>> our top story this half-hour, another big development in the silicon valley congressional race that ended in an astonishing primary tying and a recount in 2 counties. the recount has been completed now. and we just learned tonight, assembly men. >> evan low is the winner and headed to the november election. he will compete against former san jose mayor sam liccardo on the ballot in november. santa clara county supervisor, joe, some indian who was neck and neck tied with kevin lowe barely lost the recount and is now out of the running kron four's. catherine haena joins us live in the newsroom alongside evan low. hi, catherine. yeah, the man of the hour. there he is. thank you for doing this. >> yeah. the recount dragged on for more than couple of weeks. roughly an hour ago. it was confirmed the race to

replace congresswoman anna eshoo is between sam liccardo and evan low. evan, you probably heard a little sooner than we did, but let's get right to it. and this is crazy. what was the final gap like 5 votes? >> well, catherine, yes, it's been a quite a wild ride, but yes, it appears i up 5 votes in totality between the 2 different counties. and now that this recount is behind us, i'm excited about the opportunity to in tackling the issues most pressing to everyday voters in our protecting reproductive freedom, tackling the issues of affordability and making sure that we're acknowledging climate change that. so i'm excited for this november election it's good to be with you. >> yeah, hey, listen. you look happy. you sound excited. but there were times avenue sounded a concerned you sounded angry. a one-point attorneys for your campaign tried to halt the recount. so for people who don't get what was that about? >> i think what's important to remember that if anything had

every vote counts and acknowledging thing incredible work of our registrar of voters to maintain the integrity of electoral process. and that's what this election was about. that's what i'm fxcited to move forward in tackling these issues that most individuals care about districts and what type of member of congress, but they like to see fighting for them to continue the legacy of congressman issue. >> well, a lot of drama avenue got to admit at one point, a spokesman for your campaign. blaming sa liccardo for indirectly asking for the recount. he says no, he didn't. but in any event, the spokesman said it was like a page out of trump's political playbook using dirty tricks to attack democracy. so dramatic. i tell us what that was. >> well, there's a place for politics today, as we're talking about the formality of that reach out saluting. we will see 2 individuals moving

to this general election. and that's why i want to acknowledge the incredible work in the legacy of service of congressman supervisor. joe simon and i have gone through a quite the ride and of course, our families and our supporters. and that's what's important to remember that democracy oftentimes is a full contact sport, but we must always have our eye on the ball and maintaining voter integrity and also addressing the issues most pressing to everyday voters. all right. but what was the promise just for people who didn't follow very >> closely, evan, not everybody does. were you concerned? was the thought being that it was easier and a 3 person race for says a 2 person race. what was basic concern? >> yes, for those who may not have followed a concern with that of a super pac without that type of financial disclosures of who's paying for this utilizing the recount process for political gain associated with a particular candidate. and that was the significant concern that has

been brought up by many other stakeholders in this regard. and that's why it's important to be reminded about what art district expects. we expect accountability. we expect transparency and we also want to make sure that we're attacking this issue of making sure that we addressed most pressing issues impacting everyday voters as well. hey, i know you talk to joe smitty and then use alluded him in a post for his public service. that was nice. >> did you talk to him what to do to have to say? >> well, only 2 of us. so we'll know what this experience was like. through seeing each and every day, not knowing already up to vote down vote. what's the results how to make sure that we're focused on this. but look, at the end of the day, we're both equally dedicated, dedicated to public service. and as we conclude this recount, i want to acknowledge that legacy of service and hope to continue that service. also from

supervisors submitting as well as congressman and you all right, did you? i'm thinking not. but did you talk to the la people? >> i have not to. just came about just today in terms of the recount efforts and as we are setting real-time, it's just. because oftentimes in this process we things were final, it's not final. so it's actually final. so as we're looking at the november election, we are recommitting ourselves and making sure that we prioritize those issues. most pressing on affordability on reproductive freedom and making sure that we stop trump at every step of the way. >> this was a this was kind of drag and the people doing the recounting did a great job. you know that there are people saying there should be automatic recounts when there's a race this close even a tie. does that make sense? 7th?

>> absolutely. does make sense. and that's why i'm in unique position as a state legislator or to carry use that legislation. in fact, we have this policy in place at the local level to have an automatic recount. it's important that taking to politics out of the system of the electoral process itself. when it comes down to counting to dispel any type of perceptions that it might be influenced in any way. that's what our residence wants. that's what expect. and that's also uncovered the importance of maintaining that integrity. that's what i'm deeply committed to doing. and you'll see much more coming and the coming weeks from. mean, the state legislature. yeah. if that does become a mandated thing is, you know, of >> candidates wouldn't be paying for a recount, their donors, a super pacs that would be paid for by the county. but so it'll be fun to watch and will be fun to watch your campaign. thank you so much for doing this. and grant and noel, back to you. >> fascinating. thank you, catherine. thank you. evan, talk about every vote really

