police sir confirms it's believed to be connected on a shooting robbery on north broad street. the victim died. >> at 1:00 this morning, dozens of residents say they heard the gunfire. jasmine was shot in the head in this car. police say her boyfriend was shot but will survive. sources tell nbc 10 news the shooting is believed to be retaliation but williams, eight months pregnant, was not the target. >> i want justice. i want justice for my baby. she didn't have to die like that. >> reporter: razir tonights to be hospitalize. we found records that show he's done time for burglary and dui. we're waiting for an update from police, live from police headquarters, lu ann cahn, nbc 10 news. and it was just ten days ago that another pregnant mother was shot and killed on the streets of philadelphia. 25-year-old megan doto and her unborn child both died after she was shot in the head on adams

avenue in frankford. the suspect in that shooting, 27-year-old devon guisherd still has not surrendered to police. his target was not megan who happened to be sitting outside but a car driving down the block near adams avenue. now your nbc 10 first alert weather. >> nbc 10's first alert weather technology tracking rain heading our way and some of it could be heavy. it's all part of a system expected to bring strong winds and rough surf at the jersey shore. let's get the timing of this rain. >> nbc 10 first alert meteorologist sheena parveen is in the weather center. when can we expect the rain to start falling. >> if you're in sussex county, delaware, some of the light rain is approaching fairly slowly, though. for the rest of the area overnight tonight will be the main time for some of the heaviest rain to move in. here's a wide picture of the satellite and radar view. most of the rain is still to our south.

this entire system has to track up the eastern seaboard. it's moving in our direction before it clears out. we have quite a bit of rain to deal with before we see more sunshine. sussex couldn't tu, delaware, the light rain moves into this area. there's a lot more farther to the south like i just showed you. that will be moving in overnight tonight. the rest of us seeing overcast skies, increasing winds. winds are gusting near 25 miles an hour for most of the area. as we go overnight tonight, those winds will increase. here's the time line from now until about 7:00 p.m. it will stay cloudy, windy with rain mainly to our south. from 7:00 to 9:00 tonight, it will stay windy and rain will mostly be in delaware between 7:00 and 9:00 p.m. from 9:00 p.m. to 11:00 p.m. tonight, the rain moves to the north fairly slowly, approaching the philadelphia area by 11:00 p.m. tonight. overnight, heavier rain comes up. i'll show you the timing of that for your morning commute. that's straight ahead. >> the first alert weather team will be working all night long to fine tune that rain forecast and its impact on your morning

commute. be sure to get the çupdated weather on nbc 10 news today tomorrow morning beginning at 4:00. nbc 10 news is there as three suspects surrender to philadelphia police nearly two weeks after an attack on a gay couple in center city. the suspects are all from bucks county, their mug shots released to nbc 10 news within the last half hour. >> tooted attorney for one of them is telling his client's side of the story to nbc 10 news. nbc 10's deanna durante is live where the suspects are being held. >> you've been learning more about this case today. >> reporter: we are, the three suspects still being processed here at central detective in the center city section of philadelphia. now we've learned more about the police investigation, what they were looking at during this case, this case that began on september 11th when the two men were beaten. and we've also learned what some cell phone video reportedly shows. walking alongside his attorney, dressed in a shirt and tie, 24-year-old philip williams

walks into central detective. the bucks county man work as an electrician and has no criminal history. tonight he is now charged with an attack on a gay couple some have labeled a hate crime. >> in no way, shape or form was this incident related to any sexual orientation whatsoever. this was a mutual confrontation that started because two individuals got into an argument out on the street. and with respect to how it escalated, that's unfortunate. >> reporter: perry says his klein the was there as words were exchanged and only became physically involved after one of the victims threw the first punch. >> it only escalated after the purported victim hit a girl in the face. she's visible walking down the street. that's her only connection to the attack. >> there were a lot of people out on the street. i will tell you that miss knot is homophobic and she didn't

