up through the allentown area, leaving mercer county. solebury. more heavy rain is expected. some rainfall rain with these heavier showers close to 1 and 1 1/2 inches per hour. the good news is they are moving quickly but the not so good news for some areas, they're seeing them one after the other. this is pretty heavy rainfall across 476 and 76. this is continuing through parts of berks county as well. if we look to the south, we have more rain, this is pretty heavy rain moving through maryland and this is moving in our direction. parts of chester county or lancaster county i should say starting to see that rain approaching. this will all continue to move up. not too long now we'll be seeing more heavy rain moving up through the area. it's all part a big weather system. chief meteorologist glenn "hurricane" schwartz is standing by with a look at the flooding

happening in some areas and the time line. glenn? >> the further west you are in our area, the more rain has fallen already and the more rain that's likely to fall as we go through the night tonight. there are flood advisories in effect for all of lancaster county and also now in much of berks county. that is until 10:00 tonight. and the futurecast shows more rain moving in from the southwest. some of those storms that sheena just showed you. things quiet down a little bit as we head toward midnight but that's not the end of this. a lot of computer models now are starting to show another area building up, look at that, 2:00 a.m., down to the south and coming right up through the philadelphia area and into berks county and the lehigh valley, that are already getting hit hard. there could be another round of localized flooding then. we're just barely drying out by the time we get to 7:00 or 8:00. sheena will have more on the changing weather, especially the big changes coming over the

weekend with the seven-day in a few minutes. now to a developing story we've been following closely all day. a second texas health care worker has tested positive for the ebola virus. that worker care for the first ebola patient diagnosed on u.s. soil, thomas eric duncan. and tonight we've learned the infected worker flew on a commercial airliner. >> the growing ebola issue prompted president obama to cancel a scheduled trip to new jersey today. he's called his cabinet to the white house to talk about national concerns. they're in that meeting right now. we expect to hear from president obama afterward. we have learned the nurse will be transported to emory university hospital in atlanta for treatment. >> it's not yet clear exactly how the nurse contracted the virus but tonight we're learning more about her. nbc 10 national correspondent jay gray reports from dallas. >> reporter: the battle against the deadly ebola virus in the u.s. has intensified. >> the american people is anxious right now. >> reporter: anxiety fueled by

another positive test overnight confirming that amber vinson, a sec member of the medical team that treated thomas eric duncan has contracted the virus. >> you've got to remember that this team has taken a gut shot. this is their own that are sick. >> reporter: this afternoon vinson will be transfer fahd emory hospital in atlanta for treatment. while the centers for disease control actively searches for anyone who had contact with vinson, a list that's growing and includes familyç members i ohio she travelled to visit last week. when vinson boarded this plane, doctors say she already had a temperature of 99.5. during a conference call officials said that was just a day before she was quarantined with a low-grade fever. >> because at that point, she was in a group of individuals known to have exposure to ebola, she should not have traveled on a commercial airline. >> reporter: now agents are reaching out to the 132

passengers who were on that flight as doctors treat the two patients in isolation. and officials warn, there could be more. >> it may get worse before it gets better. but it will get better. >> reporter: but only when doctors can stop the spread of the deadly virus. a big part of that process includes continuing to monitor 75 hospital employees who dealt with duncan during his treatment and potentially could be infected with the virus. in dallas, jay gray, nbc 10 news. as ebola fears spread, so does awareness and preparation. >> especially at hospitals across our aarrea. cydney long spent the day with experts at cooper university health system planning advanced training county-wide next week. cydney? >> reporter: that is correct. cooper university health system has the designation has being the so-called go-to provider on epidemics like ebola and how we respond to this type of ordeal.

