs to be silenced.

>> a crowd of abu-jamal supporters protested at today's signing. critics have called the measure a violation of free speech. today, a philadelphia city council revised a bill. the change would increase penalties in cases when a suspect is found to be motivated by the victim's sexual orientation or gender. it all stems from an attack on a gay couple in center city last month. police say the suspects in the case are seen on this surveillance video which was taken moments before the assault. now, they're accused of asking the two victims about their sexual orientation, then punching and beating them. one of the men had his jaw broken. defense attorneys say the fight was not motivated by sexual orientation. kevin harrigan, phillip williams and kathryn knott are charged with aggravated assault and conspiracy stemming from that attack. now to decision 2014. just two weeks to go until

election day. a look at the race for congress in south jersey. last week here on nbc 10 news, we focused on the first conditional race in camden an gloucester county. we shift to the third congressional district race which includes john runyon is not running for re-election. democrat aimee belgard and tom macarthur are locked in a battle for runyon's seat. cydney long spoke with the candidates today. cydney, what are they saying about the attack ads launched against each other? >> both candidate admitted they are fed up with deception and hiss honesty in those ads. they say the next two weeks must be focused on the facts, including finding ways to bring much-needed jobs to south jersey. >> the ads speak for themselves. >> aimee belgard, increased taxes and lied about it. >> macarthur opposes a woman's

right to choose. >> it's interesting to see that my opponent has put $4 million of his own wealth into this race to try and buy himself a seat in congress. i'm never going to be able to outspend that. i'm going to outwork that. >> i don't see it as a prize to be bought. for starters. i see it as a job of serving people. i think that comment says more about her than it does about me. >> with two weeks until election day, candidates tom macarthur and aimee belgard fighting for the 3rd congressional seat are shaking hands and separating facts from fiction. both agree job creation in south jersey is key, along with protecting vets and jobs at joint base çmaguire. on equal pay for women and raising the minimum wage, they disagree. >> i don't believe my 17-year-old daughter needs a $3 raise to improve america. i am concerned about the half that are trying to support themselves as adults or raise a family on minimum wage. >> women are making about 78 cents on the dollar of their

male counterparts. it's 2014 and that's just despicable. >> reporter: now, both candidates plan to crisscross burlington and ocean county over the next several weeks. they both agree that protecting jobs and veterans health care is critical. this district is home to 65,000 veterans. live in pemberton, i'm cydney long, nbc 10 news. >> thank you, cydney. election day is exactly 14 days from today. elections for federal, state and local offices will be held in pennsylvania, new jersey and delaware. happening now, the youngest nobel prize winner in history is preparing to take the stage at the convention center in philadelphia. malala yousafzai will address the forbes 30 under 30 summit. she's just 17 years old. the taliban shot her in the head for going to school but she survived and continues to advocate for girls receiving an education. but the summit isn't the only reason yousafzai is in town. tonight, she'll also receive the liberty medal at the convention

center. the prize includes a $100,000 award, each year it's given to someone who strives to secure freedom for people around the world. local students call yousafzai an inspiration and tonight, they'll see her receive the lib effort medal in person. students from mercy academy have been studying the young activist and are making posters to support her and are using social media to get yousafzai's message out. >> i feel like malala stood up against all the death threats and everything that was going against her and she stood up and made her statement. i think she'll learn from that, even with everything going on. >> six students produced a documentary about malala yousafzai and they'll attend tonight's liberty medal ceremony. the past three recipients of the liberty medal include former secretary of state hillary clinton, boxing great muhammad ali and former defense secretary robert gates.

others include supreme court justices, american presidents, leaders and entertainers for their commitment to change. oscar pistorius is now a prison inmate. a judge in south africa sentenced the former olympian to five years behind bar s in the shooting death of his girlfriend last valentine's day. >> count one, culpable homicide. the sentence imposed is the imprisonment of five years. >> the judge cited his gross negligence in shooting through a closed bathroom door and killing reeva steenkamp. he could be released after just ten months and serve the remainder of his sentence under house arrest. >> he's going to pay something. >> do you think justice has been served? >> yes. >> oscar will embrace this

opportunity to pay back to society. >> the prosecution said it's studying the sentence and will decide in two weeks whether or not to appeal. ebola concerns have led to new travel restrictions from u.s. airports. starting tomorrow,ç travelers from liberia, see area leon -- sierra leon will be able to fly with advanced screenings. passengers will have temperatures taken before they're allowed into the u.s. good news from madrid. doctors say a spanish nursing assist and the is now completely free of ebola. teresa ramiro first tested positive for the virus on october 6th. doctors say she began to show signs of recovery last week. although her immune system has eliminated the virus, she's expected to stay in the hospital for a couple more weeks. today the battle to stop isis rages on. new video shows the aftermath of