utter any slur to anyone whatsoever. >> reporter: sources tell a different story and those sources close to the case say they have viewed cell phone video where those in the group can be heard yelling but the video does not show what led to the fight. a third suspect, 26-year-old kevin harrigan turned himself in with his attorney who chose not to speak on his client's behalf. now, just minutes ago i did get off the phone with that lawyer representing harrigan. he tells me he doesn't agree with the version of events that have been said publicly as to what happened. he did see video that shows some of the fight and supports his client's claim that this was not a vicious, random attack. his client regrets his involvement. reporting live outside central detective, deanna durante, nbc 10 news. skyforce 10 over a possible home invasion in camden county. more than a dozen police cars responded to a home this

afternoon. officers asked people to steer clear of the sticklerville neighborhood during their investigation. police notified township schools as a precaution. staff then got out the word to the parents. >> just secure the outside. we sent around officer to make sure the kids are safe. normal school is going on. there's no threats to the school. >> police say two people are now in custody although it's not clear why they were called to the home. they continue to look for a third person. >> the man suspected in a shooting death of a teenage girl in philadelphia was denied bail. 19-year-old darian person was arraigned this morning on charges of murder and conspiracy in the killing of 15-year-old aisha abdul ramon. person turned himself in around 7:00 last night. the deadly shooting happened monday in the olney section of philadelphia. police say ramon was an innocent victim who had nothing to do with the alleged school brawl which investigators say led to

that shooting. the manhunt in the poconos for an alleged cop killer has nowç stretched into a 12th day and frustration is growing for people in the poconos who continue to live in fear. pennsylvania state police just spoke in the past hour. >> nbc 10 was there. nbc 10's doug shimell joining us this afternoon from blooming grove. >> doug, what are investigators telling you about their search for eric frein? >> reporter: well, pennsylvania state police say they have, in fact, had confirmed positive sightings of eric frein, sightings from both the general public as well as some of the more than 300 law enforcers who have been searching the dense woods surrounding eric frein's home in monroe county here. they say parentally these sightings have not been positive enough to either warrant a pursuit, capture or a kill for the alleged fugitive sniper survivalist. they say frein has been leaving behind pieces of telltale

evidence. investigators say they have executed search warrants in many of the hunting cabins and summer homes that dot these dense forest lands up here. lieutenant colonel george bivens talked about some of the telltale pieces of evidence eric frein has supposedly left behind. >> we continue to find evidence of frein's presence and have found several items he has abandoned or hidden for possible future use. some of the those items include suburban cigarettes and soiled diapers we have found in the area, among many other things. >> now, if you're wondering about that reference to soiled diapers, this is something that lieutenant colonel bivens said is part of that so-called sniper training manual that was found in eric frein's jeep which apparently those diapers would be warn if he were to be staying in one police for a long period of time and did not want to attract attention or movement,

perhaps by some of the search teams during the day or by some of the infrared cameras from the police helicopters above at night. it sounds as if there's starting to be a little bit of frustration on the part of both law enforcers, here we are coming up on the second week of this search and still no hard capture or kill and frustration on the part of the journalists who have been covering this now because they have been lacking as many answers as the state police have. so reporting live here from blooming grove, i'm doug shimell, nbc 10 news. now to the school budget crisis. pennsylvania governor tom corbett signs a new cigarette tax into law to help fund philadelphia's cash-strapped schools. a state senate passed the $2 per pack tax yesterday and the bill is expected to generate an estimated $49 million for the school district this fiscal year and $80 million in the following years. >> we must remember this is only a start to solving the financial issues that confront the

district. we must continue the progress that we've made and work towards a fair funding formula that will put philadelphia and all school districts on a firm financial footing. >> the tax will only apply to cigarettes sold in philadelphia. corbett's opponent in the governor's race, democrat tom wolf released a statement about the signing of the cigarette tax bill. he says, quote, the reason philadelphia schools are in a situation where they need to rely on a cigarette tax is the direct result of governor corbett's failure in leadership. philadelphia city controller releases a new report on the city's overtime costs. it found that $700,000 could have been saved if the city had additional staff to work regular shift instead of paying overtime. the controller's report said when employees in the city's older pension plan work extra hours it cost the city a staggering 219% more. >> city agencies need to do a better job monitoring their