they lean on and revisit their old training procedures and have changed some protocols in recent weeks to include that any and all patients who enter the emergency department are quickly and carefully screened. >> we might be at a level four, level three, level one being the highest level. >> reporter: dr. rick hong wants the public to feel prepared. >> we have the training and the preparation. >> reporter: as the division head of ems, disaster and transport medicine, hong says they are sharing information with other hospitals and health clinics in the region and will also share protective equipment. >> we work with other hospitals. >> reporter: one protocol change, instead of select patients, now everyone who enters the emergency department has a travel screen assessment. >> let's say we have a person coming in who came in with a fever 102 and cough. >> reporter: and a series of related questions to rule out if they've come into contact with

an infected individual. >> if all the questions kind of add up to a suspicion of ebola, we will activate our protocol for isolation. >> we want to make sure there are no lapses. >> reporter: together with cooper university health, camden county will host an interactive training seminar next week to include a skill stage and video for protective suiting. >> they may not actually physically touch an individual but they need to be able to carry the information to the twm or the officials that are going to be physically interacting with that person. >> reporter: because it's flu season, detecting ebola is difficult. >> i had to remind my staff, if they have no symptoms, they are not contagious at that point. also we don't want to discharge someone and potentially they become contagious later on. >> reporter: so the training as we understand will go two steps further next week with that protective gear video being produced here by cooper university hospital. also that training seminar will happen at camden county college, gloucester township on october

graphic or sexually explicit e-mails and received more than 400. it was announced he'll retire at the end of the month. he says he did not initiate any of the e-mails nor does he view important graph pornographic videos. it's alleged that many employees sent or received interoffice e-mails containing pornography. they were discovered during an internal review of the handling of the sandusky case. 4,000 e-mails were found involving state justices. agents found that 2,800 of those e-mails were allegedly sent by or to justice shamous mccaffrey. the matter is under investigation by the supreme court. so far, six state supreme court justices have been exonerated after review of some of those e-mails.ç a new veterans outpatient

center opened today in chester county. nbc 10 in coatesville for a ribbon-cutting ceremony on black forest hill road. by the end of the year, radiology and laboratory services will move into the new space. the project calls for renovating a 35,000 square-foot building that was already at the location. it cost about $13.5 million. we've probably all done it at least once, you accidentally dial someone from your cell phone, right? what about 911? wait until you hear how many pocket dials emergency crews receive. plus, what could be done to stop those accidental calls? and not enough nuts. snackers listen up. the reason we could see a peanut shortage in 2015.

we continue to track storms moving into the nbc 10 viewing area. this is a live look at first alert. these thunderstorms can produce heavy rain, wind and flooding. we want you to take a look at p cf1 o we're already seeing the impact of that rain. you see the standing water there, it's at the intersection of girard and 33rd. in just minutes, meteorologist sheena parveen jones us with the updated forecast. elsewhere, lawyers for oscar pistorius are trying to keep him from going to prison.

pistorius is being sentenced for the killing of his girlfriend, reeva steenkamp on valentine's day of last year. a probation officer testified that the former paralympic star would be vulnerable to violence in prison because of his disability. he wants pistorius under house arrest instead. the sentencing hearing is expected to wrap up by the end of the week. the california man accused of starting a fire that nearly leveled an entire town appeared in court for the first time. he was arraigned on several counts of arson. he pleaded not guilty and his bail was raised to $2.5 million. the bold fire destroyed 143 homes and 9 other buildings in weed, california. police there arrested marshall saturday morning calling him a person of interest throughout the investigation. a preliminary hearing has been scheduled for next week. now to this, a man was shot to death by police in connecticut after i stabbed passengers on a tour bus. the bus was traveling from new

york city to a casino in connecticut when the suspect started attacking people. the bus driver was able to flag down a state trooper. the suspect and a passenger were fighting, they rolled outside the bus. the trooper opened fire, killing the suspect. a passenger was injured when one of the officers' bullets ricocheted off the pavement. it's unclear, though, what led up to these stabbings. and oh, what a mess. a tractor-trailer carrying a load of port-a-potties tipped over in california. only cleaning fluid spilled on to the road. they were empty. it caused a chain reaction crash involving five other vehicles. no one was hurt. >> can you imagine? we don't want to imagine. moving on. agriculture officials in new mexico are worried about a peanut shortage this year. it's all because the fallout from the bankruptcy and sale of a peanut processing plan the.