at least one air strike in the syrian town of kobani. it sits on the border with turkey and isis militants have been fight for control of it. the u.s. and its allies are stepping up their air strikes. a pro-isis group claims militants intercepted a u.s. air drop that was intended for cuddish fighters. nbc news cannot confirm the authenticity of this video but it purportedly shows isis militants opening boxes with weapons in them. another retailer is looking into a potential credit card data breach. this time, it's staples. company officials say they've been in touch with law enforcement officials about the issue. the office supply chain said that if it turns up any data discrepancies during its investigation, customers won't be responsible for the fraud len the activity on their credit cards as long as it's reported in a timely manner. u.p.s. rates, they're about to go up. the shipping giant says it's raising rates for a number of services by an average of 4.9%. the company says it's increasing

rates for ground, air, international, u.p.s. freight and u.p.s. air freight rates. the good news is, the changes won't go into effect until december 29th, so holiday shopping won't be impacted. now your nbc 10 first alert weather with chief meteorologist glenn "hurricane" schwartz. >> well, we had a fair amount of sunshine across much of the area today. things are really going to change tomorrow drastically different than today. rain is on the way, some of that coming overnight tonight. the wind will be increasing and the temperature will be going down. it's going to feel kind of chilly over the next couple of days. the clouds are increasing across philadelphia area. now 69 degrees, a little bit above average for the temperature. not much wind. 7 degrees warmer than we were at this time yesterday. we're in the mid-60s across much of the area, only 55 in the poconos. but we are 70 degrees in millville, new jersey, as we see a fair amount of sunshine.

there have been isolated showers in central new jersey earlier. now we're seeing more in chester county and into new castle county. some up near the poconos. they're around but they're fairly light and they're isolated, at least at the moment, northern delaware looks like it's going to get the greatest amount of rain in the next hour or so. there's more activity back to the west. it's going to be spinning around and coming in this way. you can see that on the futurecast as we go through the evening, an area of rain coming in from the west. that means it will be affecting especially delaware and south jersey but some of that rain coming in overnight, don't be surprised if the ground is wet when you get up in the morning and it's raining and the clouds are low and the wind is up a little bit. a whole different story. and part of theç reason for th is this developing nor'easter off of the delmarva. this is not a strong one but it will be spinning moisture in

around off of the atlantic for the next couple of days, it's going to be moving very slowly and, again, you can see some of the moisture coming around actually from new england. and these kind of things come in a little slowly, develop slowly and they end slowly. so we can still perhaps even see some clouds as late as friday morning out of this same system that's going to be affecting us tonight. and for tonight, we expect the clouds thickening, the rain is going to be increasing later tonight. so more people are going to be wet tomorrow morning than will be wet let's say at midnight tonight. and then tomorrow, rainy and windy, much colder. high temperatures only in the upper 50s. and another day, fairly similar to that on thursday, a windy day with showers, temperatures may not hit 60. we gradually dry out on friday. and then we have nice weather on

saturday, 67 degrees, fairly windy on sunday but it looks dry and look at the warming temperatures for next monday and tuesday. she had a reputation for solving missing children cases. >> and now her death is the subject of an investigation. today, the murder of a retired local police officer from philadelphia more than two decades after she cracked one famous case. my conversation with a local mom who got some closure thanks to that officer's detective work. plus this -- >> do you see an issue with the police department having a vehicle like this? >> ready for battle in the burbs. is this really necessary? the right recipe. the local woman whose flavor combination won over a national audience and won her a million bucks.

we are live over north philadelphia where dirt bike riders and atv riders are driving through the streets of the city. you see the picture here. they are paying tribute to a dirt bike rider who recently died. his funeral was held today. police keeping a close eye on this activity but they are not chasing these riders. we'll stay on top of the story for you. with all the talk about the ebola virus and enterovirus d68, now is the time to start thinking about getting your flu shot. in south jersey, the camden county free holders are hosting flu shot clinics through november 13th. to help make the process easier, nbc 10 was at the katz jewish community center in cherry hill. the cdc recommends everyone 6 months and oler get vaccinated. to find out where you can get a flu shot, go to nbc10.com. so when should you get the

flu shot and will there be enough of the vaccine to go around? the cdc says the best time to get vaccinated is right now in october, soon after the vaccine becomes available. seven vaccine manufacturers are projecting as many as 151 million to 156 million doses of influenza vaccine will be available for use during this flu season. one study shows flu vaccination was associated with a 71% reduction in flu-related hospitalizations among adults. so far, flu activity in our region has been sporadic. delaware just reported its first confirmed case just last week. concerns are growing over where a missing south jersey woman could be located. >> that is our top story on nbc 10 news at 4:00 today. police say sapphire wiggins was taken against her will from atlantic city on wednesday. on saturday, her boyfriend committed suicide in camden county. wiggins is nowhere to be found. also today --

this is nbc 10 news. right now, at 4:30, weapons of war are in the hands of police departments across the delaware valley. mitch blocker and the nbc 10 investigators started digging when police in ferguson, missouri took to the streets to quell protesters. >> they found police equipped with various pieces of equipment. >> that list is long, it shows police in pennsylvania picked up more than 33,000 pieces of equipment from the department of defense, all since 2012. this is all military-grade gear made for the battlefield and now ready for the streets of our neighborhoods. it's another quiet part of bucks county and small town policing has a new big toy. >> how many officers do you have?

