other television providers, giving you a front row seat to democracy. announcer: president biden traveled to wilmington, north carolina to civic about infrastructure will not jobs, and the economy. he began his remarks by paying tribute to four law enforcement officers that were really -- recently killed during a shootout. this is just under 40 minutes. [applause] [laughter] >> good afternoon ladies and gentlemen. my name is paris, and i owe all of my gratitude to mom, my dad, and god for guiding me. i was a school social worker -- she has not only my greatest inspiration, but also my dearest friend. i graduated from unc wilmington in 2022 and followed my passion. i teach second grade right here in wilmington, north carolina. [applause] [laughter]

it is not just a school. it is a community where we cherish each other and celebrate our differences. i am blessed to work alongside a dedicated team of educators led by an exceptional principal, and i am so proud to be a black educator nurturing the minds of the incredible young individuals in my classroom. [cheers and applause] showing them that they too can stand in front of the classroom one day. but our kids cannot prioritize education when they are concerned about having a safe and healthy place to learn. recently we discovered that one of our schools water was contaminated with lead. no teacher or student should

have to worry about their most basic needs like access to clean water. [applause] thanks to president biden and vice president harris, students and teachers do not have to worry. funding from the american rescue plan helps to replace our water fountain and so much more. they made replacing lead pipes here in north carolina and across the country one of their highest priorities. they know that everyone deserves clean and safe drinking water. that is why it is my privilege to introduce a leader whose compassion inspires us all, president joe biden. pres. biden: hello, north carolina. please, have a seat. take a seat if you have one. thank you for that introduction, and by the way, if my father were here he would say i apologize for my back. thank you very much. look, folks -- thank you. [laughter] being a teacher is not what you do. it is who you are, and it matters. before i get started, i just came from charlotte. i spent some time with some of the families with the a police officer shot in the line of duty on monday. four of them were killed. joshua ire, elliot, sam poleski,

and thomas weeks. we pray for the loved ones of those left behind. i met the children and husbands and wives and mothers and fathers. we pray for the recovery of the wounded as well. every time an officer puts on that shield and walks out that door, there is a family member who wonders whether they will get that call until they come home. i am serious. the entire nation is grieving these families. crime rates are down nationally. we have invested a record amount of public safety, violent interruption, and done much work to make it safer, but to protect our officers we have to get them the resources they need to do their job and to keep the weapons of war out of the hands of people. [applause] to the men and women of law enforcement, you represent the

best of us, and i want to thank you. god bless you all, and may it keep you safe. [applause] governor cooper, thank you for having us today. i have been saying this for well over two years. you have got one of the best governors ending that it's dates of america. [cheers and applause] and i mean it sincerely. when i think of the governor, one word comes to mind. integrity, absolute integrity. and to the mayor, thank you for the password to the city. by the way, you are not the only wilmington in america. i am from wilmington, delaware, and guess what? the mayor lived in wilmington, delaware. his daughter graduated my alma mater, the university of delaware, and we lived -- where

he lives is only about 1.5 miles from where i live, and thanks to my favorite son of north carolina who is doing a great job of the -- as the administrator of the environmental protection agency, michael read. folks, i am here to talk about some of the basic fundamentals of our many many -- our community, to our basic human dignity. safe, clean drinking water. for generations water went through led service lines, connecting the main water line to the streets and homes and businesses and schools around the country. these lead lines are durable and do not rust, but we have long since learned they leech poisonous toxins into our water. the science is clear, lead service lines pose severe health

risks, damaging brain and kidneys in children especially. they stop growing, slow learning , and causes lasting brain damage. we know we can stop it. we know how to do it. one study shows when you reduce lead exposure for children their test scores actually improve in school as much as if they reduced the class-size about 1/3 at 1/10 the cost of that. 90 million water main store schools, daycare centers, businesses, that include some 300,000 lead service lines in north carolina alone, 300,000. the cost to replace them is consequential, but too many families only learn that the threat to their children after they get sick. you know this is for some time

