is save to ride my bike i've done that by chair brackett mentioned making sure that there is visibility when our crossing on bike or pedestrian they can see the drivers can see either a cyclist dog walker or someone walking a dog or a game to see them making sure they're driving slow pretty much but other than that that's my feedback thank you. 9:56 pm
>> good afternoon commissioners chair brackett and vice chair ransom-scott i'm here to present this for the july 1, 2024, through june 30, 2025. >> so we wanted to provide more detail on the process in response to the questions we received to workshop and our annual process begins with the obligation schedule and the rops in august this is our state budget governed by the obligations of the rops for the budget early in the fiscal year and the funding the city's interest it in our proposing a generally about two percent of annual budget and prioritized use of our bond proceeds followed by your use of - has
9:57 pm
for example, bonds or fees in transbay more affordable housing we can only use it for that purpose and the budget 80 percent is multi capital budgets for the affordable housing and infrastructure projects. and preliminarily fund by the bond proceeds and typically the entire budget in the first year and see three decrease as the project progresses each has an underlying agreement we call the obligations. and the and only use that for debt service additionally two distributions of pi ti in june and december last january request had is needed so this is a have i involved process both internally
9:58 pm
within the xhoechld and we'll work with the project manager's and what is needed and this is lower than the biggest we'll ask the controllers we only need $9 million. after the year close the city xhoechld will audit that and the p ti draw in the opportunity year we're operating in a highly regulated environments so by the project manager and the xhoechldz and the department of finance twice a year we provide 5 years um, to the kroechldz and - the city
9:59 pm
knows had savings that available and 2023-24 we reduce it by 25 percent of budgeted amount so this slide shows a timeline for the planning process again, the rops begins in august and this is not until january we bring the workshop before the accountant board and submit to the department of finance and prepare the work with the budget and the financial system and bring this budget to you in april and to the budget office and the board of supervisors. >> so your local and state budget we try to keep them as consist as possible for audit to prevent audit rops this is a detailed budget and the
10:00 pm
contracts begin with the description of scope and to the planning and obligation for the types of funds and again, this is reviewed by the - and line by line analysis and have the analyst for the last couple of years a continuation of prior year and actually inventory of our contracts and documents we just want things as available and additionally as i mentioned our actuals are reviewed by the department of finance and to make sure we fund under authority and use the facts the rops has a very restrictive amendment and can only apply for the second half of year and in time to make changes puts constraints on our planning
10:01 pm
process. i mentioned reprovide a 5-year snapshot to the controller's office for the ms. recent one provided we are in regular and consistent communication with the controller's office about the far looking needs twice a year and any changes from the projects have explanation and in the needs we reduces that by 5 percent of budget. >> so this table shows year over year by the same table we presented at the workshop and $23 million driven by the place all of the bond proceeds in the 2023-24 and this is less than we
10:02 pm
set by the increase of debts in the financials. >> this table shows the year by year the same table we presented to yip and again, $27.3 million. >> and this is a year to year look at the - the bottom half of the table as you can see the changes in the uses so again, the increases are based on the pension costs that are based on an tier schedule with the cost of living for the union contracts. this is a summary on the left hand column and think 0 the top row it is $600,850,000
10:03 pm
from a prior authority that is an expenditure from the prior year affordable housing loans and other projects and the largest type of in transbay for the affordable housing. >> again, the action item is budget for the period july 1, 2024, through june 30, 2025, and authorizing the executive director to submit the k3wir78 budget to the board of supervisors. >> that concludes my presentation. thank you. thank you. >> madam secretary do we have anyone from the public who wishes to provide a comment? >>

employment engagement one of the things we had our first housing retreat last update on the budget but have a broader enhancement as well and started the first quarterly all hand senior staff meeting and invite the senior staff up, up to all staff and give information and they can ask questions so talk about other employment development issuance joined by the hr administrator manager for ocii. >> thank you. >> executor director kasiofsky and chair brackett and vice chair and commissioners, i want to give you more a little bit of context in detail. on um, last commission meeting we provided a brief synopsis of march 22nd
10:20 pm
retreat and also fiscal year fiscal year 2024-25 for employee engagement i want to take the opportunity to provide color about what we're planning to do. so at the retreat some of the questions for staff how you feel connected to the work that we do? the value that we do and the agency does as you can see our work the agents work for the affordable housing, public goods like infrastructure and park and community development to our community requires our staff to operate at the highest level. and so a common theme we heard from the staff was they shared the deep um, connection to the work. um, that is that's why they're able to produce the high quality of work but the value of work that was happening in the
10:21 pm
year so this work also reimburses the agency leadership to make sure that staff is valued, supported and we make tackle investments in the professional and personal development. one of so during the up and coming future we build on the momentum at the retreat by making investment and training and development and work culture. so for example, we'll be doing brown bags one of the first steps in the financing is doing right now it related to the best practices as it relates to the payable and making sure we're operating and have the back up to do all we do to pass the audits and things like that. um, and we're going to
10:22 pm
reintroduce and have work shop on respect workplace culture to make sure that everyone is seen and heard we operate as a good culture of people. executive director spoke about we said to make sure we have fun. so a social bonding activity and take advantage of of the great small businesses happening in our project areas. um, so kind of we want to explore and continue to do that um, the other thing we're doing on the h.r. division and with the leadership here as we know we participant in the racial equity plan as part of the citywide activities so one of the key things that is the focus of the racial equity relates to retention and promotion as with all public agencies ocii historically has a limited up

ward mobility he to the 10 and promotion happy an retirement of other attrition. so ocii is taking a look at and committed to creating an opportunity for continual learning and training and building skill sets to make sure that build they're capacity and look for ways for commercial opportunities vacated and happy to report over the past couple of years ocii has a significant process and promotional opportunities. and the past couple of years had a combination of 11 internal egg promotions and hires as a knowledge based on organization as the next step is we're going to suggest a career safer for a

process related to promotional professional development opportunities and also the efforts to to conclude target training plans for staff. and um, also the agent is building the pipeline for the future hires in collaboration with the mayor's office for all programs and human rights we're hosting three interims and a few in the department of police accountability where last year they helped the research for the certificate certificate of appropriateness and they'll help us and having one a cohort for the historic community of college universities. also happy to do that work and lastly, on a special note we're interviewing a social planner position one of

the candidates participated in the professional design program so that work is that's the fruit of that work i'm happy to see that so this concludes the summary of the employee engagement and i'll be happy to answer any questions you may have. >> or provide updates on activities at the request of the commission. thank you very much. >> thank you for the wonderful report. >> pardon me and that concludes the executive director portion of agenda. >> that gives a bright light at the end of the tunnel wouldn't you say so mr. james. >> yes. thank you very much.. >> i have a question for monica. >> yes. madam chair. >> i know that most of our kind of profess called internships
