right now, those metering lights are on. but nothing we don't see every monday morning. taking a look at san mateo bridge right now. it's a 13 minute commute on to the peninsula which looks good over in of the north area. we see richmond, sandra fell bridge an 8 minute commute. not too bad. lastly, that golden gate bridge. it's a 19 minute commute into the city. see that gorgeous sunrise. some quick drive times for those of you who are heading out this morning. crockett's the mains 18 minute commute. walnut creek to 5, 80 12 minute commute. castro valley to the means 14 minute commute. san leandro to the maze. a 10 minute commute. so not too bad to start off this week during rain. i'll send it over to you. thank you, michael. 61 in our top story. the supreme court. >> we'll hear a homeless case whether or not cities can punish people for being homeless. so bay area cities are closely watching this case because it could impact us kron four's will tran live in san francisco with the latest on that morning. well, >> good morning, reyna. so what's going to happen in about an hour from now? the supreme court justices in

washington, d.c., they will hear the case. not sure how long it's going to take for them to ultimately make a ruling. but san francisco governor gavin newsom in sacramento, they are closely watching this because depending on how they rule it will allow san francisco and other cities in sanford escuse me. other cities in california to move forward. i can tell you that san francisco would like to enforce homeless laws, but right now they cannot do that because according to the 9th court of appeals, they say it is cruel and unusual punishment. so what's going to happen is the justices will decide whether or not criminalize. >> homelessness. this case actually is being brought forth to the supreme court. justice is from a small town in oregon called grants pass with only 40,000 people. they would like to find homelessness remove encampments from their city. the homeless population across

the country has has exploded about 12% over the past several years. and cities and states are struggling with this grants pass would like to impose fines for the homeless, but homeless advocates say that is cruel and unusual punishment because one they don't have the money. >> to pay those fines, they have nowhere else to go. and even if they could pay those fines. well, guess what? sometimes they might not be able to pay the full find so their credit gets hurt so they can't go out and rent when they're eventually ready to rent. so it's going down a rabbit hole. governor newsom, this has been an ongoing problem for him throughout his administration. he is watching this very closely because if they rule in grants, pass, which is what he is hoping for, it allows the city of san francisco to start to try to remove homeless encampments and then impose local laws against homelessness. back to you.

>> all right. thanks a lot. well, all right. meantime, let's head of the south bay san jose mayor matt mahan says he would like to make resources for the unhoused a priority for the city trying to address this with a 50 million dollar budget shull a shortfall to deal with as well. kron four's. >> jack molmud takes a look. >> johnny mendez lives and her girlfriends the windy and warm day in san jose. mendez has been homeless for just a couple weeks. she says she works as a security guard pulling in about 1000 bucks a she's been homeless before. but this time she says her hopes are shot. she says she's been rejected for voucher programs. so far we have to get really brag matter for concern comes amid the city's struggle to fill a 50 million dollar deficit in this year's budget. mayor matt mahan told the community they're going to prioritize homeless resources. you have to experiment with things that we haven't done a lot of in recent years while at the same time focusing on reducing homeless encampments,

we're going to have to experiment with safe sleeping sites may or may have says a cheaper option to get people out of an unsanctioned encampment is through illegal. what an example is when you drive down willow street by the 87 and see this encampment may have has proposed moving this one into a sanctioned encampment. there's just way too much red tape. the founder of a cop, a silicon valley and homeless advocate top lancton says unhoused people he works with are worried about the summer and what the council will end up approving. but yeah, they're worried about the safe parking the worry about. they don't want to go into congregate shelters or anything that resembles a congregate shelter like in says he hopes san jose will make the possible sanction encampments low barrier and allow people to come and go as they please not 2 feet. you that does says she would go to a sanction parking lot. >> and he's just tired of being homeless.