counting. oh, yeah. speaking of this in just the last half-hour, joe smitty in the 3rd candidate in the race and the current santa clara county supervisor issued a statement reading in part, quote, the good news is the 16th congressional district long, painful exercise counting. the votes is over. the not so good news. we have come up short. i lost an eye conceived. i trust the process and i accept the result. i want to congratulate assemblymember evan low and former mayor sam liccardo. i have spoken to them both to wish them well. definitely one of those races that i don't think any of us knew what was coming next. you know, so that was really interesting to hear from evan low himself committee as well that what they were saying is they were tied literally tied. yeah. and then they did the recount. and only 5. >> vo difference like every vote really does count across 2 counties. yeah, that's something. all right. well, we continue to follow those may day rallies we've been talking about that have been happening

as they do every year across the bay area and janitors who work at silicon valley's largest tech campuses took to the streets as a potential strike is looming. today marks their first day without a union contract expired. yesterday. the janitors clean, the largest tech campuses, including apple, google, meta, tesla and genentech. >> with a workforce of mostly immigrant women. they say they're fighting against excessive workloads in an industry that exploit and abuse as janitors based on their status. if negotiations on a contract don't reach your as a solution, they plan to strike starting as early as may 7th. >> earlier today, people in san francisco marched in solidarity with palestine from ypthe mission to city hall. thi is video from the citizen app, immigrant rights and worker organizations join together with antiwar organizers to demand investment in workers and immigrant communities as

opposed to investing in war. >> it was a absolutely beautiful day today. nice and warm anyone who is planning to protest or, you know, protesting actively. they probably got a little bit of a tan, honestly. >> yeah, it's really felt like summer time out there today is meteorologist lawrence karnow is back with us. lawrence, this was just glorious weather. yeah. how about that? i mean, i think we'll see another nice one tomorrow beginning. see a little change along the coastline. but overall, how about this? a blue skies. hardly a cloud in the sky out there right now over san francisco. that breeze is blowing some warm temperatures around most of the bay area. now that sea breeze kicking back into gear. of bigger changes to come. in fact, just off the coastline. we've got a couple of storms out there. the first one is going to run right over the top of that ridge up in the 7 northwest and keep us dry. but that second behind it. well, that one could very well bring us some rain drops here in the

bay area. so let's take a closer look at that and try to time it out for as we head through the next couple of days. as we look toward tomorrow afternoon, not bad at all. in fact, the clouds tomorrow looking mostly clear early and then couple patches of fog moving along the coastline late in the day. and then as we get into friday, still a nice day. but the clouds on the increase. and then as we head into saturday morning, there you go. 08:30am in the morning. you see the storm system. the timing has moved up just a little bit and it looks pretty intense. is this comes through in some of the models from painting quite a bit of rainfall. in fact, how about this? almost an inch of rain in san francisco, maybe an inch in half moon bay a little bit more than that, of course, over the mountain tops locally. that would be a very impressive soaker for made to see us kind of storm moved through like that are expected to be stormy and of course, very breezy on the backside of this storm is that moves through tonight. don't have to worry about that tomorrow, either. in fact, tomorrow going to be another gorgeous day, just a little cooler along the coastline. nice and warm in the bay and the valleys. thank you, lawrence. the city of oakland is facing new criticism after

an audit revealed. >> widespread lapses were to blame for the failure to secure a grant to fight crime. the city's auditor's office released an extensive 37 page report this week detailing how and why the city missed out on millions of dollars for theresa reports. >> and so that's what stuck out to to me is >> no process guide. it buy a policy insistent on wednesday city auditor michael houston explaining his department's findings. >> and analyzing why oakland missed out on applying for the state's organized retail theft prevention grant program or rtp the state budget act of 2022. allocated 242 million dollars to support local law enforcement agencies such as opd to help prevent and respond to organized retail theft motor vehicle theft and cargo theft. the audit showed

38 separate oakland city officials were emailed alerting them of grant monies ranging from 6 million to 15 million dollars at stake months before the deadline. however, auditor houston said that his team discovered a process that was at times chaotic and in the end, never successfully submitted the required documents. he adds, although various departments played a role, he says that the mayor could have made a difference in the final outcome. say the but half and it's a size more of the direct leadership in making sure that the grant application process was carried out successfully. you need to make sure that someone is in charge. and we spent, example, during the great recession. >> a lot of effort getting every penny from the obama stimulus from washington. and we just made sure that every

detail was covered. we did rehearsals about filing. we made sure our web sites were up and running. we didn't take any chances at all. >> dan lin time is a former oakland city administrator and a current uc berkeley professor. he says that his team was able to secure more than 100 million dollars in grants during his tenure on it are. houston says bottom line, the city could do more to secure critical grants. >> develop and implement a citywide grant management policy provides prescriptive guidance, right including delineation of roles and response to the audit. mayor sheng thao center sunday mail saying that she takes ultimate responsibility for the failure to secure the grant monies and >> in the meantime, has been working hard to secure more funding to tackle crime and the newsroom tree says stasio kron. 4 news. >> it has been one year since governor newsom called on the chp and national guard to help

san francisco crackdown on its fentanyl crisis where things stand tonight.