>> 12. >> new britain township picked up this vehicle for the cost of shipping, just $6,000. >> do you think a local police department needs a piece of equipment like this? >> no, we don't, but i think on a regional basis you have to have -- you have to share and have assets. >> reporter: this is just one of the 165 mine-resistant ambush protected trucks shipped to police departments across america in 2014. according to records obtained by the nbc 10 investigators, from the pennsylvania department of general services, seven of them went to police in pennsylvania, including agencies in bucks, monday.bombry and delaware counties. >> i can't imagine why you need a $750,000 armored vehicle to roll through the streets of any community in pennsylvania. >> reporter: the american civil liberties union senior staff attorney mary katherine roper has been trying to get information about military gear

inside pennsylvania police departments for months. >> you have information here, we were denied. >> reporter: those state records show the philadelphia police department has an armored truck and 255 automatic assault rifles. philadelphia police did not respond to our repeated requests to show you the equipment. they did say their automatic weapons have been converted to semiautomatic. a spokesman said the police department no longer has the armored truck, however, no one, not the philly police or state government could tell us where it went. >> my children are out on those streets. i don't want them facing the potential of military weapons in the hands of people who do not have military training. >> reporter: in montgomery county, abington township police fight mostly property crime. yet they also fight to keep their 1970s-built armored truck running. s.w.a.t. commander patrick

malloy says it's been used to rescue shooting victims since they picked it up in 1996. he also said they've only used it about six times. does a city like abington need an armored truck? >>ç for the scenarios i just ld out there, it would be a blessing to have something like this in our arsenal. >> reporter: back in bucks county, the cameras rolled from inside and outside new britain's mine-resistant vehicle. we rode with the township maintenance supervisor. we're told he's the only one who knows how to drive it. >> we're police officers, not soldiers. >> reporter: chief mark goldberg with the warwick township police department is one of the bucks county chief who may use the 36,000 pound mine-resistant truck. >> does a piece of military equipment that was men the for the streets of baghdad belong on your streets in your commune in the. >> certainly not every day. it won't be on the streets of our community every single day. twice in the last four years is

we have rain on the wind. winds increasing and temperatures will be decreasing. got some chilly weather coming as well. a mix of clouds and sun across much of the area now. 69 degrees, that's as high as we've been. the wind is light out of the southwest. 7 degrees warmer than we were at this time yesterday. you can see the roller coaster, we've been on with the temperatures. 72 saturday but only 56 sunday. up to 69 today. but only about 58 degrees tomorrow and thursday will be in that same ballpark, way below average with the temperatures. right now we're in the mid-60s to near 70 degrees, millville, a warm spot at 70. you can see we have some showers in the area. they're just kind of isolated, generally on the light side. a little bit heavier near i-95 in northern delaware but not much else until you get back to the west. this area is what i'm most

interested in here, right near the border of pennsylvania and maryland. watch what happens with the future cast with that area, keeps it moving straight to the east. going to take a while to get here, several hours. but when it does, especially delaware, south jersey get hit the hardest. but some of this newer data as we go past midnight tonight and into tomorrow morning, brings some of the heavier rain into the philadelphia area and into central new jersey for tomorrow morning. this is allç at least indirect related to this nor'easter that's going to be developing offshore. not a real strong one, but just enough, you can see the spin in all of those radar echos. see that? spinning around. that means things clear out very slowly. the moisture comes in from the northeast. that's why it's called a nor'easter. the winds come from the northeast even though the storm

is moving toward the northeast. it takes a while. there's thursday afternoon. we still have these waves of rain coming through. so once this gets on top of it, it takes a while to get out of here. we're talking about friday before we see significant improvement. so clouds thickening up tonight, the rain increasing, especially late, especially delaware and south jersey. and then toward the morning rush around the philadelphia area, rainy and windy during the day tomorrow. colder day, that north wind 10 to 20, gusting to 30 miles an hour. on top of the cold weather and the wet weather. what a difference from today. thursday not too much difference than wednesday. friday, we're still windy but we're drying out. sunday, we have sunshine, the wind dies down but it picks back up. look at the temperature jump monday and tuesday next week. you might call it a medical murk.

approaching the area, building back to our west. you see an area of low pressure. you can see that circulation spinning through parts of pennsylvania. one area we're keeping our eye on is on the pennsylvania/maryland border and this area of rain is getting heavier and it's moving in this direction. so some models are indicating that blob of moisture will be moving in as we go through late tonight. temperaturewise, it's fairly mild outside. especially around the philadelphia area. 68 degrees, also northeast philly, atlantic city, 68 degrees, areas north and west, just about the mid-60s. as we go through this evening, we still have a chance for an isolated shower by 6:00 p.m. especially, mid-60s, by 8:00 p.m., still that isolated shower chance. by 10:00, a few more showers start to move into the area. coming up, i'll show you the timing of tonight's chance of rain and more rain as we go into tomorrow. that's straight ahead. we continue to follow a developing story, live from