overtime. while there is no one perfect system that fits all circumstances, agency management needs to be mindful that overtime is costly. >> the department ác&ected for the controller's review included the department of health, the department of human services, the managing director's office, the records department and the philadelphia water department. happening now, the fate of the now-closed revel casino is being decided. it's not going as planned for one businessman who had high hopes for the sprawling ocean front property. ted greenberg traveled to new york city for today's auction. >> ted, tell us what's going on up there. >> well, renee and denise, the auction ended about an hour ago with no outcome. and it won't resume until next week. meanwhile, accusations are flying this afternoon about the integrity of the auction process itself. glenn schaub arrived at this

midtown manhunt office building sounding confident about his chances of buying atlantic city's defunct revel casino. >> i talked to the daughters. they have to follow through with what the old man gets into all the time. >> reporter: but it soon became clear today would not be smooth sailing for the florida developer who previously emerged with a baseline bid of $90 million. >> the process is not transparent. it's not fair and open. >> i think it's, to some extent, tainted. >> reporter: the auction for the bankrupt mega resort was scheduled to begin at 9:00 a.m. by early afternoon, straub's lawyer told us it still hadn't started. he didn't even know how many other bids were being considered, who made them or for how much. stuart moskivicz says everyone thought it would be over by 2:00, in time for the start of

rosh hashanah. revel attorneys let it slip that they've been negotiating with someone else to modify another bid. >> i have serious concerns about the fact that they are meeting quietly behind closed doors with a bidder they are going to claim was the highest and best bid. i'm not going to come out and say it's not honest but it speaks for themselves. >> attorneys like to drag things out. once this is over with, they're making more money. >> reporter: i tried to get a response from revel on all of those allegations. a spokeswoman had no comment. everyone involved in the auction process is set to return here tuesday morning. live in new york, i'm ted greenberg, nbc 10 news. the u.s. and its allies working to stop isis militants. the u.s. executed at least five air strikes against isis just today, one in syria, four in iraq. a pentagon spokesman says the

target in syria was an area moved by militants to move equipment across the border into iraq. the u.s. isn't acting alone. five arab allies have joined the air strike war. people living in a village in a province surveyed the damage caused by what syrian activists was a u.s. air strike. a number of buildings and vehicles were all destroyed here. >> those who have joined isil should leave the battlefield while they can. those who continue to fight for a hateful cause will find they're increasingly alone. >> he warned extremists when he addressed the united nations general assembly. he personally chaired a meeting on how to keep would-be jihad fighters from leaving their home countries to join isis. iraqi lieutenant general said several soldiers were killed when isis fighters raided a military base not far from baghdad on monday.

now to a developing story in new york. within the past hour or so, a grand jury decided not to charge nascar driver tony stewart. they had been investigating stewart's role in anç on-track accident that killed sprint car driver kevin ward jr. last month. ward was hit by stewart's car at a race in upstate new york after he climbed out of his car after a spinout. today, prosecutors say ward was under the influence of marijuana at the time of his death. now your nbc 10 first alert weather with meteorologist sheena parveen. >> well overcast skies and windy conditions for today. here's a live look out at center city. we have a lot of clouds around. we don't have the rain just yet. there's rain approaching the area. it's all to our south right now. as we go overnature, that's when we can expect some of the heaviest rain through the overnight hours. it will be here for the morning commute. a rainy morning rush for just about everybody but i'll show you just a minute, it depends