>> it has been one year since governor newsom ordered the national guard and highway patrol to step in and help san francisco police crackdown on drug dealing and the tenderloin kron four's justine waltman breaks down the numbers to see if this is really made a difference. when this operation started accidental overdose deaths in san francisco are up more than 40% between january and march of last year, 200 victims died from accidental overdoses, mostly from fentanyl and mostly in the tenderloin

increased patrols in that neighborhood are apparently leading to more product being seized, but it might not be making much of a dent in death prevention. >> more than 42 pounds seized in the roughly 10 block radius. that is san francisco's tenderloin district. the governor's office and law enforcement agencies are celebrating what they consider to be a positive milestone in a public safety partnership. it was one year ago on may first 2023 when the governor authorized the california highway patrol and national guard to crack down on drug dealing in the city. their goal to target traffickers disrupt the dealers and sees the supply. since then, the joint task force has issued more than 6200 citations arrested. more than 500 people recovered more than 100 stolen vehicles. and most importantly to their mission, captured nearly 700 pounds of fentanyl in total. that's enough to kill almost

half the country. city leaders are praising the progress made in the first year of this partnership. police chief bill scott says the amount of fentanyl pulled off the street is, quote, unprecedented and that they're going to continue to crack down on dealing in the statement. district attorney brooke jenkins says, quote, the resources that the governor provided san francisco to ramp up our efforts to disrupt and dismantle open air drug markets has been invaluable working together. we're making a difference in the tenderloin drug conference cations maybe at unprecedented levels. however, when you look at drug overdose deaths, there's not much difference. this partnership program between agencies was initially announced just last year after san francisco announced accidental deaths from drug use went up 40% between january and march of 2023. in that period, 204 people died from an accidental overdose in san francisco. that's according to the medical examiner's office. compare that to the same period this

year. deaths are down, but not by much so far this year, there have been just 5 fewer deaths from accidental overdoses. the governor's office is also crediting the first year of this partnership for other significant crime statistic improvements in san francisco. >> for the 1st quarter of this year, property crime is down more than 30% and violent crime is down almost 15% in the newsroom. i'm justine waldman. kron. 4 news. >> thank you. just seen san jose has broken ground on a new housing community in the southern part of san jose. this is great oaks exit of highway. 85. but it's an interesting concept here. this community will sit on 2 acres of land leased to the city for only a dollar a year by real estate developer thus abroad, organization once completed the site will add 150 beds. mayor matt mahan says the beds will first be offered to people living on the streets in that immediate area. once

the new housing is built on house people who stay in rv's and encampments in the area will be asked to accept the new shelter and if they decline, they'll be made to leave. the city has plans to make camping near the shelter. illegal as a way to enforce that initiative. >> we'll check your pantry. there's a recall of organic walnuts. tied to an e-coli outbreak. those knots were sold in natural food and co-op stores by hollister based gibson farms, inc potentially affected while that's have an expiration date between may 20st and june, 7th of 2025, the fda says multiple bay area stores may have received these walnuts, including stores in berkeley, santa rosa, san francisco, palo alto, castro valley and you can find a complete list of the stores that may have received this while that on the fda's website. >> whether time as we get a live look outside at sfo. little bit of haze there. but otherwise blue skies, good for

the coastline that's going allow for northerly wind for tomorrow. the kind of kick up the winds again. but after that, things begin to change tomorrow. yeah, not a bad day, although we'll start to see some fog creeping along the coastline late in the friday. kind of a transitional day. still nice day in many spots inland. but you're going to see what's coming in to the north. there. it is dropping in the bay area as we head in towards saturday morning. bring us some rain here. we can. you believe it. more snow in the high country. so if you're traveling there, be ready, likely to see snow right through on sunday as well. that will clear out your skies and dry things out. so that doesn't look too bad. just a one-day event coming on through looks like tomorrow should be a nice day. little breezy co-signed numbers in the 60's. as you get along the coastline. a little fog moving in late in the day model. start to pick up on that. moving in toward montero, possibly elder, not and civic as well. then as we get inside, they lots of sunshine all day no clouds to speak of warmer temperatures down the peninsula. 71 redwood city, 74 in mountain view, beautiful in the south. a lot of 70's getting close to 80 degrees in campbell by tomorrow afternoon. should get about 18

maintenance, special election billing and youth voting activities. >> may first is typically known as college decision day for high school seniors. but this year, many of them are in limbo because of issues with the new fafsa form changes were made to make applying more simple, but it led to processing glitches and some major delays. many colleges now have pushed back decision deadlines. some haven't. but it's forcing students to pay a deposit without knowing how much their tuition will actually cost. >> all right. up next, a raiders fans out there. i know there are after the break, the party on the scenes that could entice some silver and black mothers.