>> i stress. >> now all this comes as a recent audit finds that the city of san jose is not doing enough and is not being transparent. but the money that is given to them from the state of california to address its homelessness issues. now the city says this highlights a bigger statewide issue in terms of funding, but it will be up to the city and the counselors to decide how it should fund homeless programs going into this next fiscal year in downtown san jose jacmel. kron 4 news. >> in the east street takeover and oakland ends with a motorcyclist injured. they took over bellevue and grand avenues little after one of the afternoon yesterday seal these bikers, dirt bikes driving through the area. it was a safety hazard for those on the scene. and officers say that that one motorcyclist was taken to the hospital because there was a collision with a car. 50 bikes were also seen circling over lake merritt, some riding on the sidewalks and even going in the opposite direction of traffic. a

shooting along oakland's hegenberger corridor sends one person to the hospital. this happened sunday afternoon. the area was raising canes. that's where that happened. do wear in and out. just moved out. and so there was a shooting around 2 o'clock. this is video from the citizens app and when police got there, they found evidence of a shooting, but they couldn't find anyone who might have been involved. and then a short time later, there was a call from the hospital saying that someone who had been shot took themselves to the hospital and they have non-life-threatening injuries. well, police are now investigating an apparent murder suicide after a woman and a man were found shot and he worked. >> police say they found the 2 and a car parked on linden avenue saturday night. they say a 31 year-old woman shot to death in the passenger seat. a 36 year-old man was found with a gunshot wound in the driver's seat. he had to be day to the hospital where he later died. police say witnesses told them that they heard the 2 arguing before the gunshots went off. police believe the man shot the woman before shot himself.

identities have not been released. some really sad news because law enforcement agencies around the bay say they're mourning the loss of a former colleague. this is deputy tobin bolter was killed in the line of duty yesterday morning during a traffic stop in boise, idaho. now before moving oregon, walter was a pleasant hill police officer. he was a cadet with the walnut creek police department. he graduated from contra costa county sheriff's academy. he was just 27 years time now 608. francisco's north beach neighborhood was shaken up. there was a stabbing outside a church there. so witnesses say the victim was attending a service at saint peter's a ball. >> catholic church with a knife wielding man just attack them from for sarah stinson has the story. >> a scary sunday in san francisco's north beach. a person stabbed in front of the iconic saints. peter and paul catholic church during service. video from the citizen app shows emergency

crews rushing to help the victim kron. 4 confirmed the man is a churchgoer. someone who works at saints. peter and paul says a homeless man was disrupting the sunday service and when asked to leave, he got physical and the homeless man then pulled out a knife and a parishioner outside the church. i saw him. >> this guy being pinned down. and that's when we heard he got stabbed. so i meant top of steps of the looking out and all of us and i go, oh, my the frightening scene played out on filbert street around one in the afternoon. the victim was later taken to the hospital that we're just going just pray and see what happens. police say they arrested a man who witnesses identified as the attacker. >> the church worker says it scares them to know that the man was armed while inside the church. we didn't know we had a knife. he could have done something here. so this happened in supervisor. aaron peskin is district reached out to me, says he's aware of the

stabbing. >> and he's in contact with police. he also tells me the victim is recovering and expected to be okay. i'm sara stinson reporting in north beach. back to you. >> 6.10, and today nurses attempt just goes kaiser permanente med center joining a statewide strike protesting what they say is unregulated, artificial intelligence that's being used in hospitals. the nurses want to highlight patients safety concerns that they have in this push by the industry to implement i today's protest should include members of the california nurses association from all across california. the strike is set to start at noon. all right. still ahead, the kron morning news. an attack on a driverless car is reported in broad daylight. we'll talk more about that. >> plus, the gilroy garlic festival canceled indefinitely. while the organizers say they will no longer fit on that. we are 4

things you to know today. san francisco police say officers seized more than 13.5 pounds of narcotics and then a 13 arrest right near the united nations plaza. so cisco public library on friday, they say 5 of the 13 arrests were 4 suspected possession of narcotics for sale while the rest are either possession of controlled substances this year, s warrants or stay away orders and almost 4 pounds of narcotics were seized. but on the library, other remaining 9 were seized a search warrant. starting on wednesday in santa clara county, the a vta. they're going to close. 5 stations. we're track work. so that's mountain view. wiseman middlefield bayshore nasa at

light showers in the bay area come friday of this forecast. you can see those showers pushing across the region. so it cools down and it also potentially gets a little bit on the weather side towards the start of the weekend. as for today, though, it's just cool at the coastline. definitely cooler for san francisco in the coast. 70's to low 80's elsewhere. very pleasant forecast. all in all for most of the bay shore and downright warm for some of our inland areas. san jose and livermore 81 degrees today, low 80's from danville, the concord. well, oakland up to berkeley, hanging on to those low 70's, some 70's to 80's across the north bay as well. a look ahead shows that gradual cooling trend by wednesday, thursday and friday are only in the 60's and that's for inland areas of the very warmest right there. so what a cool down we've got. we will be seeing friday bringing our best chance of any sort of rain. michael thomas in for the roads this morning. what's going on out there? >> hey, good morning, john. and good morning, everyone. happy monday. we like to see