how early you leave, you could running into some of the heaviest rain. pretty uniform temperature because everyone is seeing the cloud cover. everyone is feeling the winds, too. winds are gusting near 25 miles an hour. closer to the shore near 30 mile-an-hour wind gusts in atlantic city. overnight tonight, the winds continue to increase, especially along the shore and they could be increasing to near 40 miles an hour. here's a look at the area. we're mostly seeing the clouds. the rain is to our south. light rain through parts of sussex county. now we take a wider view. it's all because of this area of disturbed weather, big area of pressure spinning off the carolina coast. that means for us we'll expect quite a bit of rainfall manly overnight tonight from it as it moves north. along the shore, very a strong onshore wind. winds overnight at 40 miles an hour. we have high surf, a high risk of rip currents. if you're along the shore, keep in mind that overnight tonight,

heavy rain and increasing wind will continue there. future weather as we go through the overnight hours. notice the rain moving in from the south. this is 11:00 tonight. here's when we finally start to see rain through south jersey and more of delaware by 11:00 p.m. overnight it moves from south to north. the yellows, oranges and reds shows you where the heaviest rain is. at this point it looks like everyone pretty much has a fair chance for the heavy rain. 10:00 in the morning we're still seeing pockets of had he i have rain drying from south to north. for the morning commute we expect heavy rain through parts of the area. 1:00 in the afternoon, the hef heavy rain continues. for the rest of the day we stay cloudy and we'll have a chance for showers through the later part of the day. the heaviest will be in the overnight and early morning hours tomorrow. for tonight, though, windy with rain south of the area. it moves overnight tonight. heavy rain, temperatures around 60 degrees. tomorrow we'll see heavy rain in the morning. it will stay windy, too, for the morning hours especially and a chance of afternoon showers. temperatures should not be

nbc 10 is your station for decision 2014 election coverage. pennsylvania leads the country on spending for television ads by candidates for statehouse office. they spent nearly $38 million as of september 8th. the spending started in 2013 or the two-year election cycle.

the money paid for 56,000 ads at a cost of $3.99 per voter. close behind were texas and floor. the big increase in campaign spending happened in partç thas to the race for governor. tom wolf put up $10 million alone during that time to challenge republican incumbent tom corbett. wolf has spent more than $11 million on tv ads altogether. corbett's re-election campaign who unlike wolf had no competition in the may primary invested 9.5 million in tv commercials. the two toms will face off in the november 4th general election. their next debate is one week from today. here in philadelphia. new jersey governor chris christie has seen his job approval rating dip slightly. a new poll finds 46% of garden state residents like the job he's doing, down from 50% back in june. poll was conducted by monmouth university and the asbury park press.

it has a margin of error of 3.5%. pollsters say there could be several reasons for the drop. much of the out-of-state travel is the early primary which is causing presidential buzz to build. a bid some local voters may resent. the survey shows that many think he hasn't been honest about the bridge scandal. the university's president said the center would produce tangible benefits to the industry to pennsylvania communities affected by drilling and to consumers. ge says the money will support research projects, equipment and student fellowships. new information on the fight for medical marijuana in pennsylvania. pennsylvania state senate passed a bill legalizing some forms of marijuana for medical use. it passed by a vote of 43-7. the measure is still a long way

nbc 10 breaking news. breaking news right now from atlantic city. the atlantic county prosecutor has just announced that the philadelphia mother arrested for carrying a legally owned gun into new jersey has now been allowed into a pretrial intervention program. shaneen allen's case gained national attention after former baltimore raven ray rice was allowed into that same program. the atlantic county prosecutor said allen's case was reviewed after he took a closer look at a 2008 act that allowed people with similar charges into the intervention program. prosecutor says he will also look at people facing similar charges. right now at 4:30, efforts to keep atlantic city from the brink of collapse. the city is planning to lay off hundreds of people on the heels of casino closings. the revel casino is up for bankruptcy auction in new york

