an early taste of winter is waiting for you outside. some areas are even waking up to frost this morning. this picture is from coatesville, chester county. and even if you don't have frost, this will be the coldest morning of the season so far across our region. good morning. this is "nbc 10 news today." i'm tracy davidson. >> and i'm vai sikahema. let's get right to meteorologist bill henley with his first alert forecast. bill, i had to turn the heat on all the way in my drive this morning. pretty cold out there. >> and temperatures have only gotten colder this morning since you've come in. clouds have been breaking and we've seen temperatures, more of them in the 30s right now. most of the area is in the 30s. a few spots have dropped into the low 30s. one of the warmer spots right now is cape may. it's not exactly warm out there, but right along the ocean the temperatures are not as cold. but everybody's chillier than yesterday at this time, down 21 degrees in mt. holly. it's 12 degrees colder in

philadelphia and 18 degrees colder in trenton. the temperatures currently 42 degrees at philadelphia international. trenton is 34, and it's 38 degrees in wilmington. no wind this morning and not much heat, either. 39 degrees at 7:00. we will see sunshine and some scattered clouds at 9:00, 46 degrees. and then up to 55 degrees and still climbing at lunchtime today. neighborhood by neighborhood forecast when i come back, we'll show you how warm it's going to get where you live. but first, katy zachry has traffic. good morning, katy. >> good morning, bill. the big story on the roads this morning is the weather. it is freezy out there. but as bill said, it's going to warm up, so that's good. live look at the tacony-palmyra bridge, which just in the last few minutes, you can see the arms are going down. a ship went through. that, of course, affects traffic for new jersey and pennsylvania drivers, but that route should resume shortly because the ship has already passed through. 95 northbound, construction right near 202. the left lane is blocked, but that should lift around 5:00

this morning. there was an accident we were watching in whitemarsh township, montgomery county, church road near germantown pike. that in the last few minutes has cleared. then finally, a live look for lehigh valley drivers, route 202 at 309. no issues to report up there. >> katy, thank you. new from overnight, investigators down south say a retired philadelphia police officer has been found dead and it has been ruled a homicide. police found the body of 69-year-old virginia hill in her suffolk home early saturday morning over the weekend. investigators say she was badly injured and died at the hospital a short time later. this morning we're working to learn more about the investigation. hill served on the philadelphia police force from 1977 to 2002. also new from overnight, a police chase that started in philadelphia comes to a crashing end in delaware county. police say it started as a robbery at the wah-wah on 84th and bartrum, went through the southwest and west philadelphia before ending in lansdowne. the suspect was not hurt in the

crash, but now he is facing a number of charges. just about 4:33. happening today, there are changes to the way philadelphia police handle marijuana cases under a new law. nbc 10's jesse gary is live in university city. jesse, police are set to start new enforcement of the law, right? >> reporter: that is right, tracy. and we talked with police command staff who say they have been working with their officers, explaining this to them, making sure they understand the new law. now, that new law is only in the city of philadelphia and states that people caught with less than 30 grams of marijuana will face a fine, not automatic jail time. that fine is higher for those who are caught smoking marijuana in public, but the act itself is still illegal. >> this is something that simply decreases the penalty phase of it. so, instead of being arrested on the scene, you'll be issued a notice of violation. >> reporter: coming up in 30 minutes, how what is happening in this city on this side of the delaware river is impacting what

happens on the other side of the river. we're going to talk about that at 5:00. live in university city, i'm jesse gary, nbc 10 news. >> see you then, jesse. after spending three weeks quarantined because of ebola, dozens of dallas residents are now cleared of the deadly virus. friends and relatives of now-deceased ebola patient thomas duncan, including his fiancee, louise troh, can leave their homes. meantime, the two nurses who contracted ebola treating duncan are responding well to treatments. also, the blood test of the hospital worker who was on a carnival cruise ship has come back negative. a higher standard of treating ebola patients is expected with new guidelines set to be released by federal health officials. some measures will be wearing full body suits with no skin showing and a buddy system where workers check over each other. national health experts say the dallas nurses were vulnerable because some of their skin was exposed. on nbc10.com, you'll find facts about the virus, including how it can be spread and the ways you cannot get it. and coming up in 15 minutes, the

changes to the guidelines when it comes to health care workers and ebola. police in bucks county are crediting a neighbor for helping catch two men believed to be responsible for murdering a man. it happened around 8:00 sunday morning near post road and pennsylvania avenue in morrisville. police took two men into custody near a white cargo van and then found the body. the victim has not been identified, but police say he was beaten and stabbed. they found a screwdriver and broken bottle near his body. police believe the victim knew his attackers. a nearby surveillance camera may have captured some of the attack. day 38 of the police manhunt for suspected trooper killer eric frein. schools in the poconos near the spot where frein was spotted will be open today with increased security. and authorities believe frein was spotted friday night near pocono mountain east high school in monroe county. this weekend, police and the fbi shifted their search to the woods of southern monroe county after that sighting was reported. teams in the air and on the ground converged along route 314