those warmer weather days. right? goes good with traffic. taking a look right now at some drive times. 43 minute commute, antioch to concord. not too bad. there was an accident there. so we're seeing a little bit of residual delays, but nothing that you really need to worry about too much those over in area who are heading over towards crockett right now. everything is good. all in the clear taking a look at drive times on westbound 80 crockett to the maze 20 minute commute, which is good for this hour because normally we see a little bit of backup and that bay bridge, unfortunately does kind of look like a parking lot. but the good news is it's only a 15 minute commute into the city from the maze. so that will eventually clear out taking a look at drive times for those in the livermore area heading to dublin, 13 minute commute, dublin to fremont 15 minute commute. san leandro to milpitas 27 minute commute milpitas to sunnyvale. a 6 minute commute. those who are heading over towards the oakland area. castro valley to oakland, 13 minute commute 80 right now. san leandro to oakland, 10 minute commute. san jose to cupertino. an 11 minute commute. a live look over at the san mateo bridge

right now. everything is flowing there. we can see that sunrise. but of course, a lot of 15 minute commute over that. taking a look over in the south bay right now, morgan hill to san jose 15 minute commute. that everyday congestion. we always see nothing too out of the ordinary. there. lastly, we'll take a look over at the 101 san jose to menlo park. a 31 minute commute and read all. send it back to you. all right, michael, thank you for that. >> so state lawmakers are addressing the difficulty pet owners and experience when they're looking for a new place to live my creating legislation that would pet policies, a proposal in the state legislature would allow property owners to ask questions about pets only after they approved applicants. so landlords are also not going to be allowed to charge extra fees. tenet said have pets in their unit. property owners can still decide if applicants with pets if they have any safety concerns are health issues. the bill cleared a state assembly committee, but it needs the approval of the full assembly and the senate. >> its 6.19, and the

organizers behind the annual dog surfing championships in pacifica are asking for the public's help a cost, they say have just skyrocketed. and now they're having trouble affording this adorable competition. we heard that the cause of gun up 100% in the last couple years in the event is free for the public and only the surfers and the vendors pay for their entry. organizers are hoping to raise $10,000 by may. 1st, the event is set for the end of august. so if you're interested in helping out and supporting the world dog surfing championships, we have a link on our website. kron 4 dot com. and with that bart officially retires. the legacy trains. they hosted a ceremony at oakland's macarthur station over the last week of having the trains run for their final times and people got a chance

east bay to people in fema are without a home after a house fire. >> fremont firefighters responding quickly to home located on truman place. so they say they were able to put it out and about 20 minutes, thankfully, nobody was hurt. no other buildings were damaged. eleanor say a motorcyclist died in a crash over the weekend. this happened on tamala spin a little road, just east of twin bridge road early investigation shows the motorcyclist lost control, veered off the road, colliding with a fence and a utility pole. >> on the peninsula, a man was robbed and attacked in north

fair oaks early yesterday morning. it was the seion of 8th avenue and middlefield road where the man was getting out of his car when mebody punched him in the face and then they stole tuff and took off. the thief was last seen running on 8th avenue and the man was taken to the hospital. he is expected to survive so far, no arrests in the east bay, the east bay regional park district is set to get more than a million dollars in federal money for wildfire mitigation and forest work. they're going to use this too thin and remove vegetation and focus on dead and dying trees around the chabot regional park in alameda county, the dead, 9 trees. there are mostly eucalyptus. they're also got some bay and pine trees to take care of, though, too. this money coming from what president joe biden signed back in march 6.26. right now. and coming up next on the kron, 4 morning news. the plan to use taxpayer money to build a stadium in las vegas is getting some pushback. >> we'll see how the a's are >> we'll see how the a's are responding. mateo bridge to get on to the peninsula this morning. it's only a 14 minute commute from 8.80, taking a look over at the richmond, sandra fell bridge. it's a 13 minute commute right now from tolls to 101. lastly that gorgeous golden gate bridge. you can seg that sunrise. it's a 19 minute commute from the north bay into the city star are darian rain. i should say send it back to you are michael, thank you for that. another big story we're following. >> agree well was found dead just off the shore of alameda in the sf bay. and now they're trying to figure out how to die and why kron four's yet moment has more. >> so normally this time of year, gray whales are seen swimming north along the california coast on their way to alaska. now has of these last few years. it's not uncommon to see a gray whale make its way inside san francisco bay. but researchers do tell me it could take some time to determine exactly how that gray whale did die. it's a whale that celebrated. i think just like magical creatures just could eat,