today for just pennies on the dollar. the only public bid so far is from $90 million from glenn straub. the casino cost nearly $2.5 billion to build. it was open two years before going out of business earlier this month. >> what's next for atlantic city? >> that's what we wanted to know. nbc 10 south jersey bureau reporter cydney long live right now for us in atlantic city. >> you talked casino regulators. what are they telling you? >> reporter: they say never before is the marketing of atlantic city as it is right now. the head of the casino control commission which oversees the integrity of all of these properties says the integrity of the gaming of the resort says the hardest part of this equation is three-fold, that these properties are closing, people are losing their jobs and the perception of it all but he said the resort is not coming

apart at the seams. >> the casinos we have are thriving. they're doing well. >> reporter: speaking to those who market and publicize all that's to do in atlantic city, chairman and ceo of the casino control commission, matthew ' o levinson, says even in the last month as the casino doors have been shutting, people are not closing their wallets or minds about visiting. wall street analysts predict atlantic city's revenue will drop to 2.5 billion from 2.86 billion in 2015. levinson says what people don't spend at the closed casinos they will spend elsewhere in the resort and right now, he says the spending is not off. >> casino revenues ex. you have to look at nongaming, parking, occupancy rates that are 95% over the summer. that's not a town that people aren't coming to anymore. >> reporter: now, today's state of atlantic city comes just one

day after mayor don guardian warned the city's public employees here in atlantic city this their jobs will soon be on the line. we're talking about 250 to 300 positions could be cut or they could suffer demotions. this to shave some $15 million off of atlantic city's budget. live in atlantic city, i'm cydney long, nbc 10 news. here are some of the stories making headlines on nbc 10 news at 4:00. one man is dead, two others hurt after a shootout outside a philadelphia school this afternoon. it happened around 1:00 on cam berea and third streets. the school was forced into lockdown and parents were called in to pick up their children about an hour later. no students were hurt. today, three suspects wanted in connection with an assault on a gay couple in center city philadelphia surrendered to police. our cameras were following on one of the three suspects. some are calling this a hate crime. an attorney for one of of the suspects claims the fight began after a female in the group was punch by one of the gay men.

too. we'll be moving up as we go overnight tonight. it is moving from south to north fairly slowly. we will see a lot of the heavy rain starting through the overnight hours. here's future weather. it's picking up on the rain to our south. as we go through the next few hours, by 8:00 tonight, still the heavy rain to our south. by about 9:00, 10:00, 11:00, it continues sliding up. south jersey and delaware should be seeing a fair share of rain. most of it shoulding on the lighter side. i'll continue tracking the time of it and also the nice warmup afterward. that's straight ahead. looking for the suspects that beat and robbed a man. a 69-year-old man told police the suspects approached him on emerald street while parking his car. the pair of thieves punched the victim in the face and stole $300 from him. they ran off when the victim's dog tried to attack them. >> an upper darby man is facing charges of human trafficking.

he was arrested for transporting and harboring two minors and having sex with them. he met one of his victims on a friendship and dating website. he's the first person to be charged with a crime under a new pennsylvania state law that increases criminal penalty for those who are convicted of human trafficking. skyforce 10 over a fire this morning at the king of prussia mall. the mall tells us the small fire broke out in a store on the lower level of the plaza between the jcpenney and sears. no one was hurt. the rest of the mall continued to operate under normal conditions today. king of prussia fire department is looking into what caused that fire. famous face and the fight of her life. >> she gives an inside glimpse of her battle. here's what the nbc 10 news team is working on right now nor 5:00. in no way, shape or form was this related to anyone's sexual orientation. >> three people charged with an attack on two gay men in philadelphia.