east, several miles from where they had been searching. today is the first day on the job for a newly formed homicide unit in the wilmington police force. last week, mayor dennis williams announced the creation of the unit to specifically investigate homicides. community leaders and other groups have been pushing for the move for some time now. there have been some two dozen murders in wilmington this year, nearing the record of 27 set back in 2010. a new philadelphia police headquarters building will be one step closer to becoming a reality today. city officials will break ground this afternoon on 46th and market in west philadelphia, where the prudential life building sits right now. police will move from their current center city location. the new building will also house the medical examiner's office. and the losing bidder of revel isn't ready to cash out just yet. >> we'll tell you what he's doing to try to stop the sale of the casino to somebody else. plus, robbers force workers at chickie's & pete's into a freezer. what police say the bad guys got away with.

and to the casino crisis in atlantic city, where we could learn this week when or if a hearing will be scheduled over the sale of revel casino. an attorney for florida developer glenn straub filed papers in u.s. bankruptcy court friday to try to stop the $110 million sale of the revel to brookfield property partners. straub believes last month's bankruptcy auction at which brookfield had the highest bid was unfair. tomorrow, recent nobel peace prize winner malala yousafzai will be in philadelphia to get another award, the 2014 liberty medal. the 17-year-old will be at the

national constitution center for the ceremony. she is the youngest ever nobel peace prize winner. she survived an attack by the taliban back in 2012 in which she was shot in the head. now she has become a worldwide advocate for girls' right to education. tomorrow's event begins at 7:00. now your nbc 10 first alert weather with meteorologist bill henley. >> coldest morning of the season. temperatures for most of the area in the 30s. we're watching for frost and seeing some freezing temperatures already. it's going to be a dry one today. we'll see sunshine, some clouds, but the clouds are building for tomorrow and a chilly rain is on the way for much of the week. 37 right now in allentown, northeast philadelphia is at 37 degrees, and atlantic city at the airport has dropped to 33 degrees this morning. the wind is quiet. no wind this morning. very dry air. those are the ingredients for some cold temperatures, and we have them this morning. wilmington in the 30s,

doylestown now 33 degrees. and at bluebell, it's at the freezing mark, right at 32 degrees. just below freezing for collegeville now at 31. look at upper providence, 31 degrees. gilbertsville is 32 and 34, just above freezing for pottstown. it is cold all around this morning. clouds will break. we'll get some sunshine. in fact, we're already seeing some breaks in the clouds. you can see it over maryland and into lancaster and chester counties. that will allow for sunshine to warm things up a bit, but it's going to be below normal this afternoon. 54 degrees for mt. pocono, upper 50s in allentown and quakertown, partly sunny skies and 60s for trenton, northeast philadelphia and mt. holly. a mainly sunny day, warm, dover up to 64 and 62 degrees for vineland, while cape may sees 64 degrees this afternoon. won't be quite that warm for wilmington, chester and philadelphia. partly sunny skies and 60s today. don't need the umbrella today. that changes tomorrow. we've got the seven-day when i come back. about 18 minutes before 5:00

a.m. and i think we already had a bridge opening out there. >> let's talk with katy zachry, watching the roads for your ride to work. >> the tacony-palmyra bridge opened and closed, so traffic on 63 back to normal. our only accident in montgomery county is cleared. looking at 309 right at the pennsylvania turnpike. no issues to report there. also, the northeast extension of the pennsylvania turnpike, there is some construction to tell you about for drivers southbound who are passing quakertown exit 44, the left lane is blocked. but that should lift in the next hour or so. also some construction on 95 northbound for drivers right at route 202, which is exit 8. the left lane is blocked, but that is scheduled to end around 5:00 this morning. and for new jersey drivers, live look at route 70 right at kings highway. no issues to report there. medical mistakes happening at home. >> what parents are doing wrong when it comes to their kids and medicine. plus, rescuers respond to a call for help and find a woman stuck in a chimney. why police say it's a case of a breakup gone bad.