can't get enough of that. it just makes me realize like how small we are as humans and >> how they're dealing with all this. but mori point in pacifica, the mood is somber sad to hear when that happened. a great whale, one of thousands that migrate up the pacific coast every year won't be completing its journey. it was found dead this weekend. >> up the coast of alameda. and then we received another call this morning, both flannery with the california academy of sciences says she saw the whale's carcass this morning. so far, no signs of a ship strike or being tangled in rope. we will open the whale up. >> we will look inside. it will look for signs of cause of death, whether he gray whales were dying around the world for years. only now. >> has this species started to % recover? she says the reason for the whales decline with climate change, reducing the whales, food source and starving them to death. basically they weren't getting enough high quality food in the arctic during their summer feeding season. we don't know yet if that's what killed this gray whale flannery hopes the whale washed up locally and

driving pretty reckless scene right near dnipro sarah boulevard and sara center. colors of the car ran 2 red lights. ford stopped right in the middle of the road. police arrived to find man, a woman walking away from the car and the driver still inside told police that they went to get gas. officers say they ran the driver's information and learned that he was a wanted criminal. police say they searched the car. they found $1400 with the star close. they think the stolen goods were from nearby stores. on sam on table of art the 2 other passengers also had warrants out for their arrest. all of them had to be taken into custody and booked into the san mateo county jail. said to the north bay now 5 security guards at a petaluma bar. they were arrested for allegedly seriously beating a patriot. okay. this isn't jamison's roaring donkey barn. this is round kentucky street. the victim told police he question the security staff following a woman into the men's restroom to tell that she wasn't allowed in there a verbal argument broke out the victim then told police he was kicked out of the bar. the 5

guards beat him up outside. police say an alcohol screening show that the victim was sober. 5 security cause. they were arrested on suspicion of battery causing serious bodily injury. petaluma police are trying to obtain video footage looking for more witnesses. >> san francisco police seized more than >> 13.5 pounds of narcotics. >> and they made 13 arrests. there happened near the united nations plaza and the public library in san francisco, 13 arrests for suspected possession of narcotics for sale and possession of controlled substances. 6.36, is the time right now. and other news that we're following this morning is the protests. >> an active scene here as it was a big rally at the dublin women's prison on friday.

there were about 600 prisoners at the prison and they're set to be transferred because the dublin women's prison is closing and these people don't want them to be transferred. >> they're terrified the public. colleen, like it each day thinking i'm going to be transferred today. i don't know that's going to have contact with the people. i love. >> at least 8 employees had been charged with sexually abusing inmates at the prison in the past 3 years. >> mayor london breed back in san francisco from our trip to china. so she posted this video on social media saying we had a remarkable time. a partnership stands as a testament to the power of international cooperation, driving innovation, understanding across continents. we spent nearly a week there to improve relations, attract more business to the city. her visit includes a trip on china's high-speed train for time the chinese airlines, as she announced return of giant pandas to san francisco zoo.

area, your commute looks like it's pretty good right now. looking at westbound 80 from crockett to the maze. it's only a 27 minute commute. no major delays there. once you get over to that may's year, sitting in that traffic right there over the bay bridge. but at least you've got that gorgeous sunrise. it's an 18 minute commute from the maze over to the city, not too bad. those metering lights are on. taking a look at some drive times livermore to dublin. 12 minutes, dublin to fremont. 19 minutes 8.80, san leandro to milpitas. 31 minutes and to 37 milpitas to sunnyvale. only a 7 minute commute. so looking good this morning, those who are heading to oakland, castro valley, 13 minute commute to oakland on 5, 88, 80 stanley entered oakland 11 minute commute. san jose to cupertino. an 11 minute look at the san mateo bridge e - right now. it's only a 16 minute commute on to the peninsula. and if we take a look north a little bit, you can see santa rosa, that's looking good. if you're heading out from the petaluma area, you're going to see a small little congestion on 101