new york city police are investigating a confrontation between officers and a pregnant woman. this cell phone video appears to capture the chaos. it shows an officer struggling

with a woman who police say tried to intervene in the arrest of her 17-year-old son. the woman who is five months pregnant was taken to the ground on her stomach by the officer. it's not clearç whether the won or her unborn baby were hurt. new information in the bear attack in northern jersey that killed a rutgers university student. police want to identify two hikers that may have come upon a group of friends prior to the attack. authorities say 22-year-old darsh patel was hiking with his friends when a bear started following them. the others scattered to safety but patel went missing and later his body was found. news anchor joan lunden is on the cover of the latest issue of "people" magazine showing off her now bald head. she had surgery to remove a tumor. lunden first revealed she had

from our south jersey bureau, some good news concerning crime in camden. camden county police say overall

violent crime numbers continue to go down from the same time last year. the number of murders or manslaughter cases, rapes, robberies and aggravated assaults have dropped significantly. from 2013 to 2014, so far the number of murders dropped 44%. the cases of rape decreased by 10%, the number of robberies down by 16% and aggravated assault dropped 36%. the governor meantime was in camden to discuss public safety today pep was joined by new york governor andrew cuomo to talk about how the two states are working together and increasing security measures. more uniformed officers are set to be deployed at transit hubs and on trains. security also will be increased at the area's bridges, tunnels and ports. >> what governor cuomo and i are trying to do is make sure that even 13 years after september 11th that no one in a position of responsibility has any complacency. >> the governor says the

derailment. dozens were sent to the hospital and nearby schools were closed. now your nbc 10 first alert weather with meteorologist sheena parveen. >> it's been cloudy and windy day today. temperatures haven't gotten too warm because of the clouds around. it's all because of rain. that is to our south but it is approaching the area slowly, especially if you're in sussex county in delaware. you've seen a little bit of light rain. we have heavy rain moving in overnight tonight and some of this heavy rain will be going over into the morning commute tomorrow. it's not just going to be overnight. it's going to be through a majority of the morning hours for your morning rush tomorrow. here's a live look outside, looking at the art museum along the schuylkill river. this is what it pretty much looks like all day today. the clouds arette gooding darker because we have more moisture moving in with the clouds. all that rain is still to our south but it will become heavy overnight. 72 in philadelphia. the humidity is going up, the winds are gusting near 25 miles an hour. overnight tonight, those winds continue to increase when this

area of low pressure starts to get closer to us. the rain is manly to our south. locally just the clouds but again in sussexç county in delaware, some rain there, mainly on the light side. as far as the shore is concerned this is the area where we expect some of the strongest winds. they could be near 40 miles an hour with high surf and high risk of rip currents along the shore as well. here's future weather. cloudy over the next several hours. rain slowly approaches from the south. this is closer to midnight now. it will move from south to north. south jersey and delaware you can expect it first. this won't be until later on tonight. we have more rain moving in from the south. this is heavy rain shown by the reds, oranges and yellows. we could see locally heavy downpours for a couple hours in some spots. 7:00 tomorrow morning if this is how early you're leaving expect to be running into some of the rain. by 10:00 in the morning it will move to the north. still in the area. by noon tomorrow, we start to see things wind down. the rain will still stay in the

good news for drivers in south jersey. the white horse road bridge outside the patco high speed station in lindenwold, back open for traffic. repairs to stabilize the span are complete, allowing the bridge to be used while the design for a full replacement continues over the next year. and from our delaware bureau, the state's art museum will be paying off a nearly $20 million bond debt by the end of the month. museum's board of trustees voted unanimously to sell up to four works of art to pay down the debt.

where the shore is bracing for heavy wind and rip currents along with the rain. let's get over to nbc 10 first alert meteorologist sheena parveen. what the time line for the storm? >> most of the rain is still to our south. the heaviest of it will start to move in overnight tonight and for the morning commute. i'll show you that in just a second. here's the only place in our area that is actually seeing any rain from this system so far. sussex county in delaware starting to move into kent county here, mostly on the lighter side. it's starting from south to north but a majority of our area seeing the overcast skies and strong winds gusting near 25 miles an hour. now we take a wider view. all the rain to our south, which quite a bit of it is on the heavy side will slowly be moving north through our area. we have to get through all this rain until we can see the sun come out again. that won't be later on this week into the weekend. the rain moves to the north, this mainly starts with the heaviest overnight tonight. until then, from nowç until 7:
