>> reporter: the massacre has devastated relatives in camden county, spirit and his seven siblings grew up in lyindenwold. >> any warning signs this was coming? >> no, no, not at all. >> reporter: donald spirit had a criminal past, spending time behind bars for the accidental shooting death of his son while hunting in 2001. we obtained this mug shot from 1987 when spirit was arrested for possession of a prohibited weapon in mullica township. that same year he was convicted in camden county of receiving stolen property and given probation. >> it's very hard, very hard. >> reporter: stacey spirit says her brother-in-law most visrecey visited just last year. t. was good.

>> reporter: i talked to donald spirit's sister on the phone. she said her brother was never the same after that hunting accident. he recently told her he was having trouble getting medicine that he needed. in lindenwold, ted greenberg, nbc 10 news. tonight, it's a police manhunt that's lasted a week. officers still haven't found the man accused of ambushing two pennsylvania state troopers. hundreds of police are combing that area and the wanted posters stretch from northeastern pennsylvania all the way to philadelphia. nbc 10's lu ann cahn reports from monroe county. >> people are floored. they don't know what to expect. >> reporter: once again, an army of police descend into the heavy wooded neighborhood where eric frein grew up. last night, police searched this area after a tip came in that he might have been spotted. heavily armed camouflage, atf and state police went over the same ground today. neighbors say they've been interviewed by detectives. >> everybody is really kind of

apprehensive about it, you know. and nobody would want to see him get killed. but we do hope he gets apprehend soon. >> he told me one time, i'm really good with a rifle, way on the rifle team in high school. >> reporter: in this small community where everyone knows each other, neighbors say they were never concerned about frein being a survivalist, a military re-enactor and sharp shooter. >> i didn't have any problems with him. >> reporter: what's your assignment today? >> basically to sit here and just wait to see if anything happens. >> reporter: this mt. pocono ambulance crew was posted near today's search as a precaution. frein's face is all over area billboards as one of the fbi's most wanted, a facebook page called help find eric matthew frein has over 10,000 likes. there's a total of $175,000 reward money for information leading to his arrest. >> shocked. really, i was really shocked.

because you don't expect something like that. >> reporter: police asked us to leave the neighborhood as they continued into their seventh day of this manhunt. this is the first day police did not hold a press conference. they told us when they have news, they'll let us know. in barrett township, monaco county, lu ann cahn, nbc 10 news. count on nbc 10 for continuing coverage of the manhunt. we'll post any new developments as soon as they happen on nbc10.com. new at 6:00 tonight, a mistrial today in the case againstç a former son-in-law o pennsylvania governor tom corbett. gerald gibson is a former philadelphia police officer. he was working narcotics when he was caught up in a drug sting. he allegedly took some of the marked bills put into a car he was ordered to take control of. a jury could not reach a verdict in this case. a new trial date has been set for january. a teen is behind bars tonight in delaware accused of raping a child. harrington police say the 13-year-old suspect turned

himself in yesterday. the 8-year-old victim's family contacted them last month. the teen is being held in a juvenile facility tonight, charged with one count of rape. protesters want change at the university of delaware. student and faculty members say university officials need to be more transparent when investigating claims of sexual assault and harassment. in the spring, a student filed a complaint against as sociology professor. >> this is about recognizing we need to make better policies so that victims and survivors feel safe going forward, that there's dialogue about what happened, so we can do prevention, too, and not just lock at things after they happened. >> school officials will only confirm eric tramby is not

teaching classes here anymore. nbc 10 was unable to reach him today. the school says it's obligated to protect the privacy of the accuser and the accused. the embattled nfl commissioner emerged from hiding to announce sweeping changes to the league on the heels of high-profile scandals. roger goodell said he let himself down and everyone else down in the way in which several scandals have been handled. he said in the next month, each nfl team and its staff will participate in education programs and training sessions to try and prevent domestic violence. and commissioner said the league is partnering with two organizations, the national domestic violence hot line and the national sexual violence resource center. >> we have a set of very complex issues that we have to deal with. that's no excuse. what we need to do is get some experts to help us, how do we do this better? >> goodell says he is also establishing a conduct committee for the league to hold players accountable for their actions. baltimore ravens fans lined