the facility was at the center of a 2012 salmonella outbreak which led to a nationwide recall. that left no one to grow the sweet-tasting valencia peanuts that are unique to the region. federal officials say farmers in new mexico will bring in about 30% fewer peanuts than they did last year. now your nbc 10 first alert weather with meteorologist sheena parveen. >> well, we are tracking heavy showers and thunderstorms moving into the area. some of us are still seeing them. many of us have a bit of a break across the area. trenton, though, seeing heavy rain moving up across 295. it's quickly moving to the north around 40 miles an hour or so. then we have heavy showers through parts of the lehigh valley, lehigh county near allentown, heavy rain up into cash and monroe counties. these showers and storms have been known to provide rainfall rates of anywhere from 1 to 2 inches per hour. that's very heavy rainfall but the good news is they are moving quickly through the area.

however, we do have another heavy batch of showers that is really setting up to move in. it's getting closer to chester county. lancaster seeing the heavy rain approaching again. these are in maryland now, getting ready to move into parts of pennsylvania and delaware. you can see it streaming up from the south, moving quickly. some of this has lightning in it, just outside of kent county. here the timing. dover by about 5:52. reading by 6:00, bridgeton by ç 6:27. philadelphia by 6:46. locally heavy rainfall with these storms moving in and we don't end there. we actually expect more as we go through the overnight hours tonight. it's all part of a big weather system on the eastern seaboard as the cold front and until it moves through and clears out, the cold air is not going to get here, not until the end of the week and into the weekend. we still have more moisture to get through. first alert as we go through the rest of the evening and through the overnight hours. we expect a stormy night through much of the area with gusty winds and some of the stronger

storms. any strong storms could provide localized flooding through parts of area. we've seen a few inches of rain and parts of lancaster county. this will be the case as we go overnight tonight, too. be cautious of that. here's future weather. you see the scattered showers and storms, they stay in the forecast over the next few hours. 8:00 p.m., we still expect heavy rain moving up through the area. watch what happens through the overnight hours. this is 3:00 to 4:00 in the morning. we could have another batch of heavy rain moving through. many of you will be sleeping. but it could provide locally heavy rainfall which could lead to localized flooding. 7:00 in the morning, tomorrow we could still see showers around. starting to clear out of the area. then later on this weekend, that cold air sets in. we're in the low 70s in philadelphia. buffalo, not too far away, in the low 60s. you can see as we look wider out, the cooler air coming in behind the rain. it will start to set up as we go into parts of saturday and sunday. showers and thunderstorms through the area.

windy conditions, 63 for the low in philadelphia. tomorrow clouds and sunshine, chance of a shower, best chance will be in the morning hours. 72 to 75 for the high temperature. by friday, sunny, very nice, mid-70s but notice that cooler air doesn't get here until the weekend, especially sunday and monday. highs may not even get out of the upper 50s. as the leaves change colors, they begin to fall naturally. and in weather like this, penndot says it's trying to stay ahead of the season by clearing leaves from storm drains. >> we had crews doing the work yesterday in preparation of it and we've had crews out at various times, morning and possibly even to this afternoon will be out looking at areas that are prone to water but we're also checking our inlets, make sure the inlets aren't covered with debris. obviously you want to make sure the inlets are open so the storm water can drarn properly. >> penndot warns drivers not to try to drive through standing water. it is the law to have headlights

rain that is setting up to move in shortly. lancaster county already see something of that. here's a look at the radar, most of us are in a bit of a break right now. as we zoom into parts of the lehigh valley, up near allentown, the heavy rain rained itself out. these showers are lightening up. if we look into parts of the poconos, this is where the rain is getting heavier. through parts of upper bucks coun county, seeing heavy to moderate rain in that area. now we'll zoom out a bit. in lancaster county, this is where we're starting to see more heavy rain falling. rainfall rates are close to 1 inch per hour. so this is fairly heavy rain. this area of rain right around maryland setting up to move into chester county and delaware. this is what we're really watching right now, because this is fairly heavy. it's moving to the north mainly north/northeast at 40 miles an hour. if we track it in that direction, it should be near dover by 5:54, wilmington 6:12

and norristown 6:45 and philadelphia 6:50. chief meteorologist glenn "hurricane" schwartz is standing by with more. >> some of the areas have been hit hard like lancaster county and berks county. there are flood advisories for this entire area. berks county before 10:00 tonight. that's before this area comes up and the futurecast shows this area clearly, from new castle county, delaware, into chester and lancaster county. this is coming up in a few minutes. it gradually moves to the northeast. by 7:00 it's into the philadelphia area. again, some of it very heavy. but that's not the end of it. we have more rain building up later on tonight as you can see, occasionally heavy, moving through. so this one area that's coming through in the next couple of