why i am determined to fix it. and we are finally moving. until the united states of america deals with this, how could we say we are a leading nation in the world? for god sake, we are better than this. [applause] let me say what i have said many times before. there is no safe level of lead exposure, none. the only way forward is to replace every lead service line that connects americans to clean water. that is why kamala and i are the first administration ever to set out to do it, and we are going to get it done. [applause] as a consequence of the first major law that i signed that not many other teams signed up to support, at the american rescue plan back in march 2021, provided north carolina with

historic investments in clean water money. governor cooper dedicated to billion dollars from the american rescue plan for 800 clean water projects all across the state, and it not only includes removing lead service lines that uses modern technology to sanitize rain and storm water system in addition to connecting thousands of homes to clean tap water for the first time. these clean water projects include testing every water fountain at every school across the state and removing lead hazards as paris mentioned. now look, the landmark bipartisan infrastructure law is allowing states across the nation to do more by investing in a record $15 billion so far nationwide in lead pipe removal. today we are releasing a third installment of that money, an

additional $3 billion nationwide, which will bring the total to $250 million in north carolina so far, including here in wilmington. [applause] it is going to replace 300 pipe service lines connecting schools , homes, and businesses here in wilmington. governor, i hear you are breaking ground sometime today. congratulations, pal. folks, this is about safety, but it is also about basic fairness. we are directing half of the funding to disadvantage communities who have borne the brunt of lead poisoning for so long. studies show communities of color have been the hardest hit. we have to make things right, and we are going to make them right now. [applause] and when we do, it will mean

clean water, healthier communities, peace of mind and jobs for fitting those communities, plumbers, pipefitters, engineers, good paying jobs. you can to make a good living without a college degree to raise a family on. [applause] and folks, protecting people from the lead pipe contamination is just one of our nation's most ambitious water agendas ever. we are upgrading all water mains, treatment plans. some of them are as old as 100 years old in america. and finally, we are improving water systems on tribal lands where nearly half of the population still lacks clean water. and we are detecting and removing so-called forever chemicals referred to as p-fas.

that are discharged from companies and military bases into our water supply. they are very dangerous chemicals that should not be near our water supply. earlier this month, the environmental protection agency administrator reagan and governor cooper in fayetteville as my administration in forest the first ever standard to get those chemicals at our drinking, but that is not all. communities across the watershed know too well why this matters. as a consequence of p-fas, you have seen aggressive cancers emerge in that area. revising and warning, you cannot even fish in the same water that you drink. that is how far it has gone. my administration invested an additional $9 billion more to finally get rid of p-fas

chemicals now. [applause] and we get safe, clean drinking water to you in hundreds of millions of americans across the country presently exposed to p-fas. my infrastructure makes the most significant investment in infrastructure and generations that includes roads, bridges, airports, public transit, and so much more. it includes a new train from raleigh to richmond. it takes thousands of vehicles off the road. [applause] and provides over 1000 good paying jobs. good paying jobs. nationwide, 51,000 projects in 4500 communities have been announced so far. today we have dedicated over $9

billion to north carolina alone. [applause] in january, i announce the most significant ever investment in high-speed internet for every single person in north carolina, because high-speed internet is today as important as i let a century ago. it is a means of communication, being able to compete. it is not enough to just have internet access. it needs to be affordable. that is why my administration is facing -- saving families about $30 a month. families across north carolina have saved a conglomerate of 500 and 50 million -- $550 million. that program runs out of money this month. four months now i have asked congress to extend the funding,

but my republican friends in congress failed to act. i am calling on them to act now so 1 in 5 families in north carolina do not see their internet bills go up next month. you know, this progress is part of my vision forward to economy that grows from the middle out and bottom up. i am sick and tired of trickle-down economics. [cheers and applause] we were not poor, but i come from the middle class household, three-bedroom home, grandpa living with us, three or four kids and my dad and mom. my dad used to say a job is about a lot more than a paycheck. it is about your dignity. it is about being able to look your kid in the eye and say, honey, it is going to be ok, and it is about having a little bit left over at the end of the month after the bills are paid.