4:45 right now on this monday morning. a live look from cape may. it is the coldest morning of the season so far. 30s and 40s around the region. we'll check with meteorologist bill henley, find out how warm it will get later today. and this morning we have new video of two men wanted for an armed robbery at a delaware county restaurant. in this surveillance video, you can see the masked men as they enter the chickie's & pete's on township line road in drexel here. this happened yesterday. one of them is wearing a sweatshirt from the restaurant. once inside, the video shows the suspects forced two employees into the walk-in freezer, and at one point, you see the men take what appears to be cell phones from the workers. the store's general manager is hoping someone will recognize the men in the video. >> it infuriates me. infuriates me that there are people in the world that would do something like that, want to impose that on somebody else.

but i think the important thing is that they're going to get caught, and the full force of the law is going to come down on them, because actions like this, they don't get by. >> investigators say the suspects got away with about $16,000, and they're looking into the possibility this may have been an inside job. fortunately, no one was hurt. the military's gearing up to help fight ebola, and as nbc 10 national correspondent tracie potts tells us, some lawmakers are not happy with the person president obama put in charge of the ebola concerns. >> reporter: 20 critical care nurses, 5 doctors and 5 infectious disease experts will soon be suiting up like these soldiers training at a texas army base to respond within hours to any ebola case in the u.s. >> have you traveled out of the country in the last couple months? >> reporter: today, hospitals are preparing for new guidelines from the cdc on how to care for ebola patients. >> one of the things is going to be complete covering with no skin showing whatsoever. >> reporter: in washington,

there's still debate over whether the obama administration should ban travelers from west africa. >> we should not be having commercial airline flights with up to 150 people a day coming to the u.s. >> i'd suspend those visas until we have this under better control. >> reporter: and there's criticism of president obama's new ebola czar, ron klain, a white house insider, not a doctor. >> we don't need another white house political operative. >> you don't need to be a health care person. you need to be somebody who's a good organizer. >> when you appoint this next individual, klain, who is a lobbyist and a political hack, to head up the ebola crisis in this country, it doesn't give americans any confidence. >> reporter: lawmakers on both sides here warning not to make ebola a political issue, because we are just over two weeks away from the election. tracie potts, nbc news, washington. and this morning we're following the crisis in syria. the u.s. military is making drops to help kurdish forces

fighting isis there. the air drops include weapons, ammunition and medical supplies, and it's all in an effort to help kurdish forces defend the syrian city of kobani. yesterday the u.s. launched air strikes in that area. and the suspected ringleader in the benghazi terror attack will be arraigned today in washington, d.c. ahmed abu khattala has pleaded not guilty to conspiracy to provide support to terrorists resulting in death. four americans, including ambassador chris stevens, were killed in that attack. 4:48 and 42 degrees outside. pope par vi has been batified, the first step toward possible sainthood. pope francis celebrated him at the vatican during a mass outside, just hours after catholic bishops failed to agree on welcoming gays and lesbians and the status of divorced and remarried couples. rescue crews in nepal say the rest of the hikers believed to be stranded by a series of blizzards and avalanches have been found safe.

rescue operations in the mountains wrapped up early this morning. at least 38 other hikers were killed on the trekking route in the himalayas. the victims were from as far away as canada. the snowstorms were whipped up by the tail end of a cyclone that hit the indian coast a few days earlier. now your nbc 10 first alert weather with meteorologist bill henley. >> tracking a much colder start this morning. most of the area is in the 30s. light wind overnight and mainly clear skies. there are just a few high clouds in the area. 42 at philadelphia international. the airport is one of the warm spots. most of the rest of the area is running chillier. and look at the water in front of boathouse row. it is calm this morning. not going to see a lot of wind today. it was pretty blustery yesterday, but we're going to see plenty of cold to start with. look at wrightstown at 33 degrees along with doylestown. wilmington is 38 right now. fair meadow farm in chester county is down to 32. look at west town, 30 degrees

currently, and it's 33 for phoenixville. chester springs just below freezing this morning. may have to scrape the windshield in some areas with some areas of frost, but it's not going to last all day. you can see the clouds are already thinning out. we'll get sunshine and warm into the 60s this afternoon. but the cloud cover to the west is part of a system that's going to be with us for several days. you can see the rain that is inching into portions of eastern michigan, canada. those showers part of the storm system that is going to bring us rain as early as tomorrow. for today, though, we'll be dry. partly sunny skies. a cool one. eventually into the 60s, but low 60s, that's on the chilly side for this time of year. tomorrow will be warmer ahead of the showers, but the showers move in and then the temperatures start coming down. you'll feel the difference on wednesday. scattered showers into thursday and windier, too, with a high of 58. and then finally, the clouds are out of here. and sunshine will be bright for

friday, saturday and sunday with temperatures warming into the 60s. 4:50 right now. let's get you updated on the roads if you're getting ready to head out. >> boy, if your heat doesn't work this morning, you're in trouble. katy? >> and if you have seat warmers, you're in a better position, so turn those on. all right, we'll start off with a live look at route 63 and millbrook road for northeast philadelphia drivers, no issues to report there. 202 northbound and southbound, there is some overnight construction. i'll tell you where. so, between 401 and route 252, the two left lanes are blocked. that's for northbound drivers and also for southbound drivers between chesterbrook boulevard and route 401 in both directions you have at least one left lane blocked, so keep that in mind. live look at the ben franklin bridge. other than some track work in the westbound lanes, all of your bridges look free and clear of any issues this morning. atlantic city. the 56th annual atlantic city marathon and half marathon began and ended on the city's famous boardwalk yesterday. the 26.2-mile course took runners through the streets of atlantic city, ventnor, longgate. along the route, runners got to listen to a variety of live bands and deejays. ♪ they were dancing the night away in delaware county, all for a good cause. nbc 10 at the first annual harvest moon dance at st.fiphil menino roman catholic church. they enjoyed favorite dance moves and music from the '30s and '40s. it benefited the community action agency of delaware county. are you giving your child the correct dose of medication? a new study shows how often parents are making costday mistakes. researchers at the children's hospital in columbus, ohio,

analyzed calls to poison control centers between 2002 and 2012. nearly 700,000 children under the age of 7 were victims of a medication error that occurred outside a hospital. many of the cases involved giving the wrong amount of medicine. some were given medicine meant for a sibling. >> sometimes they're cooking dinner, getting kids ready for school or something, and they turn and they give the 6-year-old's medication to the 4-year-old. >> there were also reports of parents or caregivers doubling up on the doses in hopes it would cure the child more quickly. doctors say that's an ineffective and potentially dangerous idea. and with an increase in childhood allergies, health experts say emergency doses of epinpherin should be available in all schools. research years say because students spend a large portion of their day in school and may have an allergic reaction while there. epinephrine needs to be readily

in california, firefighters were called to rescue a woman who was stuck in a chimney in thousand oaks. the homeowner wasn't there. he did get a text from a

neighbor saying she heard noises coming from his yard. so, he called police. and the man says he met the woman online and told her he wasn't interested after seeing her a couple of times. >> you never know how crazy somebody is until they do crazy things. and you know, this is a pretty crazy thing, so -- >> fernandez says the woman had trespassed on his property once before. not good. a wanted man in new zealand gets into a war of words online with police. >> this is kind of crazy, too. it was all about his mug shot. take a look at the mug shot. police are looking for samuel lake, so they put his mug shot on their facebook page yesterday. so, lake comments that he needs a new mug shot, and police responded with "come see us, we'll arrange that, no cost." a few hours later, lake changed his facebook profile to this, looking like ben stiller from "zoolander." lake was arrested last night. >> good. another high school football team is at the center of a standoff. >> and they've canceled their

season because of it. this time it's in new york at the monroe woodbury high school. school officials ended the junior varsity season early after some players came forward complaining about verbal abuse between teammates. the school district is investigating the allegations. meanwhile, the football coaches at the north jersey high school involved in the hazing scandal has been suspended from their jobs with pay. according to nj.com, the five coaches are also teachers or substitutes at sayreville war memorial high school in middlesex county. seven football players charged in the scandal have also been suspended. two minutes before 5:00 right now. happening today, a new antibullying app that we've been telling you about created by students from one delaware county high school is now available. the winners of the first antibullying mobile app challenge are from pennwood high school in lansdowne. their app gives children and teens tips to avoid bullying and ways to report bullying incidents. >> if a student is getting bullied and they don't personally feel as if they can go to someone and talk to

we are seeing some temperatures that are below freezing in coatesville this morning. most of the rest of the area is in the 30s, and we will get some sunshine to warm things up, but right now no sunshine and the temperatures are still falling. 13 degrees colder in philadelphia compared to yesterday at this time. mt. holly's running 21 degrees colder and pottstown is 16 degrees colder. it just dropped another degree in philadelphia, now 41. trenton is at 33 degrees and we're right at freezing for mt. holly in new jersey. 30s for much of delaware this morning. we will see the temperatures continue to fall. in philadelphia, 7:00 will be 39 degrees, but most of the rest of the area will be colder. sunshine and 46 degrees at 9:00 and then 55 degrees. and the temperature's still climbing at lunchtime today. we'll go neighborhood by neighborhood to show you how warm your neighborhood will get later today, but first, katy zachry has your traffic. good morning, katy. >> good morning, bill. i'm glad to hear it's going to get warmer later, because it was downright cold this morni,