and more now on that story we were just telling you about. the new developments we are tracking on the ebola crisis. you know that a second texas health care worker was confirmed to be infected with that virus. the nurse identified as 29-year-old amber vinson. tonight we learned that she was flying on a frontier airlines plane from cleveland toç dalla the day before she was diagnosed. vinson is among those who cared for the first patient to be diagnosed with ebola in the united states, thomas eric duncan. duncan died a week ago tonight. vinson as you saw, is being transferred to emory university hospital in atlanta. it successfully treated two other ebola patients. news of a second health care professional being infected has prompted president obama to cancel a scheduled campaign fund-raising trip to north jersey today. he's called his cabinet to the white house to address the growing ebola concerns. and the west african nation

where the ebola outbreak has taken the most lives says it needs nearly 80,000 more body bags. officials in liberia say they have a major shortage on their hands. they predict nearly another 1 million protective body suits will be needed over the next six months as well. the world health organization says ebola has killed more than 4,500 people in west africa. and back here at home, in a closed door meeting last night, members of a large west african commune in the our area met with health officials to discuss plans and calm fears. the newly formed ebola response commission of the delaware valley says based on invite adm the cdc, they're taking special measures from friends and family arriving from native countries. >> be on the preventive side, stay home for 21 days, check your temperature twice a day and if there's anything make you feel that something is not right, check yourself in

medically. >> tomorrow at 1:00, community health officials, nurses and emergency responders will be testifying at a special hearing in city hall in philadelphia. students at a lehigh valley high school says a friendly soccer rivalry turned into bullying after players on one team kept referencing the ebola outbreak to trash talk an owe point. students say it happened during a thursday night soccer game between northampton and nazareth high schools. players on the northampton team bullied a player saying that he had ebola or that his parents would soon be infected. he's from close to the center of the ebola outbreak. the northampton school district is investigating its team. students at nazareth say it was mean spirited. >> i heard them all say ebola and then they said something about his parents. one of the players was walking out of the stadium. they said he had ebola and our coach yelled eight them. >> i can assure you that the district takes all of these

popping up in one neighborhood. >> it has been such a tense five weeks here, that even a small token of gratitude and humor in the middle of a manhunt was needed. the latest manhunt closed off cape mills road. >> when you pulled up and saw all this? >> it sucks. i can't get home. >> reporter: five weeks of searching around the monroe/pike county border and only brief sightings of fugitive sniper eric frein. >> with 1,100 police, we figured they'll get him no problem. the more we learned about his background and, you know, we thought this can go on for a while. it's the new normal. >> reporter: that new normal is also wearing down the army-size contingent of law enforcers. so at the electa house in barrett township where bill chain saws, his sidearm right there, they put out a token of appreciation. >> we were visited by lots of company in the yard and they kept running into the woods to

use the natural bathroom. so we felt that they needed to have a proper bathroom. >> reporter: there apparently was a great need for the law enforcement officer bathroom. >> they're veryç appreciative d sneak up the driveway with the lights off because they're trying to be courteous to us to use the potty. >> reporter: in a region where the manhunt has canceled halloween and part of hunting season, the gesture was very much needed. >> they're all still supportive and still behind everything that's going on. they're behind the state police. but at some point it's going to wane. it's wearing us down. >> reporter: and the big test for public support may come if the manhunt for eric frein starts pushing into the holidays. in price township, monroe county, doug shimell, nbc 10 news. now your nbc 10 first alert weather with meteorologist sheena parveen. >> well, we are continuing to watch showers and thunderstorms move into the area. they will be around later on tonight, too.