we have created a record 15 million jobs since i came into office. 15 million. [applause] including 460,000 right here in north carolina. [applause] unemployment is down in north carolina from 5.6% to 3.5%, lower than any year in the previous administration in the lowest in 25 years. wages are rising nationwide, up 3% in north carolina. there is more we have to do. a lot of corporations are adding on costs that are not justified. by the way, walmart just announced that they are going to open a new store and just announced that there going to charge for all the projects they

have the same exact price that was charged before the pandemic. [applause] we are eliminating thousands of junk she's -- fees. right now you want to check in your account and you will be charged $35. guess what, they can't charge now more than eight dollars. manufacturing is booming, nearly 800,000 new manufacturing jobs in the county. where is it written we cannot be the leading manufacturer in the world? where is that written? cities like wilmington are coming back. we are doing this at the same time we cut the federal deficit. we cut the federal deficit by making the very wealthy and big corporations pay their fair share. and by the way -- [applause]

i have been fighting for years as a senator. i know that i look like i am only 40, but i am a little older. taking on big pharma. many of you have a prescription that has to be filled. i can put you on air force one, you pick any city in europe or parts of the middle east or asia, take that same prescription and get it filled in those countries in berlin or toronto or rome, you will pay $.46 less than you pay here. how many of you know somebody was a need for insulin because they have diabetes? guess what? it now costs not $400 a month. $35 a month. [applause] and by the way, they are still making profit. it only cost them $10 to make it.

and by the way, when i first got this pass it included eve rybody, not just the elderly. this next time i will make sure everybody qualifies for this. [applause] by the way, what we passed already is saving the government taxpayers $160 billion over 10 years. not only does it help the consumer, it makes the federal government not have to pay all of that money to the drug companies. this is what they call where i come from a big deal. love, our predecessors and my maga republican allies have a very different view. every single republican voted against to the american rescue plan. that provided a hundreds of millions of dollars to deliver drinking water's wall of north carolina schools. the vast

in fact, your senator, ted budd called infrastructure -- he called it, the law, fatally flawed. a liberal trojan horse versus a socialist agenda, end of quote. i don't know about you, but kids can drink clean water to avoid brain damage isn't a socialist agenda. i think it's plain fairness. but you might guess, the senator hadn't been shy. he was on 10 separate occasions for those new laws he voted against. 10 separate ones. as they say, god bless the boy. remember, remember that the trojan horse, socialists agenda,

i didn't think the senator was a socialist, he keeps asking. look, that's ok, i promise to be, all kidding aside, president for all americans. whether you voted for me or not because we owe it to the american people. so senator, i will see you at the groundbreaking. you may recall that my predecessor promised infrastructure week every single week for four years. he did not build a damn thing. i'm serious. his administration rolled black protection. they gave mining companies -- to contaminate groundwater. they cut the budget and eliminated important programs that guaranteed clean water. at the same time allies in

congress were happy to give the very superrich a $2 trillion tax cut. 2 trillion. that benefited the super wealthy and the corporations. you may remember that when i was trying to get these bills pass that we talked about, including the veterans bills and the rest, he said we couldn't afford it. i looked out there at and there were 50 corporations, the fortune 500 who made $40 billion in did not pay a single penny in tax. i'm not making this up. as they said, look it up. but here's the deal, i was able to raise the tax to 15%. that's less than all of you pay. and guess what, not only did it get everything passed, we were able to reduce the federal deficit. [applause] my predecessor, racked up more

federal debt then every previous president in history. more federal debt during his administration. he talks about saving money. that's not how i see things. i believe in doing what has always worked best for this country, investing in all of america and investing in all americans. let me close with this. when folks see shovels on the ground on all these projects and they see new pipes being laid in people going to work, i hope they feel pride that i feel. pride in their hometown making a comeback. pride in america, pride knowing we can get big things done in america when we set our mind to it. big things. nothing beyond our capacity. we are the only country in the world that has come out of every crisis we've entered stronger than we went in. every single time. [applause] folks, i have never been more