up outside m & t bank stadium to trade in their ray rice jerseys for another player of their choice. look at this, hundreds if not thousands waited it out. some were there as early as 4:00 in the morning. ravens released rice after a video surface of the pro bowl running back knocking out his then fiance janay palmer during an argument inside a revel casino elevator. stay with nbc 10 for continuing coverage of the nfl abuse scandal. coming up in sports we'll let you hear what the nfl commissioner had to say when asked if he'll step down. new at 6:00, there's a new billboard campaign to help a mother facing serious charges over what she calls an innocent mistake. this is one of four new signs put up in atlantic county in support of shaneen allen by a gun rights advocacy group. her story began last year when police in south jersey stopped allen for a routine traffic violation. she told the officer she had a

gun but her concealed carry permit for pennsylvania was not valid in new jersey. she was arrested and faces up to ten years in prison. a judge and prosecutors refused to let her into a program that would keep her out of jail and expunge her record. now, that decision came under fire when ray rice was allowed into that same program. well, now her trial has been postponed while a decision about her case is made. çtonight, nbc 10 is asking questions about what led to this fire in west kensington. the inferno left a man in critical condition with burns to 80% of his body. it also injured two firefighters. those firefighters suffered only minor injuries, fighting the major blaze that spread quickly from a vacant building to a paper company, destroying both. fire officials cannot confirm if the victim witnesses saw running from the burning building may have been inside seeking shelter. it took nearly two hours to bring the fire under control.

hot spots will limit the fire marshall's access to the site and the rubble will have to be determined structurally sound by l & i to safely determine a cause. >> i was like, as i looked at it, they're bloody footprints. >> what does that say to you? what do you think that means? >> whoever did that got cut trying to get out, probably a crack head or something was inside the building. burned the thing down and came out running. >> the vacant building was last inexpected and considered secure by the fire department and l & i back in march. new at 6:00, it's been more than a year since that deadly building collapse in center city. now, a blue ribbon independent panel is calling for a major overhaul of philadelphia's department of licenses and inspections. nbc 10's harry hairston is back with talking with officials about a major overhaul, what it would look like and when it

could possibly happen. harry, what is this panel suggesti suggesting? >> the mayor's office is telling me the mayor is reviewing the panel's report. this could change the way the department looks and how it exists right now. >> reporter: the outrage that followed this is what prompted mayor michael nutter to call for an independent blue ribbon committee. they came under scrutiny. now the committee wants to split l & i in two. >> i think it's going to mean that two cabinet level employees will be responsible for two separate functions. >> reporter: city councilman jim kenney says he believes one part of l & i should focus on inspecting and enforcing building safety while the other handles nonconstruction duties. >> they do too much and they're spread thin. >> reporter: but the controller, tells me he's more concerned

about why a draft was only released to the mayor. >> this is a matter of what has been touted as an independent commission suddenly being treated as if they are an employee or subordinate subject to supervision by the mayor and administration. that defeels the whole purpose of an independent commission. >> reporter: he doesn't know what suggestion in the draft are good for the city, because there's no information to analyze how those decisions were made. >> the pars of the report are coming out, the entire report should be released. >> reporter: now, the mayor's office declined to comment. councilman kenny tells me in order to implement the changes, the charter will have to be rewritten. he says that can happen and take place giving the voters of philadelphia a chance to vote on that as early as next may. reporting live in the digital operations center, harry hairston, nbc 10 news. philadelphia police are looking for this guy. he stole a tray of bracelets worth about $10,000. it happened at tiffany jewelry

>> reporter: the afdi has previously run ads in the d.c. metro and new york subway. bothing as resisted but a federal court called it a matter of free speech. >> now, the ads will run again in new york next week. septa told us it's not commenting on the case. and new at 6:00, more fallout from the revel casino closing. acr energy partners filed a court document today about millions of dollars fun paid utility bills. the press of ac reports the energy supplier now on the verge of bankruptcy. the company says revel has only paid a fraction of the $12 million owed for utilities. and acr is still troying energy to the property to avoid mold, mildew and other problems. how do you like the sound of this? the university of revel. the man who wants to buy the place is talking about turning it into a school. glenn straub told the press of

atlantic county -- or atlantic city he wants to lure some of the smartest people in the world to work on global problems. now so far he's the only bidder here. an auction will be held next week if another one comes forward. now your nbc 10 first alert weather with chief meteorologist glenn "hurricane" schwartz. >> well, another cool day today. partly because of the clouds that were here, partly because of the wind coming in off the ocean. it was fairly gusty at times. but a warmer weekend coming, because we'll see fewer clouds and we'll see different wind direction. that is a real critical factor in forecasting. we're tracking some showers before the weekend is over. and if we don't get those showers, we'll have a really long dry stretch and you'll be hearing the word drought before too long if that continues. down to 65 degrees now with an east/southeast wind of 13.