here's a look at the radar. many of us are seeing a break through the area right now. we have one section of heavy rain about to move in, areas seeing the showers are through parts of the lehigh valley, coopersburg finally getting rid of some of that rain, saucon, allentown, holland finally getting rid of the rain. up through parts of the poconos across 476, carbon and monroe counties, scattered light to moderate showers there still. now we look farther to the south. heavier rain is moving into chester county, avondale, east nottingham seeing the heavy rain, too. this does extend into parts of lancaster county. we saw heavy rain earlier today. that heavy rain continues moving in through the south. rainfall rates could be anywhere from 1 to 2 inches with some of the heaviest rain coming in overnight tonight. we have a flood advisory, because of this, parts of chester county, lancaster, berks county until 10:00 p.m. localized flooding with the rain

we've already seen and the increasing rain we continue to see moving in. anywhere from 1 to 2 inches of rain has already fallen and, again, you see the heavy rain moving into those areas and that will continue as we go overnight tonight. another area of heavy rain moving towards parts of delaware, kent county. claymont by 6:19. norristown, 6:39. in the philadelphia area, closer to 6:51. we expect showers and storms through the overnight hours. many of you will be sleeping. it's all part of a big weather system slowly trying to move off the eastern seaboard. the storms are mainly moving from south to north. the actual cold front providing these storms won't be swinging through until later in the day tomorrow. it will be a first alert evening for us and overnight tonight, a stormy night in store. some of the storms contain gusty winds and localize flooding is possible with some of the heaviest rain. future weather is picking up on the heavy rain, trying to move in from maryland. we'll see scattered showers,

possibly thunderstorms with heavy rainfall, too. overnight tonight, 11:00 p.m., more rain moving up through the airy and between 3:00 and 4:00, the models have been consistent with fairly heavy rainfall. manufacture you will be sleeping but the roadways will be wet in the morning. by :7:00, the rain starts to leave. but there's still a chance of showers. low 70s through philadelphia, south jersey and delaware. mid-60s areas north and west. for tonight, we expect the showers and thunderstorms, heavy rain, windy conditions, 63 for the low in philadelphia. upper 50s north and west. then tomorrow we'll see a chance of a shower, clouds and sun through the day. temperatures about the mid-to-low 70s. the cool air doesn't really get here until about the weekend. saturday we're starting off around 70 degrees. look at sunday's high temperature. 57 degrees, same thing on monday and tuesday. even wednesdayç we are not getting out of the 50s. we continue to follow the north jersey high school

several of the new jersey high school football players accused of sexually abusing younger teammates have made their initial court appearances. >> nbc's brian thompson is learning more about what may have been happening behind closed doors at sayreville memorial hospital. >> reporter: that's long branch football coach daniel george who told me whenever his players are in this locker room, he or an assistant is always inside. it's been that way for as long as he's been coach, some 16 years. >> never allowed anyone in the locker room by çthemselves. >> you wouldn't recommend it anywhere? >> no. >> reporter: according to what sources told us about the sayreville football team, there were times when there was no adult supervision in its locker room or the assaults were believed to have happened that have become a national scandal and tragedy. in long branch, 20 miles down the parkway, supervisors are everywhere. this is jen boggen supervising

in a weight room in a school system that sees 17-year-olds as children who need oversight. >> what you're doing behind closed doors is equally as important as what you're doing in front of other people. >> it's always been the message here? >> it's always the message. >> there is nothing more important than student safety. >> reporter: a former education commissioner literally wrote the laws and rules in new jersey on school systems and their responsibilities in supervising students such as these. training of staff, including coaches, is mandatory, including on what to look out for in kids. >> but people who harass, bully and intimidate don't normally just do it once and then it's over. >> and this training should be looking for those indicators? >> absolutely. >> the superintendent here says that what's unfolding in sayreville is the hot topic among fellow superintendents he talks with. the consensus quarterback for starters, the decision there to cancel the rest of the football season was the right one.

nbc 10 news starts now.ç >> our thoughts and prayers are with them and we have to make sure that we have doing everything we can to take care of them even as they take care of us. just minutes ago, president obama wrapped up an emergency ebola meeting at the white house. he canceled a trip to new jersey after a second nurse in dallas was diagnosed with the virus after caring for a patient. the president says he wants all of us to learn from what's happening in texas. he's also calling on the cdc to move in quickly if there's another case in the u.s. the second nurse diagnosed is 29-year-old amber vinson. this is new video just in from dallas within the past half hour. it shows vinson boarding a plane
